Mumbai jeweller becomes first person to be put on no fly list for hijack scare

Mumbai, May 20: Mumbai-based jeweller, who created a hijack scare onboard a Jet Airways flight in October last year, has become the first person to be put on the National No Fly List, eight months after it was unveiled.

Incidentally, he was also the first to be booked under the stringent Anti-Hijacking Act which had replaced the vintage law of 1982.

Birju Kishore Salla (37) was arrested in October last year by the crime branch following the emergency landing made by the Mumbai-Delhi Jet Airways plane at the Ahmedabad airport after the pilot was alerted about a note about hijackers and a bomb which was found in the planes washroom by a cabin crew.

"Mr Salla, the guy who had created the hijack scare in a Jet Airways flight last year, is the first person to be put on the no fly list," a senior DGCA official said confirming the development.

The then Union Civil Aviation Minister, Ashok Gajapathi Raju, had advised airlines to put him on the no-fly list, in addition to other statutory criminal action.

Under the revised civil aviation requirement (CAR), a passenger can be considered to be placed under three categories of unruly behaviour, with category three bearing the harshest punishment.

Salla has been placed under the third category.

It says that if a passenger's behaviour is considered life threatening like affecting the safety of the aircraft then he or she can be banned for up to two years or more.

Unruly behaviour is probed by an internal committee set up by every domestic airline under the chairmanship of a retired District and Sessions judge.

Its members are from different scheduled airlines and passenger associations, consumer associations and retired officials of the consumer dispute redressal forum.

Salla is a multi-millionaire jeweller having his office in the Zaveri Bazar area of Mumbai and a flat in a posh locality of the metropolis.

The note, placed by Salla, stated that there were hijackers and a bomb in the cargo area.

He had confessed to preparing the note, hoping the threat could make Jet Airways close operation in Delhi and his girlfriend, who works in the airlines Delhi office, comes back to Mumbai.

According to the crime branch, the note was a printed note in Urdu and English, asking that the plane be flown straight to POK (Pakistan Occupied Kashmir). It ended with the words, "Allah is Great". The reference to POK made investigators suspicious because Pakistan-based terrorists call the area Azad Kashmir.

According to the DGCA, it is the responsibility of Jet Airways now to inform other airlines about the grounding of this particular passenger under the CAR. The DGCA will continue to maintain database of such passengers.

Mangaluru, Mar 14: “Hindutva is my commitment and development is my priority,” said Indian army veteran and entrepreneur Captain Brijesh Chowta after the BJP high command announced a ticket to him from Dakshina Kannada Lok Sabha constituency.

Known as a BJP stronghold, Nalin Kumar Kateel has served as the MP of this constituency for the past 15 years.

Soon after the announcement was made, 42-year-old Chowta, who is also the BJP state secretary from Dakshina Kannada constituency, sought the blessings of his parents and went to Shree Sharavu Mahaganapathi Temple and visited the war memorial to offer tributes.

A BSc graduate from St Aloysius College, he completed his executive business Management program from the Indian Institute of Management, Indore.

He was commissioned into the 7th battalion of the 8 Gorkha Rifles and served in counter-insurgency operations in Assam and Manipur and was part of Elite Ghatak team. He also served as the adjutant to the battalion. He has been associated with the BJP since 2013. He is the president of Mangaluru Kambala and organiser of Mangaluru Lit Fest.

Kateel welcomes change 

Meanwhile, sitting Dakshina Kannada MP Nalin Kumar Kateel has welcomed the party’s decision to field Capt Brijesh Chowta as the BJP candidate for Dakshina Kannada Lok Sabha constituency.

He said the change aligns with the party’s strategy of fostering new talent to broaden its base and activities. He hoped that he will win by a margin of more than 3 lakh votes.

Soon after the list was announced on Wednesday, the three-time MP told reporters that he has brought projects worth about Rs 1 lakh crore during the last 10 years, under the Modi government.

He thanked the party for giving him a big responsibility of leading the party in the state. “I have worked honestly,” he said.

New Delhi, Mar 21: Election Commission (EC) on Thursday directed the Ministry of Electronics and Information Technology of Narendra Modi-led government to put an end to bulk WhatsApp messages labelled 'Viksit Bharat Sampark.' It has also sought a compliance report immediately from the ministry.

EC had received several complaints that such messages are still being delivered on citizens’ phones despite the announcement of Lok Sabha elections and the model code of conduct (MCC) entering into force.

In response, the govt informed the commission that although the letters were sent out before MCC came into force, some of them could have possibly been delivered to recipients with a delay because of systemic and network limitations.

In the past few days, several WhatsApp users have received messages from 'Viksit Bharat Sampark' seeking feedback and suggestions from the public. 

The message comes with a PDF that has a letter from Prime Minister Narendra Modi mentioning government schemes like Pradhan Mantri Awas Yojana, Ayushman Bharat, Matru Vandana Yojana, etc, and seeking suggestions from the citizens over government initiatives and schemes.

The letter which addresses users as 'my dear family members' had sparked political controversy. Congress has called the PDF file attached with the message a ‘political propaganda’.

New Delhi, Mar 18: The Election Commission on Monday afternoon issued orders for the removal of six Home Secretaries - including the top bureaucrats from Gujarat, Bihar, and Uttar Pradesh.

The poll panel also directed the transfer of West Bengal's Director-General of Police, the top cop of a state that has seen several instances of poll-related violence in recent years. The poll panel further said a shortlist of three potential replacements had to be prepared and submitted by 5 pm.

The re-shuffle, not an uncommon move by the Election Commission before major polls, also includes the transfer of the Jharkhand, Himachal Pradesh, and Uttarakhand Home Secretaries, as well as senior officials attached to the offices of the Mizoram and Himachal Pradesh Chief Ministers.

In addition, Iqbal Singh Chahal, who is Commissioner of the Brihanmumbai Municipal Corporation, and other officials in municipalities across Maharashtra, have been removed too.

All of this comes less than a month before the 2024 Lok Sabha poll; the ECI on Saturday said voting will begin on April 19 and run over seven phases till June 1.

This is, in fact, the first bureaucratic re-jig by the ECI since it announced polling dates.

The ECI's move comes after a meeting of Chief Election Commissioner Rajiv Kumar and his two associates, the newly-appointed Gyanesh Kumar and Sukhbir Singh Sandhu. This step comes as part of the poll panel's commitment to ensure a level playing field for all political parties in the forthcoming Lok Sabha and Assembly elections, as well as by-polls for 26 seats in 13 states.

Sources said the personnel removed were found to be holding dual charge in the offices of the respective chief ministers of each state, and this could compromise, or be seen to be compromising, required neutrality, particularly in relation to law-and-order before, during and after polling.

Bengal's ruling Trinamool has not yet reacted to the removal of DGP Rajiv Malik, who is seen by some to be close to Chief Minister Mamata Banerjee's party. In the past, the state government has questioned the last-minute re-shuffle of senior civil service and police officials so close to an election, arguing it actually hampers prep work since the new faces need time to adjust to the post.

Bengal has frequently witnessed violence during polling season; in June last year over a dozen people were killed across the state as voting for a panchayat election was underway.

The Trinamool accused the opposition of instigating violence and criticised central forces for their failure to protect voters, while the Congress claimed the state had let thugs loose on the people.

While announcing the dates on Saturday, the Chief Election Commissioner said the poll panel would take a very dim view of any violence during the election. Mr Kumar said the ECI is prepared to come down hard on any such incident. "We're putting political parties on notice," he declared.
