Ramalinga Reddy back in Congress fold; JD(S) cracks whip ahead of trust vote

Bengaluru, Jul 18: Senior Congress MLA Ramalinga Reddywithdrew his resignation late Wednesday evening, bringing brief respite to the beleaguered JD(S)-Congress coalition as it grappled with the fallout of the Supreme Court ruling on the party whip and anti-defection law.

Within hours of the apex court saying the rebel MLAs “ought not” to be compelled to be part of House proceedings, JD(S) issued a whip to its MLAs to be present in the assembly during the trust vote on Thursday.

With every single vote likely to make or mar the government’s prospects, JD(S) said the anti-defection law will be invoked to disqualify any MLA who is absent.

While Congress too insisted the top court had not barred parties from issuing whips, BJP insisted the rebels were free to attend or skip the proceedings. With political tensions rising, the session is likely to get off to a stormy start as chief minister HD Kumaraswamy moves the motion of confidence at 11am on Thursday.

Won’t attend trust vote: Rebel MLAs

Encouraged by the Supreme Court’s verdict in their favour, 15 rebel MLAs from Congress and JD(S), who are still in Mumbai, released a 30-second video on Wednesday saying they will not attend the trust vote on Thursday morning.

JD(S) may prolong the debate

Indications are that JD(S)- Congress will request the speaker to allow all members who want to speak on the motion to ensure the debate spills over to Friday. This will give the coalition partners time to work on the rebels. BJP plans to counter such a move by insisting the debate and voting conclude on the same day.

There was some cheer in the Congress camp as Reddy’s return propped up the party number to 68. Sources said the former minister had spoken to speaker KR Ramesh Kumar over phone and communicated to him his decision to withdraw the resignation. “I will continue in Congress and withdraw my resignation considering that several leaders visited my residence and prevailed upon me to do so,” Reddy said.

Despite, the JD(S) whip notwithstanding, the rebels released a video saying they were firm in their decision not to attend the assembly proceedings. Amid speculation that the JD(S) rebels would be disqualified if they stayed away, the speaker said the issue of party whips and disqualification would be dealt with by the apex court later.

Wednesday’s verdict, however, sent the parties into a tizzy. There was a beeline at Kumar’s office at Vidhana Soudha as Congress and JD(S) leaders arrived to seek his opinion. CM Kumaraswamy, his brother PWD minister HD Revanna, Congress legislature party leader Siddaramaiah, water resources minister DK Shivakumar, RDPR minister Krishna Byregowda and others urged the speaker to invoke the disqualification rule against the rebel legislators, barring Reddy, should they skip the House proceedings.

“We sought clarity on two grounds... whether the 15 rebels can remain outside the assembly without the permission of the House, and secondly, whether the order suppressed the political parties’ rights to invoke the whip on its MLAs, including the 15 rebels,” said Byregowda, emerging from the meeting. He said the speaker confirmed that the rebels must seek the permission of the House to remain outside. “On the second issue, the speaker has advised political parties to seek legal opinion on whether the whip can be applicable to the rebels as it is between the political party and its MLAs.”

“The SC has nowhere said political parties cannot issue a whip,” former Congress MP Ugrappa said, maintaining that it was the right of political parties to do so. “The order that no MLA is forced to attend the House proceedings is a direction to the speaker and not to political parties. So, rebel MLAs have to obey the whip.”

BJP, on the other hand, said the whip would not apply. “Whatever may be the stand of political parties, the SC has given 15 rebels the freedom to attend or not to attend the House,” BJP leader S Suresh Kumar said.

Bengaluru, Apr 12: The two men who allegedly plotted and executed the blast that rocked Rameshwaram Cafe in Bengaluru last month have been arrested from Kanthi in Bengal's East Midnapore district, the National Investigation Agency said Friday morning. 

Mussavir Hussain Shazeb and Abdul Matheen Taha were caught after a joint operation by central intelligence agencies and police from Bengal, Karnataka, Telangana, and Kerala, and are en route to Kolkata, the anti-terror agency said in a statement.

