Denotification: MLA Krishnappa should not hold post, says Lokayukta

December 10, 2014

MLA Krishnappa
Bengaluru, Dec 10: Lokayukta Justice Y Bhaskar Rao has declared that the Bharatiya Janata Party (BJP) legislator from the Bangalore South constituency, M Krishnappa, should not continue to hold his post as the œLokayukta is satisfied that allegations against him are substantiated .

Krishnappa, a second-time MLA, was accused of illegal denotification of 36 guntas of land in Survey No 103/1 and 39 guntas in Survey No 103/2 of Uttarahalli village (notification number UDD:294:MNX:2001, dated August 14, 2007).

Following the denotification, Krishnappa entered into a joint development agreement with a firm, Rainbow Properties, owned by his daughter Reshma Supreeth and son-in-law Supreeth Suresh in October 2009. They constructed a multi-storeyed residential building. The Lokayukta also found truth in the complaint that Krishnappa œmisused his official position as an MLA for personal gain.

Journalist Nagalakshmi Bai had complained against Krishnappa in this regard before the Lokayukta. Documents given by her to Deccan Herald show the Lokayukta indicted the MLA in the illegal denotification of land and sent a letter to the governor on August 7.

Also, on October 7, the Lokayukta sent another report: œIn the instant case, the Lokayukta is satisfied that allegations against the respondent are substantiated and hence, declares that the respondent should not continue to hold the post.

According to the Karnataka Lokayukta Act, Section 13, œWhen Lokayukta or Upa Lokayukta is satisfied that the complaint involving an allegation against a public servant is substantiated, the public servant concerned should not continue to hold his post. They shall make a declaration to that effect in the report under sub-section (3) of Section 12.

The Lokayukta mentioned that since Krishnappa is an MLA, the competent authority to take action against him is the Governor as per Section 2 (4) (a) of the Act. The competent authority can either accept or reject the declaration of the Lokayukta after giving an opportunity to the public servant to be heard.

When contacted, Krishnappa claimed that the Lokayukta has dropped charges against him and given him a clean chit. He added that even the High Court has set aside the charges against him. He said since he was in Belagavi attending the Assembly session, he may be able to furnish documents only after returning to Bengaluru.

Mangaluru, Dec 2: Mangaluru International Airport responded to a medical emergency late on Monday night. Air India Express flight IX 522, travelling from Riyadh to Thiruvananthapuram, was diverted to Mangaluru Airport after a passenger in his late 30s experienced a medical emergency on board.

The Airport’s Operations Control Centre received an alert regarding the passenger’s health condition. The airport activated its emergency response protocol, mobilising the airport medical team and coordinating with stakeholders including CISF, immigration, and customs.

Upon landing, airport medical personnel attended to the passenger, assessed his condition, and arranged to shift him to a local tertiary-care hospital for further treatment. The passenger’s relatives accompanied the passenger, who incidentally received necessary medical care on board, which helped stabilise the situation.

Following the handling of the emergency, the flight departed for Thiruvananthapuram at 2:05 am on Tuesday.

"We appreciate the cooperation of all parties involved, and this incident reaffirms our ongoing commitment to prioritising passenger safety and readiness to respond to unforeseen emergencies with professionalism and care," the Airport spokesperson said.

Udupi, Dec 1: A horrific case of alleged rape has unfolded in Udupi, where a worker from a Hindutva organisation, previously arrested and released on bail for harassing a young woman, is now accused of waylaying and sexually assaulting her.

The arrested individual has been identified as Pradeep Poojary (26), a member of the Hindu Jagarana Vedike's Nairkode unit in Perdur.

Poojary had allegedly been relentlessly harassing the young woman, pressuring her to marry him. When she bravely stood up to him and refused his demands, she filed a formal complaint at the Hiriyadka police station. He was subsequently arrested in that initial harassment case but was later granted bail.

According to police reports, driven by the same malicious grudge, Poojary allegedly intercepted the woman again on November 29. While she was walking through a deserted area, the accused is claimed to have threatened her by grabbing her neck. When she again refused to marry him, he allegedly proceeded to rape her.

The survivor immediately informed her family about the traumatic assault. Following this, her parents lodged a complaint at the Udupi women’s police station.

Police arrested Poojary again and produced him before the court. He has since been remanded to judicial custody.
