
Bangalore, Mar 15: In a first, the state police have booked 50 goondas including those involved in repeated crimes against women, communal violence and land-grabbers under the Goonda Act across the state.
Announcing this at a press meet here on Friday, ADGP (law and order) M N Reddi said that crimes against women and moral policing in coastal Karnataka led to police launching a drive against anti-social elements, starting last August.
“In the police manual, a rowdy is defined as one who uses violence or threats of violence or intimidation against law-abiding citizens. Rowdies are those who collect hafta, run gambling, matka dens, indulge in eve-teasing and crimes against women. Police are empowered to take stringent action against rowdies and goondas under Criminal Procedure Code. However, if notorious rowdies indulge in repeat offences, police propose preventive detention under the Goonda Act in which the rowdy will be behind bars for a year,” he said.
Reddi said that a proposal for preventive arrest against a rowdy is sent to the district magistrate. When the magistrate is satisfied with the report, a detention order is issued. Reddi said that rowdies indulging in land-grabbing have also been identified. “In Bangalore Rural alone, we have identified nine rowdies for land-grabbing activities. They have been detained under the Goonda Act. The detention order has to be upheld by the government and, if challenged by the rowdy, the Advisory Board of three sitting High Court judges will have to ratify it,” he said.
“It is a known fact that the number of instances of so-called moral policing are on the rise in the coastal region. Mangalore city police are proposing preventive detention of such anti-social elements,” Reddi added.
The police across the state have included 462 anti-social elements in the rowdy-sheet for repeat crimes against women. Reddi said that after the drive started, the number of rowdy-sheeters has increased from 17,935 in 2013 to 26,838 in 2014.
