Highlights of Union Budget 2019 presented by Nirmala Sitharaman

* From 1.85 trillion dollars in 2014, the economy has reached 2.7 trillion US dollars; We can very well reach 5 trillion dollars in the next few years. The Indian economy will grow to become a 3 trillion dollar economy this year itself.

* The plan to reach $5 trillion economy will involve development of heavy investment in infrastructure, digital economy and job creation.

Employment

* 80 Livelihood business incubators and 20 technology business incubators to be set up in 2019-20 under ASPIRE to develop 75,000 skilled entrepreneurs in agro-rural industries.

* Increase focus on skill sets required by the youth to apply for job opportunities abroad like language skills and artificial intelligence (AI).

* We propose to start a television programme on DD National, exclusively for startups. This programme will be designed and executed by startup's themselves.

Banks

* Government considering to go below 51% to an appropriate level of ownership stake in non-financial public sector undertakings on case by case basis.

* Public Sector Banks (PSBs) to be provided Rs 70,000 crore to boost capital and improve credit.

* PSBs will use technology, enabling customer of one PSB to access service across all PSBs as well.

* For purchase of high-rated pooled assets of financially sound Non Banking Finance Companies (NBFCs) amounting to Rs 1 lakh crore during 2019-20, one-time six-month partial credit guarantee to be given to PSBs.

* Proposals for strengthening regulatory authority of RBI over NBFCs have been made.

* Regulation authority over housing finance sector to be returned from National Housing Bank to RBI.

Railways

* Railway infra would need an investment of 50 lakh crores between 2018 and 2030; PPP to be used to unleash faster development and delivery of passenger freight services.

* Railways to be encouraged to invest more in suburban railways through Special Purpose Vehicles (SPV) structures such as Rapid Regional Transport System (RRTS); more Public Private Partner (PPP) initiatives to be encouraged in rail sector.

* Massive programme of railway station modernization to be launched in 2019.

GST

* Rs 350 crore allocated for 2% interest subvention for all GST-registered MSMEs on fresh or incremental loans.

* Government has already moved GST council to lower the GST rate on electric vehicles (EV) from 12% to 5%. Also to make EVs affordable for consumers our government will provide additional income tax deduction of Rs 1.5 lakh on the interest paid on the loans taken to purchase EVs.

Connectivity

* FAME II scheme aims to encourage faster adoption of electric vehicles by right incentives and charging infrastructure. Comprehensive restructuring of National Highways Programme to be done, to ensure creation of National Highways Grid of desirable capacity. Government envisions using rivers for cargo transportation, which will also decongest roads and railways.

* 657 km of metro rail network has become operational in the country.

* The government has given a massive push to all forms of physical connectivity via PMGSY, Industrial corridors, Dedicated freight corridors, Bharatmala, Sagarmala, Jal Marg vikas and UDAN schemes.

Swachh Bharat Mission

* Proposal to expand Swachh Bharat mission to undertake solid waste management in every village.

* India to be open defecation free (ODF) by October 2 2019. To mark this occasion, Rashtriya Swachhata Kendra to be inaugurated at Raj Ghat, on the same day.

Gandhi-pedia

* 'Gandhi-pedia' too to be developed on the lines of Encyclopedia to help promote Gandhian school of thought.

Education and research

* Establish a National Research Foundation to fund, to coordinate and to promote research in the country.

* National Research Foundation to be set up to strengthen overall research ecosystem in the country; funds available under all Ministries to be integrated with NRF.

* New National Educational Policy to be brought in to transform Indian educational system; major changes in higher as well as school system to be introduced.

* Rs 400 crore under head, World Class Institutions in 2019-20, more than three times the revised estimates of previous year. 'Study In India' to be started to bring in foreign students into Indian higher education system.

'Naari tu Narayaani'

* I draw attention to the women of India, 'Naari tu Narayaani'. This government believes that we can progress, with greater women participation.

