ISIL blast kills 25 as Afghanistan extends Taliban ceasefire

kabul, Jun 17: The Islamic State of Iraq and the Levant (ISIL, also known as ISIS) group has claimed responsibility for a suicide bombing that killed at least 25 people in the eastern Afghan province of Nangarhar.

The group's Amaq website said the attack on Saturday targeted "a gathering of Afghan forces" in Nangarhar, but gave no details.

According to Attaullah Khogyani, the provincial governor's spokesman, the attack happened in Rodat district, some 25km from Jalalabad, and wounded more than 54 people.

Civilians, security forces and Taliban members were among the casualties as people celebrated the second day of Eid al-Fitr, marking the end of the Muslim holy month of Ramadan.

Speaking from Afghanistan's capital, Kabul, Al Jazeera's Jennifer Glasse described the bombing as a "very devastating blow" for the "unprecedented gathering of the Taliban and Afghan security forces in Jalalabad".

Extension of government ceasefire

The attack came as Afghan President Ashraf Ghani announced the government's extension of a ceasefire with the Taliban, without giving a timeframe.

In a televised address to the nation, Ghani called for the Taliban to also extend the truce, which is due to expire on Sunday after both sides agreed to halt hostilities for Eid.

Ghani also said that in the spirit of Eid and the ceasefire, the attorney general's office had released 46 Taliban prisoners.

The Taliban had announced a ceasefire for the first three days of Eid, which started on Friday, promising not to attack Afghan security forces for the first time since the 2001 US invasion.

That came after Ghani said that security forces would temporarily cease operations against the Taliban for eight days, starting last Tuesday - though he warned that operations against other fighters, including the Islamic State of Iraq and the Levant group, would continue.

Governors in Helmand, Kandahar and Zabul said both sides had adhered to the ceasefire.

In his speech, Ghani also touched upon the subject of regional influences and international forces in Afghanistan.

"The Afghan government is ready to discuss the roles of neighbouring countries and the presence of international forces, their roles and the future destiny of them," he said.

Mike Pompeo, the US secretary of state, welcomed Ghani's remarks.

"We support President Ghani's offer to extend the ceasefire and begin peace talks," Pompeo said in a statement.

"As President Ghani emphasised in his statement to the Afghan people, peace talks by necessity would include a discussion of the role of international actors and forces. The United States is prepared to support, facilitate, and participate in these discussions."

NATO forces also expressed their support for an extension to the ceasefire.

"This is a unique opportunity for the Taliban to show they want the peaceful future that the Afghan people demand and deserve," NATO Secretary-General Jens Stoltenberg said.

"There seems to be some momentum for peace," Al Jazeera's Glasse said.

"The government's gamble to issue a unilateral ceasefire paid off with this Taliban ceasefire, and now everyone is going to wait and see what the Taliban is going to do."

Omar Samad, a former adviser to the chief executive of Afghanistan, told Al Jazeera that the suicide bombing was a reminder to everyone in the country, including the Taliban, of the "existentialist threat on our doorstep".

What we saw today is a reminder that ISK (the Islamic State branch in Afghanistan) is a potent threat, that something needs to be done about it," Samad said, speaking from Washington DC.

"Maybe the Taliban and the Afghan government can come to terms on how to deal with the Islamic State," he added.

"That could be a historic point for maybe a dialogue between the two sides. If that happens then I think that Afghanistan has better days ahead. "

The Iranian Army Chief Commander Major General Abdolrahim Mousavi says the country will not hesitate to give a “stormy and unified” response to any act of aggression against it.

In a Monday message marking the National Army Day, Mousavi said great defensive measures of the country’s Army and Armed Forces have resulted in strong deterrent power.

Iran has conveyed its message of power to the world in a way that the world has realized that the Iranian Armed Forces will give a “stormy and unified” response to any aggression against the country’s national interests, borders and security, he added.

The top commander noted that Iran’s firm response to an act of aggression by the usurping Israeli enemy against its diplomatic premises in the Syrian capital of Damascus brought joy to oppressed nations, especially the resilient people of Palestine and Gaza.

