Beware! Up to 25 years in jail, Dh 4 million fine for cyber-crime in UAE

Abu Dhabi, Aug 13: President His Highness Sheikh Khalifa bin Zayed Al Nahyan issued Emiri Decree No. 02 of 2018 amending the UAE Cybercrimes Law.

According to the Decree, Article Nos. 26, 28 and 42 of Federal Decree-Law No. 05 of 2012 on Combatting Cybercrimes will be replaced with updated provisions.

Article No. 26 stipulates an imprisonment period of at least ten years and not exceeding 25 years, and a fine not less than Dh2 million and not in excess of Dh4 million on whoever establishes, manages or runs a website or publishes information on the computer network or information technology means for the interest of a terrorist group or any unauthorised group, association, organisation, or body with the intent to facilitate communication with their leaders or members or attract new members, or to promote or praise their ideas, finance their activities or provide actual assistance thereof or for the purpose of publishing methods for manufacturing incendiary devices or explosives or any other devices used in terrorism acts.

The Article also details an imprisonment period not exceeding five years, and a fine not less than Dh500,000 and not in excess of Dh1 million for whoever establishes, manages or runs a website or publishes information on the computer network or information technology means with the aim to incite hate.

For first-time offenders, the court may rule for the accused to be placed under electronic probation and monitoring, and prevented from using information technology means during a period not exceeding the maximum penalty prescribed.

Article No. 28 stipulates a punishment of temporary imprisonment and a fine not in excess of Dh1 million for whoever establishes, manages or runs a website or uses information on the computer network or information technology means with intent to incite acts or publishes or transmits information, news or cartoon drawings or any other pictures which may endanger the national security and the higher interests of the State or afflicts its public order, or attacks on any member of the judicial courts system.

Lastly, Article No. 42 entails that subject to the second paragraph of Article No. 121 of the UAE Penal Code, the court may decide deportation of a foreigner who is convicted in any of the crimes specified in Federal Decree-Law No. 05 upon execution of the sentence adjudged.

Any provision contrary to the provisions of this Decree-Law shall be repealed and the latest issue shall be published in the Official Gazette.

Bengaluru: Prime Minister Narendra Modi would formally kickstart the BJP's Lok Sabha election campaign in Karnataka on Saturday from Congress President Mallikarjun Kharge's home turf— Kalaburagi.

He is scheduled to address a mega public meeting at the district headquarters town's N V Ground at 2 pm.

Kharge, who had represented Kalaburagi (Gulbarga Lok Sabha segment) twice in the past, lost to BJP's Umesh Jadhav by a margin of 95,452 votes in the 2019 general elections here— the octogenarian leader's first electoral loss in his political life spanning several decades.

BJP has once again fielded Jadhav from the segment.

Speculations are rife that the Leader of Opposition in Rajya Sabha, who has the role of managing the party nationally and coordinating with the opposition I.N.D.I.A bloc, may not contest the coming polls and, instead, the Congress is likely to field his son-in-law Radhakrishna Doddamani, a businessman, who also manages educational institutions.

On March 18, Modi will be in Shivamogga, the home district of veteran BJP leader B S Yediyurappa, and is scheduled to address a huge public meeting at 2 pm.

Yediyurappa's son B Y Raghavendra is the sitting MP from Shivamogga and has been re-nominated by the party. Yediyurappa's other son B Y Vijayendra, who represents Shikaripura assembly constituency in the district, is the state BJP President.

BJP has announced candidates for 20 seats in the State, which has a total of 28 constituencies.

After being ousted from power by the Congress in the 2023 Assembly polls, the BJP now is making a strong bid to regain the lost ground in Karnataka.

The BJP won 25 out of total 28 seats in the previous elections, and had ensured the win of a party supported independent candidate in Mandya. The then ruling Congress-JD(S) alliance had come a cropper winning just one seat each.

It is a role reversal of sorts for JD(S), which joined the NDA last September and has forged an electoral alliance with the BJP. The regional party is expected to contest in three seats— Mandya, Hassan and Kolar.

Sharing details of Modi's visit, state BJP General Secretary Sunil Kumar on Wednesday said BJP National President J P Nadda, Union Home Minister Amit Shah, Chief Minister of Uttar Pradesh Yogi Adityanath along with other leaders will visit different Lok Sabha constituencies for campaigning in the coming days.

Speaking about the party's poll preparations, he said: "We have divided 28 Lok Sabha constituencies into eight clusters for Lok Sabha elections. Keeping in view the local political and geographical background, programmes and strategies are being worked out in those eight clusters."

Several senior leaders including Shah and Nadda have already visited one of these clusters, Kumar said, adding, "Workers' convention, well-wishers' contacts have been made and election preparations are on in all these eight clusters. In the second phase, large public meetings will be held."

Bengaluru: The National Investigation Agency (NIA) on Wednesday launched simultaneous raids in multiple places, including Bengaluru and Shivamogga.

Reports suggested that the ongoing raids are in connection with the Improvised Explosive Device (IED) blast in Bengaluru’s Rameshwaram Cafe on March 1. The blast had injured at least ten people as per the police report.

The Central Crime Branch (CCB) had launched an investigation alongside the NIA, and the trail of the suspect led them to Tumakuru first and subsequently to Ballari. Investigators believe that the bomb was planted by Mussavir Hussain Shazib, a handler of the Islamic State’s Shivamogga module who was aided by another IS handler called Ahmed Taahaa.

Sources in the know said that Shazib and Taahaa had stayed in Chennai for about a month between January and February using fake credentials. The names of the suspects were identified after they traced the cap worn by Shazib to a shop in a mall in Chennai. The cap, which was abandoned by the bomber in Bengaluru after the blast, was reportedly bought by Taahaa, around January-end.

As per the NIA, Shazib hails from Masjid Road in Thirthahalli, Shivamogga district, and Taahaa from Fish Market Road, Soppu Gude, Thirthahalli Rural. Both "wanted" suspects have been termed "absconders" by the NIA.

The NIA has questioned seven jailed terror suspects so far in connection with the blast. The investigation agency had also obtained seven-day custody of a jailed terror suspect named Maaz Muneer Ahmed.

Beltangady, Mar 17: A three-year-old boy was crushed to death under the wheels of an auto-rickshaw in front of his house at Panakaje Mundadi in Belthangady taluk of Dakshina Kannada. 

The gut-wrenching tragedy took place on Saturday, March 16 morning when the boy ran out of home to the road. 

The victim has been identified as Kaushik, the son of Chandrashekhar and Usha couple. Their home is situated adjacent to the main road at Panakaje.

It is learnt that the auto-rickshaw failed to notice the boy who suddenly darted towards the road and hit him. 

Even though the injured boy was rushed to a private hospital in Ujire and later to Mangaluru, he breathed his last. 

The Beltangady traffic police have registered a case in connection with the incident.
