Disturbing developments in Lakshadweep: 93 top ex-bureaucrats write to PM

Thiruvananthapuram, June 6: As many as 93 retired top civil servants from across the country have signed a letter to Prime Minister Narendra Modi against a series of controversial decisions by Lakshadweep's administrator Praful Patel.

The letter from the Constitutional Conduct Group states that they are not affiliated to any political party but believe in neutrality and commitment to the Indian Constitution.

"We write to you today to register our deep concern over disturbing developments taking place in the pristine Union Territory (UT) of Lakshadweep in the name of 'development'."

Taking strong objections to a series of controversial drafts, the signatories have stated, "It is clear that each of these draft regulations is part of a larger agenda that is against the ethos and interests of the islands and islanders," the letter reads, stating that these decisions have been taken without consulting the people of Lakshadweep.

"Each of these measures smacks not of development but of alien and arbitrary policy making, in violation of established practices that respect the environment and society of Lakshadweep. Taken together, the actions and far-reaching proposals of the Administrator, without due consultation with the islanders, constitute an onslaught on the very fabric of Lakshadweep society, economy and landscape as if the islands were just a piece of real estate for tourists and tourism investors from the outside world", the letter further states.

The 93 signatories have sought for the controversial decisions to be withdrawn and a "full-time, people-sensitive, responsive Administrator be appointed, even as some of the draft orders are pending approval before Union Home Ministry.

These objections come days after several people, including those who belong to Lakshadweep took to social media with several online campaigns like #SaveLakshadweep. Elected representatives from Kerala - from the Congress as well as the Left - have been protesting the "unilateral" drafts of the administrator, after Lakshadweep MP Mohammed Faizal raised concerns.

Delegations of parliamentarians from both the parties have been denied permit to enter Lakshadweep. In a sign of Kerala's anger against these developments, a unanimous resolution was passed in the state assembly against the 'reforms'.

On the controversial Lakshadweep Development Authority Regulation (LDAR), the signatories allege, "Claiming that there has been no development in Lakshadweep for the past seventy years, the LDAR reflects a model of land and tourism development which includes resorts, hotels and beachfronts on the 'Maldives model' unmindful of the differences between the two island groups in size, population, number of islands and their spread." They said this constitutes a serious threat to the fragile ecosystem of Lakshadweep.

The group of former civil servants that includes retired IAS, IFS, and IPS officers as well as a former Lakshadweep administrator, claims that another draft, widely known as the Goonda Act, has generated fear that the real purpose of the regulation is to "smother dissent or protests against policies, actions of the Administrator or on any other issue", especially in a territory where, according to the National Crime Records Bureau, crime rates are very low compared to the rest of India.

"Other regulations proposed by the Administrator target food and dietary habits and religious injunctions of the local islanders, 96.5% of whom are Muslims. The Lakshadweep Animal Preservation Regulation will, if passed into law, effectively ban the killing of bovine animals and prohibit the consumption, storage, transport or sale of cattle meat in an island environment where there are inherent limits to livestock development. No such prohibitions apply to several states in the North-East and even the state of Kerala next door," the retired bureaucrats write, while raising objections to several other decisions.

Lakshadweep Collector K Asker Ali had held a press conference in the last week of May, backing administrator Praful Patel's draft orders as "much needed reforms for the development of Lakshadweep", hitting out at the online protests as "misleading propaganda".

Bengaluru: Former Prime Minister H D Deve Gowda on Wednesday slammed Rahul Gandhi’s "wealth redistribution promise", stating that only someone with no practical knowledge can speak like that.

 “He is dreaming of a revolution. By talking about wealth redistribution, Rahul Gandhi has insulted and humiliated two Congress Prime Ministers who brought market reforms and increased the wealth of the nation,” he added, recalling the contribution of P V Narasimha Rao and Manmohan Singh in economic liberalisation.

Accusing Gandhi of indirectly trying to say that what the two Congress Prime Ministers did was wrong, Gowda said, "He (Rahul Gandhi) has torn up their economic reforms like he had torn up an ordinance (which sought to overturn the rule that disqualifies convicted MPs and MLAs) issued by (the then) Manmohan Singh (government)."

The 90-year-old JD(S) supremo ridiculed the Congress manifesto claiming that only a party that is sure of never coming to power can make as many promises.

