Bangalore, Aug 2: Retired IPS officer M Kempaiah, a close aide of chief minister Siddaramaiah, has finally made his entry into the government. He was appointed as adviser to home minister K J George on Friday.
Kempaiah was initially slated to be appointed as security adviser to the CM. However, George reportedly told Siddaramaiah that the former IPS officer's services were more necessary to the home ministry.
It's a well known that Kempaiah, without any official status, was functioning as the chief minister and home minister's adviser on police matters. He has been given the rank of minister of state.
Mr. Kempaiah had served as the Additional Director-General of Police. He took voluntary retirement a couple of years ago.
Siddaramaiah faced pressure in June when he tried to appoint Kempaiah as his adviser. Some senior ministers felt the matter should be discussed in the cabinet. Finally on Friday, the CM decided that the appointment of an adviser need not go before the cabinet and the department of personnel and administrative reforms (DPAR) issued an order.
Appointing advisers is not new to governments. When BS Yeddyurappa was the chief minister, he had advisers for almost all key departments: law (Diwakar), urban development (A Ravindra) and economy (KV Raju). His successors DV Sadananda Gowda and Jagadish Shettar also continued the system.
Even Congress chief minister SM Krishna had appointed retired police officers L Revansiddaiah and T Srinivasalu as his advisers.
