72.2% of beggars in India are Hindus; 24.9% Muslims; 0.88% Christians

Nearly 25 percent of the 3.7 lakh Indians categorised as "beggars" in the 2011 Census are Muslims, according to data released last month. While most of beggars in India are Hindus—about 72.2 percent—Hindus are also the majority religious group in India, accounting for almost four-fifths of the country's population.

The number of Muslim beggars is significant as compared to their overall population in India, which stands at 17.22 crore as per the last Census.

A majority of the Muslim beggars are women, which is contrary to the national trend, where there are fewer women beggars compared to men.

Earlier, reports have indicated that Muslims have the lowest living standard in India, and spend less than Rs 33 every day.

Activists claim that the data — released last month — on the religious orientation of those deemed non workers' in Census 2011, highlights, once again, the limited or unequal access that certain communities or groups of citizens have to government schemes and services, which pushes them to destitution.

Non workers' are defined in the Census as individuals who do not participate in any economic activity — paid or unpaid — household duties, or cultivation.

As per Census data, of the total 72.89 crore non workers, 3.7 lakh are beggars. This number fell 41% since the last Census of 2001, which recorded the number of beggars at 6.3 lakh.

Muslims make up an unusually high percentage of individuals who have been categorised as beggars. A total of 92,760 Muslims are categorised thus — a quarter of the country's total beggar population of 3.7 lakh.

Hindus are 79.8% of India's population, but with 2.68 lakh individuals, make up 72.22% of its beggar population. Christians, who are 2.3% of the population, make up 0.88% of the beggar population (3,303 individuals). Buddhists (0.52%), Sikhs (0.45%), Jains (0.06%) and others (0.30%) follow.

Interestingly, more Muslim women seem to be begging as compared to Muslim men, a trend that is opposite to that of all communities except those categorised as Others'. The national average is 53.13% male beggars to 46.87% female beggars; for Muslims, the ratio is 43.61% male beggars and 56.38% female.

Begging is illegal

Beggary is illegal in India, and is punishable by imprisonment of 3-10 years. The Bombay Prevention of Begging Act, 1959 has been followed by almost all states in the country. Activists say the Act provides no clear categorisation of beggars, and even homeless and landless labourers who have migrated to different cities are categorised as beggars. Like many of India's laws, the anti-beggary legislation is based on an archaic British law against vagrants.

Under the Bombay Prevention of Begging Act, 1959, anyone having no visible means of subsistence and found wandering about in a public space is deemed as a beggar. All those who solicit alms in a public place under any pretence including singing, dancing, fortune-telling or street performing are also deemed as beggars.

The Act gives discretionary powers to the police to pick up anyone on suspicion that he is a beggar or a destitute with no means of fending for himself.

Activists say the law, rather than rehabilitating destitutes, criminalises the poor and those suffering from mental illnesses. Some states like Bihar have undertaken a programme for the rehabilitation of beggars. But other states like Maharashtra and West Bengal can put away an individual found on the street to prison.

The JD(S) on Tuesday, April 30, announced that former Indian Prime Minister HD Deve Gowda's grandson Prajwal Revanna has been suspended from the party temporarily until allegations against him over sexual abuse are probed.

Revanna and his father HD Revanna, also a JD(S) MLA, were booked on Sunday by the police for sexual harassment and criminal intimidation based on a complaint from a woman, who worked in their household.

"We welcome SIT against Prajwal Revanna. We've taken a decision to recommend our party's national president to suspend him from the party till the SIT investigation is completed, " JD(S) core committee president GT Devegowda said.

Revanna currently is not in India. Opposition members raised concerns over how he was allowed to leave the country.

"A decision was already made. Tomorrow it is to be recommended at the core committee meeting in Hubballi. Because he (Prajwal) is a Member of Parliament, it has to be done from Delhi. So I had requested Deve Gowda (JD(S) National President and former PM). Neither he (Gowda) nor I were aware of this issue," party chief H D Kumaraswamy has said yesterday. "Some issues have come out, based on that it has been decided yesterday itself to suspend (him). But many were in a hurry."

Prajwal, 33, represents the BJP-JD(S) alliance in the Lok Sabha election in Hassan, which happened on Friday.

Kumaraswamy alleged that Congress was manipulating facts to destroy the image of his family amid the controversy over the 'obscene' video case against his nephew Prajwal.

"We are not going to protect him, we will take severe action but the government's responsibility is more," Kumaraswamy said.

