Hamid Ansari’s Woes: Plight of Pluralism in India

India began as a plural democracy; respect for diversity was the core value. The provisions of safeguards for minorities were in built. These safeguards were formulated by the Constituent Assembly’s committee on Minorities headed by Sardar Patel. Seven decades down the lines where do we stand in matters of security and economic welfare of the religious minorities. Most of the inquiry commission reports related to communal violence, the scholarly works on communal violence by the likes of Paul Brass, Asghar Ali Engineer and recently from Yale University give a very painful picture of the communal violence, showing that the Muslims minorities in particular and lately Christian Minorities have suffered adversely. Sachar Committee Report (2006) showed the economic marginalization of Muslim minorities.

The events of last few decades and more so of last six years show the rising intimidation, marginalization and increasing fear among this community. The lynchings in the name of cow-beef and the harassment around love jihad have brought to fore the type of problems our country is facing on the scale of democratic freedoms. This was most clearly demonstrated when the large section of media with full support of the ruling dispensation coined the terms  like ‘Corona bomb’ and ‘Corona Jihad’ in the wake  of rise of Covid. To add salt to the wound, the present Government initiated NRC in Assam on the grounds that over 50 Lakh Bangladeshi’s have infiltrated into India particularly in Assam. When the final count came only 19 odd lakh people were found without proper citizenship papers out of which 12.5 Lakhs were Hindus!

Undeterred by this the ruling Government brought in Citizenship Amendment Act (CAA) in which the persecuted communities in neighboring countries are entitled for citizenship barring the Muslims. The trap was clear that those people who were without papers and were Hindus will get the citizenship through the back door while millions of Muslims without proper papers will be disenfranchised from citizenship to be shunted to detention centers.

It was in this background that our ex-Vice President Hamdi Ansari wrote his memoirs “By a Many Happy Accident: Recollections of a Life”. In discussions and interviews by different channels around the release of the book he voiced some of the concerns. He tried to emphasize that our citizenship is not based on religion. As most of the comments on his book and also on his life revolved around his being a Muslim, he underlined the fact that in his diplomatic and political life Muslim ness did not matter, what mattered was professional competence. As such this sums up his career which spanned over four decades and served the country in a very honorable way.

That apart the communal elements constantly targeted him for his being Muslim. In one of the republic day parade (2015), when army saluted as Jan Gan Man, national anthem was sung. A picture was circulated to create misconception that Ansari did not salute when the anthem was being sung. In this picture President is seen saluting along with him Prime Minster Narendra Modi and defense Minster are also saluting. Ansari stands still and picture highlights his not saluting. The criticism of his not saluting tricolor was propagated. At such an occasion only President, who is Commander-in-Chief of army salutes. No one is supposed to salute at that time. What Ansari did was as per the protocol, while those who saluted with President did not follow the guidelines laid down!

When Ansari retired in his farewell speech the Prime Minster took a dig. “. “A big part of your working life was in West Asia... in the same atmosphere and debate... after retirement, it was minority’s commission or AMU... that was your circumference,”

In the response to release of his book the communal forces again are uttering that India gave you so many top positions and your are disgruntled! You can very well leave the country and stay in the one where you feel at home. These types of comments show the mindset of the sectarian nationalists who see the citizens only in their religion’s identity. Ansari is not talking of his personal unhappiness. Being a thorough democrat and Indian nationalist, he is trying to draw our attention to declining ethos of our country. Since the identity issues, the emotive issues like Ram Temple, Cow-beef, Ghar Wapasi and Love jihad have taken the front stage our democratic foundations are being eroded to no end.

Similarly he points that with current Government the word secularism has gone into eclipse, it has disappeared from Governments dictionary. One can argue that even earlier the practice of secularism was on a weak wicket, e.g. the responses to Shah Bano Judgment did go contra to the values of secularism. Numerous reasons can be attributed to the weakness in practice of secularism. Still at most levels it had honorable place. What was missing was the astute sense of implementing it in the complex scenario where intense propaganda against protective clauses for minorities was projected as ‘minority appeasement’. Now there is not even an iota of consideration that as a secular state Prime Minster should not inaugurate a religious place of worship or issues like violence in the name Cow-Beef should not enjoy impunity. There is not even smallest consideration that in CAA how we can bar granting of citizenship to people of particular religion.