Mousavi emphasized that the retaliatory strikes, dubbed Operation True Promise, revealed only a part of the capacity and strong will of the Iranian Armed Forces and were carried out in cooperation among the Islamic Revolution Guards Corps (IRGC) Aerospace Division, the Army, and the Defense Ministry.

He said the Army has played a key role in strengthening the country’s defense power, independence and lasting security by implementing various measures.

It has constructed strategic drone and underground tactical bases and made hundreds of modern defense achievements in the land, air, sea and space sectors in addition to advancing in the fields of science and technology, he explained.

Now the enemies lack the courage to carry out any act of aggression against the Islamic establishment and the noble Iranian nation, the top commander said.

He added that Iran has staged several joint military drills to enhance national security and dignity.

The Israeli airstrikes on Iran’s embassy compound in Damascus killed two generals of Iran’s Islamic Revolution Guards Corps (IRGC), Brigadier General Mohammad Reza Zahedi and General Mohammad Hadi Haji Rahimi, as well as five of their accompanying officers.

In response, on Saturday night, the IRGC targeted the Israeli-occupied territories with a barrage of drones and missiles. The extent of the damage on Israeli military bases across the occupied territories is yet to be specified.

Following the reprisal, Iran warned Israel against taking any retaliatory actions and also urged the US to try not to involve itself in the conflict and signaled that it viewed the matter as “concluded.”

With the Karnataka transport department extending the deadline for the installation of High Security Registration Plate (HSRP) twice--- in November last year and February, it is no longer planning to extend the same. The department ordered for the installation of HSRP before May 31.

The transport department through a notification in August last year, had mandated the installation on all the vehicles that were registered in the state prior to April 1, 2019. According to transport officials, there are nearly two crore vehicles that are supposed to get HSRP for their vehicles.

“As of now, the state has registered only 34 lakh HSRP installations, despite extending the deadline twice. From nearly 18 lakh installations since February, the numbers have almost doubled. However, there are still a large number of vehicles that have to opt for HSRP,” said C Mallikarjuna, Additional Commissioner for Transport (Enforcement).

“We will wait till May 31 to check for the total number of vehicles that fall in line. We are expecting HSRP installations to touch 75 lakh, after which we will consider an extension as the numbers indicate that people are falling in line and if some more time is given everyone will get it done. However, if we do not reach that number before the deadline, we will request the government not to extend the deadline but urge for an enforcement,” he said.

He also stated that a fine of Rs 500 will be imposed for the first time and if vehicle owners do not fall in line, it will be Rs 1,000 later until they have installed HSRP. “We will wait till the Model Code of Conduct ends and take the government’s opinion. We are going to request the government for strict enforcement if the HSRP installations are not satisfactory,” he added.

Bengaluru: The results of the first examination for the 2nd Pre-University (PU) students were out Wednesday, registering an increase of six percentage points.

The results will be announced in colleges at around 3 pm today. Results were made available online at 11 am. Students can visit www.karresults.nic.in to check their scores.

A total of 6. 81 lakh candidates appeared for the examination and 5.52 lakh students passed. The overall pass percentage is 81.15 %. 305212 girls and 247478 boys passed the exam. The pass percentages of girls and boys are 84.87% and 76.98% respectively.

Medha D of NMKRV PU College, Bengaluru, emerged as the topper in the Arts stream by scoring 596 for 600.

In the Commerce stream, Gnanavi M from Vidyanidhi Independent PU College, Tumkur, topped the list by scoring 597 out of 600. In Science, the topper is A Vidyalakshmi of Vidyanikethan Science PU College, Hubballi, with 598.

Karnataka School Examination and Assessment Board chairperson N Manjushree said the second exam will be held between April 29 and May 16. Students can apply for revaluation, she specified.

The Karnataka 12th examination was conducted from March 1, 2024, to March 22, 2024, at various exam centres in the state. 

According to officials, around 7 lakh students have appeared for Karnataka Class 12 board examination this year.
