Mangalore, Jun 11: State president of People 's Union of Civil Liberties (PUCL) P B D 'Sa has written a letter to the Chief Minister of Karnataka raising an objection to the appointment of senior IPS officer Kempaiah as the Security Advisor to the Government of Karnataka, in view of his alleged unethical practices and urging him to reconsider the appointment.

Mr D 'Sa has further written about Kempaiah 's inappropriate behaviour with lady police officers during a Lokayukta raid on his house in Bangalore in the year 1993.
He has alleged that Kempaiah had obtained the job in the police department by producing a forged caste certificate, and also alleged that he had illegally procured a lot of timber from a Muslim timber merchant by blackmailing him.
He had urged the CM in his letter to reconsider and cancel the appointment in favour of a more ethical person for the post. “Kempaiah is professionally unfit to be appointed as an advisor,” he wrote.
