
Speaking to Coastaldigest.com, K Dayanand, Additional Deputy Commissioner, DK district, said that NRI voters can also register by applying online through Form 6A. The Form is available under the ‘Overseas Electors’ category on the website of the Chief Electoral Officer, Karnataka (ceokarnataka.kar.nic.in).
Under Section 20A of the Representation of the People Act, 1950, inserted vide Representation of the People (Amendment) Act, 2010, which has come into effect from February 10, 2011, every overseas elector, i.e. Indian citizen who is absenting from his place of ordinary residence in India owing to employment, education or otherwise, and has not acquired citizenship of any other country, and who is not included in the electoral roll, is entitled to have his/her name registered in the electoral roll of the constituency in which his/her place of residence in India as mentioned in his/her passport is located.
The claim application in Form 6A may be either submitted in person directly to the registration officer of the constituency concerned or sent to such registration officer by post along with the documents mentioned in Form 6A and the guidelines. When the claim application is sent by post, it should be accompanied by photocopies of the relevant pages of the passport duly attested by the competent official of the Indian mission in the country concerned. There is a provision to apply online as well in the website. NRI voters can apply online with scanned copies of the necessary documents which would be later downloaded by the local authorities here.
Revision of the voter list is being held between October 1 and October 31, which is also the duration for eligible voters to apply and register themselves. The final announcement of the list will be made on January 5, 2013. These dates apply to constituencies which are outside Mangalore City Corporation (MCC) limits. The duration for revision of voter list in constituencies coming within MCC limits (Mangalore North and Mangalore South) will be from October 16 to November 15. The draft voter list for the same will be released on October 16. The final list for these constituencies will be announced on January 16, 2013.
Those who are eligible for voting (above 18 years of age) and have not registered themselves in the voting list can apply by submitting documents verifying their age and residential proof along with passport size photograph.
The earlier system of taking photographs via computers and accumulation of finger prints is not being used this time. Although people may possess photographed voter ID cards, they must make sure that their names are figuring in the draft voters list. In case they are not there, they will have to submit a fresh application.