"This is the manipulation of Congress to destroy the image of our family. What is the role of Dewegowda Ji or me? We are not responsible for all those things. This is the individual issue of Prajwal Revanna. I am not in contact with him (Prajwal). It is the responsibility of the government to bring him before the law. Morally we have decided to make some decisions," Kumaraswamy told reporters on Tuesday.

The state government under CM Siddaramaiah has formed a Special Investigation Team to look into the matter. In recent days, certain explicit video clips purportedly featuring Prajwal have circulated in Hassan.

In response, Revanna stated his willingness to cooperate with any investigation regarding the allegations of sexual abuse against his son and himself. He affirmed their readiness to accept any legal consequences if the accusations are substantiated.

Prajwal's father HD Revanna said that his son would appear for an SIT probe whenever he is asked to.

A case of sexual harassment and stalking was registered on Sunday against HD Revanna and Prajwal Revanna at Holenarasipur police station based on a complaint by their cook.

The complainant said she is a relative of Revanna's wife Bhavani.

She claimed that four months into her employment, Revanna began sexually harassing her, while his son Prajwal engaged in video calls with her daughter, engaging in "vulgar conversations."

She also alleged that there is a threat to her life as well as other members of her family.

Bagalkot, Apr 29: Prime Minister Narendra Modi on Monday accused the Congress of planning religion-based reservation in the country for the sake of vote bank politics but asserted that he will not let it happen.

He said this Congress proposal is to appease minorities as the SC/ST and OBC community is now with the BJP.

"In Karnataka, Congress has started a campaign to change the Constitution and to snatch away the rights of SC/ST and OBCs. Our Constitution does not accept religion-based reservation. But the Karnataka government has given part of OBC reservation to Muslims," Modi said.

Addressing a mega election rally in this district headquarters town, he said, "They (Congress) will not settle with this. They had earlier too in their manifesto said about coming out with a law to provide religion-based reservation. There is a similar signal in their manifesto this time."

"I want to make my Dalit, SC/ST and OBC brothers and sisters aware about Congress' intentions. These people on the basis of religion, to keep their vote bank safe, are planning to loot your right which was given by Babasaheb Ambedkar and the Constitution," he added.

Veteran BJP leader B S Yediyurappa, BJP candidates and MPs from Bagalkot (Bagalkot) and Vijayapura (Bijapur) - P C Gaddigoudar and Ramesh Jigajinagi, respectively - were among those present at the rally.

Noting that most of SC, ST and OBC MPs in the Parliament are from BJP, Modi said, "So they feel that as SC, ST and OBC are with BJP. To gain the trust of minorities, they want to loot from SC, ST and OBC and give it to minorities. Will you let this happen?"

"I want to guarantee today to my Dalit, Adivasi and OBC brothers and sisters. I will not let such intentions of Congress be successful. To protect your rights, your reservation, Modi will go to any extent. I'm assuring you this," he added.

Bengaluru, May 6: Arrested JD-S MLA H.D. Revanna, the son of former PM H.D. Deve Gowda, on Sunday said that there is no evidence against him in the sex video scandal kidnapping case and that it was a "conspiracy" against him.

Talking to the media, while being taken for a medical test before being produced in front of a court here, Revanna stated that a kidnapping case had been lodged against him though he does not have 'one black mark' against him in his entire career of 40 years.

"Without evidence, I have been targeted... All allegations against me are false. My arrest has been made out of ill intention," he claimed.

"The case was lodged on April 28, then, they did not have any evidence. Later, the fake evidence was created on May 2 and I was fixed," he alleged.

Home Minister Dr G. Parameshwara stated on Sunday that a Blue Corner notice has already been issued against Revanna's son and MP Prajwal Revanna, the prime accused in the sex video scandal, as he is believed to be abroad.

"The Interpol will communicate to all nations and he will be located. Once he is located, the SIT will take a call on how he should be secured and brought back to India," he added.

Revanna was arrested on Saturday on charges of kidnapping one of the victims of the sex video scandal.

Parameshwara further maintained that the arrest of Revanna has saddened JD-S leaders and if action was not taken, the SIT would be blamed too.

Meanwhile, Congress President Mallikarjun Kharge refused to comment on the alleged sex video scandal involving Prajwal Revanna.

About Revanna's arrest, he said that the SIT would initiate action as per the law. "Those indulging in such acts must be taught a lesson and justice should be given to the families of victims. No one can escape the law. No one should use this case politically," he stated.
