Chinese president makes first official visit to Tibet amid border tensions with India

Beijing, July 23: Xi Jinping has made his first visit to Tibet as Chinese president, affirming Beijing’s control over a region where its military build-up and ethnic-assimilation polices have drawn international criticism.

Xi arrived in the regional capital Lhasa on Thursday, the official Xinhua News Agency said on social media.

Xi made a rare visit to Nyingchi, a strategically located Tibetan border town close to Arunachal Pradesh. Nyingchi is a prefecture-level city in Tibet.

Xi inspected the operation of the Sichuan-Tibet railway during his visit, state broadcaster China Central Television said.

Radio Free Asia published a video of Xi walking along a street lined with cheering people, and the Chinese leader waving from the open window of a minibus. Robert Barnett, a British academic who has written about Tibet, posted videos showing Xi speaking to Tibetans.

“All regions and people of all ethnicities in Tibet will march toward a happy life in future,” Xi says in a video Barnett posted. “I am full of confidence as you all are. Lastly, I will not delay your dancing. Let me say this: I wish everyone a happy life and good health.”

The People’s Republic of China earlier this year marked the 70th anniversary of its assertion of sovereignty over Tibet. That was was part of a broader effort by Mao Zedong’s communists to consolidate control over territory historically claimed by China before decades of colonialism, war and internal strife.

The region has been at the center of ongoing border tensions with India. Both sides have reorganized forces to the region after the deadliest fighting in decades last year.

China has faced criticism for its policies in Tibet, which has been subject to intense social, security and religious controls, much like its northern neighbor Xinjiang. In May, Wu Yingjie, the Communist Party chief of mostly Buddhist Tibet, lauded the progress Beijing has made developing the region, saying: “religion has been increasingly compatible with a socialist society.”

In September last year, prominent Xinjiang researcher Adrian Zenz released a report alleging that Beijing was instituting a mass labor system in Tibet similar to the one that has ensnared Muslim Uyghurs. Tibet Governor Qi Zhala said at the time that forced labor transfer “does not exist,” maintaining the local government was focused on providing job training.

Radio Free Asia reported that security measures limiting people’s movements in public were in place in Lhasa, and that work at factories and construction sites has been halted. A ban on flying drones and kites was also in place, it said.

Tenzin Lekshay, a spokesman for the Tibet government in exile in northern India, said in a tweet that Xi should “understand the true aspiration of Tibetan people and resume the dialogue to resolve the Sino-Tibetan conflict.”

Patna, Sept 16: People of Bihar are surprised over crores of rupees being credited in the bank accounts of two children.

The incident appeared in Katihar district where two class 6 students, Ashish Kumar and Gurucharan Biswas received Rs 6,20,11,100 and Rs 90,52,21,223 in their bank accounts on September 15 respectively.

Both the children are native of Pastia village in Bagahura Panchayat. They have bank accounts in Uttar Bihar Gramin Bank.

Udayan Mishra, the district magistrate of Katihar also confirmed that the children have received hefty amount.

"Big amounts were credited in the accounts of two children. The amount can be seen in the mini statements. The senior officials of the bank are being informed," Mishra said.

"As soon as we learnt about the money being credited in the accounts of two children, we have put the accounts on freeze and stopped withdrawal. When inquired with the parents of the children, they were also unable to reveal the source of the fund. Now, we are investigating the matter to find out who is the sender," said M.K. Madhukar, the LDM of Uttar Bihar Gramin Bank.

Earlier, a person named Ranjit Das of Bihar's Khagaria district also received Rs 5.5 lakh in his Uttar Bihar Gramin Bank account.

Das refused to return the money to the bank claiming that Prime Minister Narendra Modi had promised every citizen to give Rs 15 lakh in their bank accounts. He said he has received first instalment of it.

Das further said that he had withdrawn the money from the account and spent it. Now he has no money. After he showed inability to return the amount, bank officials lodged an FIR against Das and he was arrested by Khagaria police. Now, he is lodged in jail.

Mangaluru, Sept 13: Former minister and incumbent Mangalore MLA U T Khader alleged that food, immunity and safety kits being distributed to construction labourers through the labour department by the government were being misused.

"There is a need to conduct a thorough investigation into the alleged misuse of kits," he demanded while addressing media persons at Circuit house on Sunday. 

"The rice, which was part of the food kit, had worms. The other two kits were not much beneficial. According to the available information, the government had spent Rs 2,500 to Rs 3,000 per kit. Fund from Karnataka Building and Other Construction Workers' Welfare Board was misappropriated," he charged.

"The cost per immunity kit was Rs 700. An amount of Rs 600 was spent on each safety kit containing sanitiser, soap, masks and others," Khader said. In the Mangalore constituency, only 5,000 such kits were distributed. While in other constituencies, 10,000 to 15,000 such kits had been distributed. Crores of rupees have been misappropriated in the name of kits for labourers," he alleged.

Khader said that fishermen are not getting subsidies for diesel on time. "I will raise the issue of Udupi-Konaje health corridor, metro rail survey and other issues in the session."

Khader claimed that no houses for the poor had been sanctioned in Karnataka after the BJP government came to power. The MLA said that the government had directed to conduct the survey of the homeless before the election. 

"But, the poor are still waiting for a roof over their head. The issue of housing projects will also be raised in the session," he added.

The BJP on Friday alleged that "third party political and apolitical forces" including Islamist outfit Popular Front of India (PFI) could be behind instigating protesters to attack Assam Police personnel during an eviction drive in Darrang district.

Two persons were killed and 20 others injured in clashes between police and alleged encroachers during an eviction drive in Gorukhuti and other villages under Sipajhar revenue circle on Thursday.

"At Gorukhuti, we have observed a pattern similar to the PFI's way of functioning. The outfit aims to only create unrest," local BJP MP Dilip Saikia told reporters.

He said that other "political and apolitical organisations" could also be behind the incident and the facts will gradually be unravelled during investigation.

BJP state chief Bhabesh Kalita claimed that there was a "pre-planned move" to gather people from outside and attack the police.

"Doubtful citizens are being evicted and the BJP is fully behind the state government's drive," he added.
