In breach of privacy, auto value chain data sold to pvt parties

Mumbai, Sept 20: With data privacy now becoming hot button, breaches too are common place. However, when the government itself decides to wilfully use data to generate revenue, then questions of propriety are raised for this is proprietary data with the right to it and ownership of it vested with the individual. With the government looking to monetise data, Transport Minister Nitin Gadkari had revealed in Parliament recently that the government is selling vehicle registration and driving licence data of Indians and earning money from it. It is not known whether this decision was ratified by the Law Ministry since issues of privacy are involved.

Replying to a query posed by Congress MP Husain Dalwa, who asked if the government has intended to sell Vahan and Sarathi database in bulk (and) if so, the estimated value for the sale, Gadkari stated that it has provided 87 private and 32 government entities access to Vahan and Sarathi database which has yielded a revenue of Rs 65 crore so far. This is peanuts for the breach involves giving access to tele marketers, leading to widespread harassment, DND (do not disturb) be damned.

If you want to know why the frequency of car manufacturers, financiers and insurers tele calls is rising, then Mr Gadkari is partly to blame for it. More and more people are being inundated with phone calls on topups or loans against owned cars or purchase of upgrades and the reason behind it is that data has been made freely available to a slew of people connected to the auto industry.

An IANS investigation has found that manufacturers Toyota Kirloskar, Tata Motors, Volkswagen India, Indo Farm Equipment manufacturer of tractors, pick n carry cranes, rotary tillers and harvestors; banks like Stan Chart, SBI, Banaskantha Mercantile Coop Bank, HDFC Bank, ICICI Bank, IDFC Bank, Indus India Bank and Kotak Mahindra bank and vehicle financing companies like Khushbhu Auto Finance, Kanak Durga Finance, John Dere Financial Services, India Infoline Financial, Home Credit India Finance, Hinduja Leyland Finance, Hero Fin Corp, HBD Financial Services and insurers HDFC Ergo General Insurance, ICICI Lombard General Insurance Co, Sundaram Finance, Suryoday Small Finance, Tata Capital Financial Services, Oriental General Insurance, TVS Credit Services are the bulk buyers of the data. These are some of the buyers till date and they represent virtually the entire automobile food chain.

The Vahan and Sarathi ministry maintains the Centralized National Registry through the National Informatics Centre and it contains approximately 25 crore vehicle registration records and 15 crore driving licence records. For the same, the Road Transport and Highways Ministry has also created "Bulk Data Sharing Policy & Procedure".

In Parliament, Gadkari had added that organizations seeking bulk data could obtain it at a price of Rs 3 crore. According to him, education institutes seeking the data could obtain it for "research purposes and internal use only" for a price of Rs 5 lakh.

The Enforcement Directorate on Friday produced Delhi Chief Minister Arvind Kejriwal before the Rouse Avenue court and sought a 10-day custody in the excise policy-linked money laundering case. "Kejriwal was the kingpin of the scam," the ED reportedly told the court after the AAP chief was produced before Special Judge Kaveri Baweja around 2 pm amid tight security. 

ASG S V Raju was appearing for the agency, while Senior Advocate Abhishek Manu Singhvi is representing Kejriwal. 

Raju in his argument said Kejriwal was "directly involved in formulation of the (liquor) policy... he was involved in handling of proceeds of crime as well in the Goa election campaign."

"The expert committee was constituted but it was a sham committee. The policy was made in such a manner that it would enable the taking of bribes and recoupment of people who gave the bribes," the ED counsel said. 

Kejriwal was produced in the trial court shortly after he withdrew from the Supreme Court his plea against arrest by the Enforcement Directorate in the excise policy-linked money laundering case. Kejriwal's counsel said he would contest the remand proceedings before the trial court and then come back to the apex court with another petition.

Bengaluru: Prime Minister Narendra Modi would formally kickstart the BJP's Lok Sabha election campaign in Karnataka on Saturday from Congress President Mallikarjun Kharge's home turf— Kalaburagi.

He is scheduled to address a mega public meeting at the district headquarters town's N V Ground at 2 pm.

Kharge, who had represented Kalaburagi (Gulbarga Lok Sabha segment) twice in the past, lost to BJP's Umesh Jadhav by a margin of 95,452 votes in the 2019 general elections here— the octogenarian leader's first electoral loss in his political life spanning several decades.

BJP has once again fielded Jadhav from the segment.

Speculations are rife that the Leader of Opposition in Rajya Sabha, who has the role of managing the party nationally and coordinating with the opposition I.N.D.I.A bloc, may not contest the coming polls and, instead, the Congress is likely to field his son-in-law Radhakrishna Doddamani, a businessman, who also manages educational institutions.

On March 18, Modi will be in Shivamogga, the home district of veteran BJP leader B S Yediyurappa, and is scheduled to address a huge public meeting at 2 pm.

Yediyurappa's son B Y Raghavendra is the sitting MP from Shivamogga and has been re-nominated by the party. Yediyurappa's other son B Y Vijayendra, who represents Shikaripura assembly constituency in the district, is the state BJP President.

BJP has announced candidates for 20 seats in the State, which has a total of 28 constituencies.

After being ousted from power by the Congress in the 2023 Assembly polls, the BJP now is making a strong bid to regain the lost ground in Karnataka.

The BJP won 25 out of total 28 seats in the previous elections, and had ensured the win of a party supported independent candidate in Mandya. The then ruling Congress-JD(S) alliance had come a cropper winning just one seat each.

It is a role reversal of sorts for JD(S), which joined the NDA last September and has forged an electoral alliance with the BJP. The regional party is expected to contest in three seats— Mandya, Hassan and Kolar.

Sharing details of Modi's visit, state BJP General Secretary Sunil Kumar on Wednesday said BJP National President J P Nadda, Union Home Minister Amit Shah, Chief Minister of Uttar Pradesh Yogi Adityanath along with other leaders will visit different Lok Sabha constituencies for campaigning in the coming days.

Speaking about the party's poll preparations, he said: "We have divided 28 Lok Sabha constituencies into eight clusters for Lok Sabha elections. Keeping in view the local political and geographical background, programmes and strategies are being worked out in those eight clusters."

Several senior leaders including Shah and Nadda have already visited one of these clusters, Kumar said, adding, "Workers' convention, well-wishers' contacts have been made and election preparations are on in all these eight clusters. In the second phase, large public meetings will be held."

New Delhi, Mar 21: Election Commission (EC) on Thursday directed the Ministry of Electronics and Information Technology of Narendra Modi-led government to put an end to bulk WhatsApp messages labelled 'Viksit Bharat Sampark.' It has also sought a compliance report immediately from the ministry.

EC had received several complaints that such messages are still being delivered on citizens’ phones despite the announcement of Lok Sabha elections and the model code of conduct (MCC) entering into force.

In response, the govt informed the commission that although the letters were sent out before MCC came into force, some of them could have possibly been delivered to recipients with a delay because of systemic and network limitations.

In the past few days, several WhatsApp users have received messages from 'Viksit Bharat Sampark' seeking feedback and suggestions from the public. 

The message comes with a PDF that has a letter from Prime Minister Narendra Modi mentioning government schemes like Pradhan Mantri Awas Yojana, Ayushman Bharat, Matru Vandana Yojana, etc, and seeking suggestions from the citizens over government initiatives and schemes.

The letter which addresses users as 'my dear family members' had sparked political controversy. Congress has called the PDF file attached with the message a ‘political propaganda’.
