Bengaluru, June 10: As the stage is set for the launch of first of the five poll guarantees, ‘Shakti’, offering free travel in government buses for women in Karnataka, Chief Minister Siddaramaiah on Saturday clarified that they can travel up to 20 km inside the states that share border with Karnataka free of cost and not beyond that.

The Chief Minister said he along with Deputy Chief Minister D K Shivakumar and Transport Minister Ramalinga Reddy will launch the scheme from Vidhana Soudha on Sunday.

"We are launching one of the five guarantees at Vidhana Soudha at 11 AM. All women will be entitled to travel within the state free of cost in all the (state-owned) buses other than AC and Volvo including express bus services," Siddaramaiah told reporters.

If women want to travel in inter-state bus then the service is not free, the Chief Minister said adding, if a woman wishes to go to Tirupati, she cannot travel free of cost. She can go up to Mulbagal (Kolar district bordering Andhra Pradesh) and after that it’s not available, he explained.

However those travelling up to 20 km inside the neighbouring states will not be charged.

"For example, from Ballari to 20 km inside Andhra Pradesh, they (women) can go free of cost," Siddaramaiah said.

Explaining about the launch of four other guarantees, the Chief Minister said 'Gruha Jyoti' offering 200 free units of electricity to domestic consumers will be launched from Kalaburagi from July 1.

The same day, 'Anna Bhagya' scheme offering 10 kg free rice or food grain to the BPL families will be launched from Mysuru.

Regarding ‘Gruha Lakshmi’ scheme (Providing monthly financial assistance of Rs.2,000 to the head woman of a house), the Chief Minister said it will be launched on August 16 from the district headquarter town of Belagavi.

"We will call for applications for Gruha Lakshmi scheme from July 15, which will be processed till August 15. After that, we will launch it from August 16, most likely in Belagavi,” he said.

About 'Yuva Nidhi' scheme offering unemployment allowance of ₹3,000 to the graduates and ₹1,500 to the diploma holders, Siddaramaiah said those graduates and diploma holders who passed the exams in 2022-23 will get the allowance for 24 months if they do not get job within six months of passing their exam.

"We will give them allowance for 24 months. They have to find a job within the time. If they get a job either in government or private sector, then the allowance will be stopped," the Chief Minister clarified.

When asked how the government will ascertain that the beneficiary has got the job, he said, "Do you think government will not know? We will gather all the information. We will take action against those making false declaration."

To a question on the financial health of the state to implement these schemes, Siddaramaiah counter posed the reporter, "Why do you bother about government’s headache? We will definitely do it."

About the BJP’s allegation that the state’s treasury will be empty to fulfill these guarantees, the Chief Minister charged that the BJP did not do anything when in power and now it was simply issuing statements.

"Did they (BJP) do anything? I am the Finance Minister. Who are they (BJP) to say?" he said.

Regarding people complaining that they were getting hefty electricity bills, Siddaramaiah clarified that the Karnataka Electricity Regulatory Commission revises the electricity tariff in March or April every year and implements it in June.

This year too it was hiked even before the Congress came to power. Due to model code of conduct for the 2023 assembly elections, which came into effect from March 29, the revision of power tariff was put on hold. Now it will be implemented from June.

Replying to a query on 'Gruha Jyoti' scheme, Siddaramaiah said it was not mandatory to avail free electricity as some people may opt for it and others give it up.

"If you say that you don’t want it then why should I insist for it?" he explained.

According to Siddaramaiah, the electricity is free up to 200 units but everyone does not use 200 units of power because average domestic electricity consumption in the state is 53 units only.

"Some may spend 65 units, 70 units or 80 units. Whatever average power you consume, we will give 10 per cent extra unit. People are saying 200 units free power is being given. But your consumption is 80 units. Why will you take 200 units? If we give 200 units free, then people will misuse it. So, it should not happen," the Chief Minister pointed out.

Bengaluru: JD(S) leader H D Kumaraswamy on Sunday said he would like to wait for the facts to come out of the investigation into an alleged sex scandal involving his nephew and Hassan MP Prajwal Revanna, but asserted that there is no question of forgiving anyone who has committed a crime as per law.

The former chief minister said he has nothing to do with Prajwal Revanna reportedly leaving the country, and it is the responsibility of the Special Investigation Team (SIT) to get him back if required.

The 33-year-old Prajwal Revanna is the son of former prime minister and JD(S) patriarch H D Deve Gowda's elder son H D Revanna, who is an MLA and former minister.

Some explicit video clips allegedly involving Prajwal Revanna had started making the rounds in Hassan in recent days.

Prajwal Revanna is the BJP-JD(S) alliance's candidate from Hassan, which went to polls on Friday.

Kumaraswamy said, "I have noticed that the chief minister has ordered an SIT probe. Whether it is me or Deve Gowda (his father), we have always conducted ourselves respectfully towards women and have responded positively when anyone came with any sufferings. We have tried to address them."

Speaking to reporters here, he said, "The Hassan related issue that started during elections, let the facts come out through a probe. Whoever it is, who has committed the mistake as per the law of the land...there is no question of forgiving anyone who has committed the mistake. So let the facts come out from the probe, after that I will react."

