Mangalore, Jul 15: Outgoing chief executive officer of Dakshina Kannada Zilla Panchayat, Dr K N Vijayaprakash formally handed over the charge to the new CEO Tulasi Maddineni, former Deputy Commissioner of Koppal district on Monday evening.

Addressing media persons ahead of handing over ceremony, Dr Vijayaprakash expressed satisfaction over several schemes in the education sector under the Sarva Shikshana Abhiyan (SSA) and other initiatives taken by the Zilla Panchayat during his term in the district, while discontentment over few others.

Having a total of 2,102 anganwadi centres, Dakshina Kannada was the first district in the state to have all the anganwadi centres electrified. A total of 1,655 anganwadi centres in the district are functioning in their own buildings, he said.

A total of 648 physically-challenged children in the age group of 6 -14 years have been given assistance by local co-operative societies ranging from Rs 500 to Rs 5,000. It is an on-going process and a total sum of over Rs 8 lakhs had been presented to the children, he said.

Children in 12 remote villages in nine gram panchayats were provided with free water-proof school bags, sandals, umbrellas and education kits. Napkin disposable units had been fixed in ladies toilets in 641 higher primary schools in the district. Individual development programmes were held for students from backward classes staying in social welfare and minority hostels, he said.

Smart card for Koraga community

Speaking about other schemes, he said that loans as well as auto-rickshaws and taxis had been provided to the community of Koragas for self-employment purposes.

A smart card would be provided to each member of the community, where he/she will be provided with a unique ID which would enable to obtain all necessary family and health details of the person. This card would be recognised in nine hospitals in the district. A survey had been undertaken and completed and the initiative will be implemented shortly, he said.

Homes, loan for HIV affected families

Dr Vijayaprakash also said that homes and loans had been provided to HIV +ve and affected families. Soon, sites would also be handed to these families, he said.

Awards conferred to Dakshina Kannada

Speaking about the awards garnered by the district, Dakshina Kannada was chosen as the first district in the state and the 11th district in the country to have received the 'Nirmal Gram Puraskar' instituted by the Union Ministry of Sanitation, which was quite an achievement. The district also received the Rashtriya Gaurav Gram Sabha Puraskar constituting of Rs 5 lakhs and a national-level award under the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS) constituting of Rs 25 lakhs and the from the Government of India, he said, adding that the rural napkin unit in Laila gram had been recognised by National Bank for Agriculture and Rural Development (NABARD) as one of the 30 best rural innovations in India.

He said that the concept of liquid waste management was implemented for the first time in the state in Dakshina Kannada district, and the solid waste management system was also effectively implemented in all the gram panchayats in the district.

Puttur: The long-cherished dream of a government medical college in Puttur has moved a decisive step closer to reality, with the Karnataka State Finance Department granting its official approval for the construction of a new 300-bed hospital.

Puttur MLA Ashok Kumar Rai announced the crucial development to reporters on Monday, confirming that the official communication from the finance department was issued on November 27. This 300-bed facility is intended to be the cornerstone for the establishment of the government medical college, a project announced in the state budget.

Fast-Track Implementation

The MLA outlined an aggressive timeline for the project:

•    A Detailed Project Report (DPR) for the hospital is expected to be ready within 45 days.

•    The tender process for the construction will be completed within two months.

Following the completion of the tender process, Chief Minister Siddaramaiah is scheduled to lay the foundation stone for the project.

"Setting up a medical college in Puttur is a historical decision by the Congress government in Karnataka," Rai stated. The project has an estimated budget allocation of Rs 1,000 crore for the medical college.

Focus on Medical Education Department

The MLA highlighted a key strategic move: requesting the government to implement the hospital construction through the Medical Education Department instead of the Health and Family Welfare Department. This is intended to streamline the entire process of establishing the full medical college, ensuring the facilities—including labs, operation theatres, and other necessary infrastructure—adhere to the strict guidelines set by the Medical Council of India (MCI). The proposed site for the project is in Bannur.