“The Congress has promised so many things in its manifesto. The only party that is very sure of never coming to power will promise so much,” Gowda said at a press conference here.

He said the Congress wants to turn this country 'upside down' and the promises made by it indicated that it wants to come to power 'at any cost'.

“Rahul Gandhi wants to do a wealth survey and distribute the wealth. Does he think he is a mass leader,” Deve Gowda said.

Picking up points from the Congress manifesto ‘Nyay Patra’, Gowda said Rahul Gandhi wants to 'give 30 lakh new central government jobs and run this country'.

“There are only 40 lakh sanctioned jobs. How can he create 30 lakh more jobs overnight? How much will he pay these people? Where will he employ them,” he asked.

“Only someone with no practical knowledge can speak like this. (P) Chidambaram was the manifesto committee chairman. Does he agree with Rahul Gandhi’s immature economic ideas,” Gowda said.

Iran has urged Muslim countries to cut all relations with the Israeli regime as means of pressuring Tel Aviv to end its ongoing genocidal war on the Gaza Strip.

Foreign Minister Hossein Amir-Abdollahian made the remarks on Saturday, addressing the 15th Heads of State and Government Summit of the Organization of Islamic Cooperation (OIC) in Gambia’s capital Banjul.

“Beyond doubt, this time period will also pass by, despite all its hardships and adversities for the Palestinian nation,” he said.

“However, the manner and quality of the role that is played by us, Muslim states, in the face of this crisis will go down in history,” the top diplomat added.

“Undoubtedly, severance of diplomatic and economic ties and [imposition of] practical arms and trade embargo [on Israel] serves as an important means of cessation of its genocide in Gaza and atrocities in the West Bank and the Noble al-Quds.”

At least 34,654 people have died in Gaza since October 7, when the Israeli regime began the war in response to al-Aqsa Storm, a retaliatory operation by the coastal sliver’s resistance groups.

Despite the unabated campaign of bloodshed and destruction, the regime has so far fallen short of realizing its goals, including defeating Gaza’s resistance, causing forced displacement of the territory’s entire population to neighboring Egypt, and enabling the release of those who were taken captive during al-Aqsa Storm.

Amir-Abdollahian said Gaza’s developments proved that elimination of the Palestinian resistance “was nothing but an illusion.”

“Because the Israeli regime is not a legitimate government. It is only an occupying apartheid power,” he said, adding, “Passage of time is not going to lend legitimacy to an occupying power.”

The foreign minister asserted that realization of sustainable peace and security in the region was only possible through cessation of the regime’s occupation of Palestine, Syria, and Lebanon, return of the Palestinian refugees to their homeland, and manifestation of Palestinians’ right to self-determination.

Bagalkot, Apr 29: Prime Minister Narendra Modi on Monday accused the Congress of planning religion-based reservation in the country for the sake of vote bank politics but asserted that he will not let it happen.

He said this Congress proposal is to appease minorities as the SC/ST and OBC community is now with the BJP.

"In Karnataka, Congress has started a campaign to change the Constitution and to snatch away the rights of SC/ST and OBCs. Our Constitution does not accept religion-based reservation. But the Karnataka government has given part of OBC reservation to Muslims," Modi said.

Addressing a mega election rally in this district headquarters town, he said, "They (Congress) will not settle with this. They had earlier too in their manifesto said about coming out with a law to provide religion-based reservation. There is a similar signal in their manifesto this time."

"I want to make my Dalit, SC/ST and OBC brothers and sisters aware about Congress' intentions. These people on the basis of religion, to keep their vote bank safe, are planning to loot your right which was given by Babasaheb Ambedkar and the Constitution," he added.

Veteran BJP leader B S Yediyurappa, BJP candidates and MPs from Bagalkot (Bagalkot) and Vijayapura (Bijapur) - P C Gaddigoudar and Ramesh Jigajinagi, respectively - were among those present at the rally.

Noting that most of SC, ST and OBC MPs in the Parliament are from BJP, Modi said, "So they feel that as SC, ST and OBC are with BJP. To gain the trust of minorities, they want to loot from SC, ST and OBC and give it to minorities. Will you let this happen?"

"I want to guarantee today to my Dalit, Adivasi and OBC brothers and sisters. I will not let such intentions of Congress be successful. To protect your rights, your reservation, Modi will go to any extent. I'm assuring you this," he added.