Ansari points out, “Overall, the very fact that Indian-ness of any citizen being questioned is a disturbing thought,’ and “enhanced apprehensions of insecurity amongst segments of our citizen body, particularly Dalits, Muslims and Christians” and the “illiberal form of nationalism that promotes intolerance”.

The critics of pluralism and diversity assert that what is prevailing is the genuine secularism as it has balanced the earlier tilt towards minorities. They also try to equate few other killings as lynching’s, to show that there no insecurity for dalits and minorities as such. Ansari’s observations need to be taken seriously and course correction of our democracy needs to be undertaken.

BJP MLA Arabail Shivaram Hebbar’s son Vivek Hebbar on Thursday, 11 April, joined the Congress party along with his supporters at Banavasi in Uttara Kannada district.

After quitting the BJP, Vivek Hebbar joined the party in the presence of state Congress vice president and former MLC Ivan D’Souza and other local party leaders.

Speculations have been rife about his father Shivaram Hebbar, an MLA from the Yellapur Assembly segment, also planning to join the Congress, ever since he did not turn up for voting during the polls to four seats of the Rajya Sabha from Karnataka held on 27 February.

The senior Hebbar’s absence from voting, despite a party whip, had caused embarrassment to the BJP. He had, however, later attributed his absence to poor health.

The BJP had also issued notice to him, which he responded to.

Shivaram Hebbar had recently met Deputy Chief Minister and state Congress chief DK Shivakumar but claimed that the meeting was about water issues in his Assembly segment.

The senior BJP leader was earlier with the Congress. He was among 17 Congress-JD(S) legislators, who had quit from their parties, which ultimately led to the collapse of the then HD Kumaraswamy-led coalition government in July 2019.

Shivaram Hebbar had subsequently won the by-poll on a BJP ticket and served as a minister in the then government of the saffron party.

Bengaluru: With six children of Karnataka Ministers in the Lok Sabha poll arena, the campaign scene is getting spiced up in the high-stakes elections for the ruling Congress in the state. Prabha Mallikarjun, wife of Minister S S Mallikarjun, is also in the poll fray.

The grand old party tried its best to make several ministers enter the Lok Sabha election fray but none of them agreed and, instead, they proposed the candidature of their family members.

'Now, deliver' is the stern message of the Congress leadership to the ministers, putting the onus on them to ensure the victory of their kin, according to party sources.

The Congress secured only one seat in Karnataka in the 2019 general elections, and has now set an ambitious target of winning in 15 to 20 constituencies in the coming polls.

Elections in 28 constituencies in the State will be held in two phases on April 26 and May 7.

Sons of Laxmi Hebbalkar, Eshwar Khandre and H C Mahadevappa— Mrinal Ravindra Hebbalkar, Sagar Khandre and Sunil Bose— have been fielded from Belagavi (Belgaum), Bidar and Chamarajanagar, respectively.

Daughters of Satish Jarkiholi, Shivanand Patil and Ramalinga Reddy— Priyanka Jarkiholi, Samyukta Patil and Sowmya Reddy— are in contention in Chikkodi, Bagalkot and Bangalore South respectively.

Prabha Mallikarjun, wife of Minister S S Mallikarjun and daughter-in-law of veteran party leader Shamanur Shivashankarappa, is the party's nominee from Davangere.

"In this 'do or die' situation, the ministers have found the Lok Sabha election a launch pad for their children and relatives. We have to see how these ministers succeed in their mission," a Congress insider said.

Barring Sowmya Reddy, who is a former MLA, none of them have any legislative experience in elections. Stakes are high for some other ministers as well.

The party has fielded Radhakrishna Doddamani, son-in-law of Congress President M Mallikarjun Kharge in the family's home turf of Kalaburagi (Gulbarga), a seat held by the BJP.

Kharge's son and Minister Priyank Kharge has taken charge of spearheading the campaign in this segment, where his father had lost in the 2019 general elections.

"Priyank has taken this election as a prestige issue given the fact that the Congress president hails from here and had represented this constituency in the past in the Lok Sabha," a Congress leader said.

Prime Minister Narendra Modi had last month launched the BJP's formal campaign in Kalaburagi in what was seen as an aggressive message to the Congress.

