The counting was begun by first opening the postal ballots at 8 am. The counting of votes in EVMs will start from 8.30 am, and continue till the last vote is counted in these machines, to decide the fate of 434 candidates across the 28 constituencies.
Nearly 13,000 bank employees and State government officials have been appointed by the EC to count the votes. “We have deployed primarily only those personnel who are comfortable with numbers,” said Chief Electoral Officer (CEO)?Anil Kumar Jha.
In each counting hall, the votes will be counted on 14 tables, which account for one Assembly constituency. With every parliamentary constituency comprising eight Assembly constituencies, the counting of votes for one Lok Sabha seat will be done on 112 tables.
Across the State, there are 3,136 tables for counting the votes for 28 parliamentary constituencies. Every table will have two counting assistants, one counting officer and one micro observer.
The EC has appointed 3,136 personnel as micro observers for the first time in the State. The micro observers, one for each table, will keep a watch on the counting process to bring more transparency to the entire process. The micro observer is invariably a Central government or Central government PSU employee.
All the counting officials have been randomised no less than three times, using a software at the office of the District Election Officer. The randomisation is done so as to ensure that there is absolutely no chance of manipulation by personnel while counting the votes. None of the officials is told which Assembly constituency he or she will be in charge of, till the day before counting.
The agents of every political party are being allowed to sit outside the counting cage, adjacent to every table.
“However, the number of votes for every party or candidate will be declared only at the end of each round of counting,” said Jha.
The overall results of the State are likely to be declared by the Election Commission?(EC)?by 2 pm. Jha said that in case of delays, the results will be announced latest by 4 pm.