Rai also took the opportunity to address political criticism, stating that the government has fulfilled its promise despite "apprehensions" and "mocking and criticising" from opposition parties who had failed to take similar initiatives when they were in power. "Chief Minister Siddaramaiah has kept his word," he added.

Mangaluru, Dec 16: The Mangaluru City police have significantly escalated their campaign against drug trafficking, arresting 25 individuals and booking 12 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act between November 30 and December 13. The crackdown resulted in the seizure of a substantial quantity of illicit substances, including 685.6 grams of MDMA and 1.5 kg of ganja.

The success of this recent drive has been significantly boosted by the city’s innovative, QR code-based anonymous reporting system.

"The anonymous reporting system has received an encouraging response. Several recent arrests were made based on inputs received through this system, helping police tighten the noose around drug peddlers," said the City Police Commissioner.

The latest arrests contribute to a robust year-to-date record, underscoring the police's relentless commitment to combating the drug menace.

Up to December 14 this year, the police have registered a total of 107 cases of drug peddling, leading to the arrest of 219 peddlers. Furthermore, they have booked 562 cases of drug consumption, resulting in the arrest of 671 individuals.

The scale of the seizure for the year reflects the magnitude of the problem being tackled: police have seized 320.6 kg of ganja worth ₹88.7 lakh and 1.4 kg of MDMA valued at ₹1.2 crore. Other significant seizures include hydro-weed ganja worth ₹94.7 lakh and cocaine worth ₹1.9 lakh, among others.

The Commissioner emphasized a policy of rigorous enforcement: "We ensure that peddlers are caught red-handed so that they cannot later dispute the case or claim innocence."

To counter the rising trend of substance abuse among youth, the Mangaluru City police have rolled out uniform guidelines for random drug testing across educational institutions.

As part of the drive, tests were conducted in approximately 100 institutions, screening an estimated 5,500 to 6,000 students in the first phase. 20 students tested positive for drug consumption during the initial screening.

Students who tested positive have been provided counselling and are scheduled for re-testing in the second quarter. The testing will also be expanded to students not covered in the first phase. In a move to ensure strict implementation, police personnel were deployed in mufti in some institutions. Reiterating a zero-tolerance stance, the Commissioner confirmed that random testing will continue, and colleges have also been instructed to conduct drug tests at the time of admission to deter substance abuse from an early stage.

Mangaluru, Dec 15: Educational institutions in Mangaluru that rely on the popular Mangala Stadium for their annual sports events are bracing for an inconvenience as the city's key sporting venue is set to close its gates for a significant upgrade. The stadium is expected to be unavailable for approximately two months starting from January 15, 2026.

The closure is necessitated by a proposed overhaul of the stadium's facilities, with a special focus on upgrading the synthetic track. Pradeep Dsouza, Assistant Director of the District of Youth Empowerment and Sports (DYES), Dakshina Kannada, confirmed the development.

"Experts have visited the stadium, conducted a thorough inspection, and have given the go-ahead for a complete makeover," Dsouza stated. "Funds have been allocated for the project, and we are currently awaiting the final green signal from state officials to commence the work. We anticipate that the work will likely begin in the second week of January. Consequently, we have stopped renting out the stadium to colleges and other organizations in preparation for the upgrade."

The timing presents a logistical challenge for colleges, as many schools have already concluded their sports meets.

"Colleges will now be organizing their events and will need to find alternative locations to host their sports meets," Dsouza added. He suggested a few potential venues, including the Dakshina Kannada police ground, University College grounds, Panambur grounds, Swaraj Maidan in Moodbidri, and the Mangalore University sports grounds in Konaje.

However, many institutions note that finding a comparable venue will be difficult. While the DK police ground and University College grounds are closer to the city center, they do not possess the extensive facilities and infrastructure offered by Mangala Stadium.

Dr. P Dayananda Pai - P Satisha Govt First Grade College, Carstreet, is one such institution dependent on the stadium. Principal Jayakar Bhandary expressed hope for a swift completion of the work. "We expect the work to be completed at the earliest. If not, we will be forced to look for other venues to host the sports day for our students," Bhandary said, highlighting the pressing need for the city's main sporting facility.