The available evidence indicates Shazeb planted the explosive device, placed inside a backpack, at the popular eatery. Taha was responsible for planning the attack and for their disappearance.

These are the second and third arrests in this case; last month Muzammil Shareef, who extended logistical support to the Shazeb and Taha, was taken into custody.

Residents of Karnataka's Shivamogga district, Shazeb and Taha were traced to Kanthi after officials conducted searches at 18 locations across Karnataka, Tamil Nadu, and even Uttar Pradesh.

The blast at Bengaluru's Rameshwaram Cafe on March 1 injured 10 people, customers and staff.

Fortunately there were no deaths; the bag containing the explosives was placed in a relatively less crowded area and against a large pillar that absorbed the brunt of the explosion.

After the blast, the NIA released photos and videos of the accused, as seen on CCTV cameras across Bengaluru. In one such clip, the accused - wearing a face mask - was seen boarding a bus.

The agency had declared a reward of ₹ 10 lakh for information leading to the arrest of each accused. The agency had also questioned their acquaintances, including college and school friends.

The Rameshwaram Cafe, which suffered extensive damage after the blast, reopened eight days later, with enhanced security measures including metal detectors.

BJP’s reaction

The Karnataka BJP on Friday attacked the Siddaramaiah government after the arrest of two men by the NIA in the Bengaluru cafe blast case, saying that the terrorists were 'brothers' of the Congress.

Taking to social media, Karnataka BJP stated, “National Investigation Agency (NIA) detains ‘Brothers’ of Congress in Rameshwaram Blast case. Ever since Jihadi Tipu Sultan’s admirers came to power in Karnataka, terrorists have got a free ride.”

“Chief Minister Siddaramaiah’s ‘Ease of Doing Terror’ Policies have prompted ISIS to now set up its shop in Karnataka. The only guarantee that CM Siddaramaiah has fulfilled is converting prosperous Karnataka into a terror hub,” the BJP stated.

Mangaluru/ Bengaluru, Apr 2: Karnataka’s coastal belt some of the neighbouring areas will celebrate Eid-ul-Fitr on April 10, while rest of the state will witness the festival on April 11 due confusion over moon sighting. 

Muslim religious heads in twin coastal districts of Dakshina Kannada and Udupi on the night of April 9 declared the end of Ramadan and beginning of Shawwal following reports of sighting of crescent moon. 

With this Eid will be celebrated on April 10 in the above region. Similarly, Muslims in Bhatkal and neighbouring state of Kerala too will celebrate the festival on April 10. 

However, Muslims in other parts of Karnataka will continue to fast on April 10 and celebrate the Eid on the following day due to non-sighting of moon in their region. 

The Karnataka Moon Sighting Committee chairman Moulana Maqsood Imran formally announced that the Eid-ul-Fitr in Bengaluru and areas of Karnataka will be celebrated on Thursday April 11.

BJP MLA Arabail Shivaram Hebbar’s son Vivek Hebbar on Thursday, 11 April, joined the Congress party along with his supporters at Banavasi in Uttara Kannada district.

After quitting the BJP, Vivek Hebbar joined the party in the presence of state Congress vice president and former MLC Ivan D’Souza and other local party leaders.

Speculations have been rife about his father Shivaram Hebbar, an MLA from the Yellapur Assembly segment, also planning to join the Congress, ever since he did not turn up for voting during the polls to four seats of the Rajya Sabha from Karnataka held on 27 February.

The senior Hebbar’s absence from voting, despite a party whip, had caused embarrassment to the BJP. He had, however, later attributed his absence to poor health.

The BJP had also issued notice to him, which he responded to.

Shivaram Hebbar had recently met Deputy Chief Minister and state Congress chief DK Shivakumar but claimed that the meeting was about water issues in his Assembly segment.

The senior BJP leader was earlier with the Congress. He was among 17 Congress-JD(S) legislators, who had quit from their parties, which ultimately led to the collapse of the then HD Kumaraswamy-led coalition government in July 2019.

Shivaram Hebbar had subsequently won the by-poll on a BJP ticket and served as a minister in the then government of the saffron party.
