Over-exploitation pushed down water table in 143 taluks: Karnataka govt

March 23, 2017

Bengaluru, Mar 23: On World Water Day on Wednesday, the government presented a grim picture of the water situation. Groundwater levels in 143 of the total 176 taluks in the state have depleted during the last 10 years due to over-exploitation.

bore
Static groundwater levels were measured from 1,774 borewells maintained by the Groundwater Directorate across the state. No water is drawn from these borewells and they are maintained only for study purpose.

A comparison of water levels between 2007 and 2016 revealed depletion in groundwater levels in 143 taluks. The groundwater depletion in Kolar taluk, Kolar district, is the worst with a fall by 54.81 metres during the last 10 years. These and more details were given by Minor Irrigation Minister T B?Jayachandra to the Legislative Council.?He was replying to a question by Basavaraj Horatti (JD-S).

Deforestation, consecutive droughts and increase in density of borewells have been identified as the causes for the depletion. Drilling of borewells has been restricted in taluks where there has been over-exploitation of the water table. Permission will have to be obtained from jurisdictional deputy commissioner for drilling new borewells.

To a query by Ramachandra Gowda (BJP), Jayachandra, replying on behalf of Forest Minister B?Ramanath Rai, said the government will strictly implement the ban on planting saplings of eucalyptus and acacia trees as they caused ecological imbalance. Jayachandra said scientific studies had proved that cultivation of eucalyptus and acacia caused depletion of water table.

Technology to the rescue: Patil

Rural Development Minister H K?Patil said, “We will adopt technology even to draw water from Pathala Gange (netherworld) to ensure the supply.”

In the Assembly, BJP’s Vishweshwar Hegde Kageri said war for waters may become common because of scarcity. The government must do something to stop misuse of water, he added. In his reply, Patil said new technologies are being adopted to draw water. BJP?member Lakshman Savadi sarcastically said, “Encourage people to bathe in River Ganga.”

Bengaluru: The Vokkaliga heartland of the old Mysuru region consisting of several southern districts will be the testing ground for the recently forged BJP-JD(S) alliance in Karnataka in the Lok Sabha polls.

The ruling Congress will now look to consolidate its gains that it made in the assembly elections in May last year when it made inroads into the strongholds of the regional party headed by former Prime Minister H D Deve Gowda in these districts.

In the 2019 Pariamentary elections, the Congress and JD(S) fought together but secured only one seat each in the state. The BJP bagged 25 out of the total 28 Lok Sabha seats.

The Congress and JD(S) win, in fact, came in the old Mysuru region -- Bangalore Rural and Hassan, respectively, while Mandya seat went to an independent backed by the BJP.

This time, the JD(S) has an alliance with BJP. According to sources, the JD(S) is likely to be alloted Hassan, Mandya and Kolar seats in the region, from where Deve Gowda's party draws its strength from in Karnataka.

The JD(S) is now looking to bounce back after the drubbing it received in the May assembly polls.

The Congress and JD(S) are considered to be traditional rivals in the region, where the BJP has also been improving its vote-share.

The BJP-JD(S) alliance hopes to counter the Congress' surge in the region, determined to consolidate Vokkaliga votes in their favour and banking on the Modi charisma. Both parties also hope to gain from each other with this alliance.

The Congress is hoping to further its prospects and continue its dominance in the region, with the help of its strong local leadership and riding on its five guarantee schemes.

Both Chief Minister Siddaramaiah and Congress state President D K Shivakumar, who is also the Deputy Chief Minister come from this region, and so does JD(S) patriarch Deve Gowda and his son H D Kumaraswamy, a former CM and that party's state President.

According to a political analyst, 'coordination among local leaders and transfer of votes between the parties are going to be key for the BJP-JD(S) alliance to click.' Lack of trust between sizeable workers and leaders of both parties on the ground had proved to be counterproductive for Congress and JD(S) combine in the 2019 Lok Sabha polls, resulting in their rout and helping the BJP.

Both Congress and BJP have announced candidates for some seats in the region for the 2024 polls.

The Congress has re-nominated D K Suresh, brother of Shivakumar, from Bangalore Rural.

Interestingly, the BJP has fielded the scion of the erstwhile Mysuru royal family Yaduveer Krishnadatta Chamaraja Wadiyar from Mysore and noted cardiac surgeon and Deve Gowda's son-in-law, Dr C N Manjunath, from Bangalore Rural.

In Karnataka, the Lok Sabha elections will be held in two phases on April 26 and May 7.

Hassan: Former Prime Minister and JD(S) supremo H.D. Deve Gowda has announced that his son, former Karnataka Chief Minister H.D. Kumaraswamy will contest from state's Mandya parliamentary seat as NDA candidate.

Deve Gowda told reporters on Tuesday that the decision to field Kumaraswamy, who is also JD(S) state president, in Lok Sabha polls from the Mandya seat was taken amid mounting public demand. "People are demanding that Kumaraswamy should contest from Mandya. In the core committee meeting as well, all members suggested that he should contest from Mandya," Deve Gowda said.

The former Chief Minister's son Nikhil Kumaraswamy had lost to independent candidate Sumalatha Ambareesh from Mandya in the 2019 Lok Sabha polls.

The JD(S) supremo further said that the name of senior leader Mallesh Babu has been finalised from the Kolar seat.

Deve Gowda's grandson and former Karnataka Minister H. D. Revanna's son sitting JD(S) MP Prajwal Revanna will be contesting as the NDA candidate from the Hassan seat.

Earlier in the day, Kumaraswamy in a media briefing indicated that he would contest from Mandya amid mounting public pressure on him.

Congress has fielded Venkatarame Gowda popularly known as ‘Star Chandru’ from the Mandya seat dominated by Vokkaligas. Star Chandru is a close associate of Deputy Chief Minister D.K. Shivakumar.