To a question on Prajwal Revanna going to a foreign country, Kumaraswamy said, "It is not related to me. SIT probe has been ordered, officials have been put to work. If he has gone to a foreign country, getting him back is their responsibility. What should I say, if I'm asked. They (SIT) will get him, don't worry."

Chief Minister Siddaramaiah announced the decision to constitute a SIT to probe the alleged sex scandal involving the MP.

Meanwhile, the police have information that Prajwal has left the country, according to a statement issued by the Chief Minister’s office.

"Prajwal Revanna’s explicit video clips are being circulated in Hassan and it appears prime facie that women were sexually assaulted,' the statement said, adding that the government decided to form an SIT based on a petition by the chief of the Karnataka State Commission for Women.

The Commission's chairperson Dr Nagalakshmi Chaudhary on Thursday wrote to Siddaramaiah and state police chief Alok Mohan, seeking a probe into the videos that are in circulation in Hassan.

Prajwal has through his election agent lodged a complaint with the authorities that the videos are "doctored" and being circulated to tarnish his image ahead of elections.

Mangaluru: Former MLC Ivan D’Souza on Monday led a delegation to the Passport Seva Kendra in Mangaluru, urging the authorities to provide basic facilities for applicants. D’Souza addressed the media, highlighting the lack of essential amenities at the Mangaluru PSK. “I have requested the authorities to provide basic facilities for people visiting the PSK.

There are no chairs for the convenience of people who arrive at the PSK. They are forced to sit or stand by the side of the road or on footpaths. Additionally, there is no parking facility, no washrooms, and water has not been provided for the public,” the Congress leader stated.

An average of 500 to 600 people from various parts of the state visit the PSK. They have to wait in the scorching heat of the sun, D’Souza mentioned, urging the govt to address these issues promptly. “Officials have agreed to find solutions to the problems faced by the people. Meanwhile, we have also demanded that the PSK be relocated to a more convenient space. We have suggested that the PSK could be moved to the old DC’s office, where there is sufficient space. If our demands are not met, we will hold a protest,” D’Souza explained.

Ashraf Kinara, vice-president of the Dakshina Kannada Waqf Advisory Committee, echoed the sentiment, stating that the authorities should either provide all basic facilities for passport applicants at the PSK or relocate the centre to a better location.

The JD(S) on Tuesday, April 30, announced that former Indian Prime Minister HD Deve Gowda's grandson Prajwal Revanna has been suspended from the party temporarily until allegations against him over sexual abuse are probed.

Revanna and his father HD Revanna, also a JD(S) MLA, were booked on Sunday by the police for sexual harassment and criminal intimidation based on a complaint from a woman, who worked in their household.

"We welcome SIT against Prajwal Revanna. We've taken a decision to recommend our party's national president to suspend him from the party till the SIT investigation is completed, " JD(S) core committee president GT Devegowda said.

Revanna currently is not in India. Opposition members raised concerns over how he was allowed to leave the country.

"A decision was already made. Tomorrow it is to be recommended at the core committee meeting in Hubballi. Because he (Prajwal) is a Member of Parliament, it has to be done from Delhi. So I had requested Deve Gowda (JD(S) National President and former PM). Neither he (Gowda) nor I were aware of this issue," party chief H D Kumaraswamy has said yesterday. "Some issues have come out, based on that it has been decided yesterday itself to suspend (him). But many were in a hurry."

Prajwal, 33, represents the BJP-JD(S) alliance in the Lok Sabha election in Hassan, which happened on Friday.

Kumaraswamy alleged that Congress was manipulating facts to destroy the image of his family amid the controversy over the 'obscene' video case against his nephew Prajwal.

"We are not going to protect him, we will take severe action but the government's responsibility is more," Kumaraswamy said.

"This is the manipulation of Congress to destroy the image of our family. What is the role of Dewegowda Ji or me? We are not responsible for all those things. This is the individual issue of Prajwal Revanna. I am not in contact with him (Prajwal). It is the responsibility of the government to bring him before the law. Morally we have decided to make some decisions," Kumaraswamy told reporters on Tuesday.

Prajwal Revanna sex scandal

The state government under CM Siddaramaiah has formed a Special Investigation Team to look into the matter. In recent days, certain explicit video clips purportedly featuring Prajwal have circulated in Hassan.

In response, Revanna stated his willingness to cooperate with any investigation regarding the allegations of sexual abuse against his son and himself. He affirmed their readiness to accept any legal consequences if the accusations are substantiated.

Prajwal's father HD Revanna said that his son would appear for an SIT probe whenever he is asked to.

A case of sexual harassment and stalking was registered on Sunday against HD Revanna and Prajwal Revanna at Holenarasipur police station based on a complaint by their cook.

The complainant said she is a relative of Revanna's wife Bhavani.

She claimed that four months into her employment, Revanna began sexually harassing her, while his son Prajwal engaged in video calls with her daughter, engaging in "vulgar conversations."

She also alleged that there is a threat to her life as well as other members of her family.
