The Union Ministry of External Affairs has decided in-principle to open an office of Protector of Emigrants (POE) in the state of Karnataka.
People from Karnataka seeking jobs in Emigration Check Required (ECR) countries of Middle East have been travelling to Chennai for clearance for years. A new POE office in Karnataka will ease their burden.
The 18 ECR countries are United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Brunei, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.
In a letter addressed to former Udupi-Chikkamagaluru MP K Jayaprakash Hegde, External Affairs Minister Sushma Swaraj said: “My Ministry has decided in-principle to open an office of Protector of Emigrants in the State of Karnataka. We are taking up the matter with the State government for working out the modalities.”
The letter comes after Mr Hegde wrote to Ms. Swaraj last year in November requesting a PoE office in Karnataka. Mr. Hegde said: “The office is likely to come up either at a State government building in Shantinagar or at the passport office in Koramangla in Bengaluru. The office will be opened shortly.”
A similar proposal was given by the NRI Forum, Government of Karnataka, six months ago. According to Arathi Krishna, Deputy Chairman, NRI Forum, most of these workers are from coastal Karnataka and are headed for jobs in the Gulf. “Somebody from Vijayapura or Karwar has to travel more than 900 km to reach Chennai. Connectivity in these regions with Chennai is an issue, with the added problem of cultural and linguistic barriers,” she said.
The NRI Forum had also written to Ms. Swaraj asking for a PoE office in Bengaluru. “The Regional Passport Office in Bengaluru can easily host a POE office. Its presence in Bengaluru would also ensure timely coordination with State and district administration for effective outreach and awareness among citizens,” she said, adding that they have also requested for the setting up of Videsh Bhavan offering integrated services of passport, attestation and e-migration to help the applicants.