Karnataka Deputy Chief Minister and State Congress chief D K Shivakumar's brother D K Suresh is seeking reelection in Bangalore Rural, where the BJP and JD(S) have fielded noted cardiologist and son-in-law of former Prime Minister H D Deve Gowda.

The Congress which came to power in the state in May last year is seeking to ride on its five guarantee schemes of the government.

Sowmya Reddy, who is contesting from Bangalore South asked the women voters during a recent roadshow - "Do you travel in the buses? Which places have you visited in the recent past? Do you pay or travel for free?".

She was referring to 'Shakti' guarantee that offers free rides to Karnataka women in non-luxury government buses within the state. Reddy explained to the people about the four other guarantees— 'Gruha Lakshmi', 'Gruha Jyoti', 'Yuva Nidhi' and 'Anna Bhagya'.

"Who brought 'Achchhe Din'? Is it Congress or the BJP? Which 'Achchhe Din' you will vote for?" Reddy asked the women voters.

In Belagavi, Mrinal Ravindra Hebbalkar, is taking on BJP candidate and former Chief Minister Jagadish Shettar.

In campaign meetings, Minister Laxmi Hebbalkar reminded the crowd how Shettar had joined Congress when the BJP denied him a ticket in the 2023 Assembly election, only to return to the saffron party a few months later.

"Shettar is from Hubballi and we are from Belagavi. We know the problems prevailing here better than any 'outsider'. Today, BJP people are saying that they vote for Shettar keeping Prime Minister Narendra Modi in mind, but I want to know why he joined Congress and abused the BJP, Modi and former Chief Minister B S Yediyurappa," the minister asked.

The BJP swept the 2019 general elections in Karnataka winning 25 out of the 28 seats, while an independent backed by the party also won. The Congress and JD(S) which fought the elections together, secured one seat each.

Russian President Vladimir Putin says Iran’s “tactful and wise” response to Israeli aggression on its consulate in Syria was the best way to punish the aggressor.

Putin made the remarks in a phone conversation with President Ebrahim Raeisi on Tuesday.

“What the Islamic Republic of Iran did in response to what happened criminally and in the light of the inaction of the [UN] Security Council, was the best way to punish the aggressor and represented the tactfulness and rationality of Iran's politicians,” Putin said.

The Russian president said the Israeli regime’s “terrorist act” against the Iranian consulate in Damascus was against all international standards and rules.

He also strongly criticized the United States and certain Western countries for creating tension in the region. “We believe that the Islamic Republic of Iran is one of the main pillars of stability and security in the region.”

“We firmly declare that we will respond to any action against Iran's interests with greater force and broader and more painful than the previous [response],” President Raeisi said in the phone call.

The Iranian president also said Tehran's response to the Israeli regime was within the framework of international law, saying Israel’s terrorist act was a clear violation of international law and a serious threat to global peace.

“The destructive role of the US and some western countries and the inaction and inefficiency of international institutions, including the United Nations and the Security Council, in dealing with the aggressive action of the Zionist regime in attacking the Iranian consulate in Syria caused the Islamic Republic of Iran to exercise its right to self-defense.”

Raeisi further thanked Moscow for its “principled and constructive” stance against the Israeli aggression in Damascus.

He appreciated the diplomatic efforts of the Russian government to thwart the conspiracies of the United States and certain Western countries in the UN Security Council.

“To those countries that have adopted double standards in the face of the crimes of the Zionist regime and express concerns about escalating tensions in the region, we advise them to rather stop supporting the Zionists genocide and crimes against the oppressed Palestinian people to preserve peace and stability in the region,” Raeisi said.

Iran’s Islamic Revolution Guards Corps (IRGC) launched extensive missile and drone strikes against the occupied territories late on April 13 in response to Israel’s missile attack on the consular section of the Iranian embassy in Damascus.

Operation True Promise has inflicted damage on Israeli military bases across the occupied territories. The extent of damage is yet to be specified.

Brigadier General Mohammad Reza Zahedi, a commander of the IRGC Quds Force, his deputy, General Mohammad Hadi Haji Rahimi, and five of their accompanying officers were assassinated in the Israeli attack on Iran’s diplomatic mission.