* To further encourage women entrepreneurship, Women Self-help Groups (SHGs) Interest Subvention Programme to be expanded to all districts in India.

* An overdraft of Rs 5,000 will be allowed for every verified woman SHG member having a Jan Dhan account.

* One woman in every SHG shall be made eligible for a loan of 1 lakh rupees under MUDRA scheme.

Rural

* By 2022, every single rural family except those who are unwilling to take the connection, will have an electricity and a clean cooking facility.

* In second phase of PMAY-Gramin, 1.95 crore houses to be provided to eligible beneficiaries, during 2019-20 to 2021-22; they will have amenities such as LPG, electricity and toilets.

Pension

* Pension benefit to be extended to around 3 crore retail traders and shopkeepers with an annual turnover less than Rs 1.5 crore under Pradhan Mantri Karam Yogi Man Dhan Scheme.

Space

* To harness India's space ability commercially, a public sector enterprise, New Space India Limited (NSIL) has been incorporated to tap the benefits of Isro.

Social stock exchange

* Electronic fundraising platform, a social stock exchange, to be set up to list social enterprises and voluntary organizations working for social welfare objectives.

NRIs

* Aadhaar card for NRIs with Indian passports to be issued after their arrival in India, without waiting for the mandatory 180 days.

* To provide NRIs seamless access to Indian equities, NRI portfolio investment route to be merged with foreign portfolio investment route.

Bahi-khata

* Sitharaman departed from the 'colonial' practice of bringing the Budget documents in a leather briefcase and instead switched to a four-fold red-cotton cloth called a 'bahi-khata'.

* This is the 89th Union Budget, which is the financial statement of the government, detailing its revenue and expenditure in the past, as well as estimated spending and projections for the coming year.

Udupi: Udupi became the second city on the Karnataka coast after Mangaluru to launch water rationing, a senior official said on Tuesday.

Commissioner of the Udupi City Municipal Corporation Rayappa said that the rationing system will come into force from Wednesday and will continue till the water in the reservoir reaches comfortable levels.

The dam built across the Swarna river at a place called Baje, which is the only source of water for Udupi city, recorded 3.25 meters of water as against the top level of 6.30 meters.

The decision of water rationing will be reviewed periodically until the reservoir regains its fullest levels, the official said.

The Mangaluru City Corporation resorted to water rationing on Saturday following declining water levels in the reservoir built across the Nethravati river at Thumbe.

Out of jail and immediately hitting the campaign trail, Delhi Chief Minister Arvind Kejriwal on Saturday trained guns at Prime Minister Narendra Modi claiming that he will make way for Amit Shah next year when he turns 75 after sidelining all BJP leaders, including Yogi Adityanath, and jailing Opposition leaders.

Predicting that the BJP will be reduced to “220-230 seats” in the Lok Sabha polls, he claimed that Yogi Adityanath will be removed as Uttar Pradesh Chief Minister in two months if at all BJP returns to power to ensure Shah’s elevation as Prime Minister, as Modi himself has set the 75-year retirement rule in his party.

Accusing Modi of being dictatorial and seeking to implement ‘One Nation, One Leader’, Kejriwal insisted that the Prime Minister is not seeking votes for himself  and  people voting for BJP should know that they are not voting for Modi but Shah while wondering whether the latter would implement ‘Modi ki Guarantees’.

He also defended his decision not to resign as Chief Minister after his arrest, as it was a “trap” set by the Prime Minister to “finish off” AAP  and felt that JMM top leader Hemant Soren, who resigned as Jharkhand Chief Minister, also should not have quit his post.

Addressing a press conference that turned out to be a meeting of AAP supporters at the party headquarters here a day after he was released from Tihar jail on interim bail, he also asked Modi to “learn from Kejriwal on how to fight corruption”, as he referred to the induction of leaders who were accused of graft into the BJP. 

In his 20-minute address, which came after his visit to the Hanuman Temple in Connaught Place in the national capital, Kejriwal said Modi wants to crush his party as he knows that the AAP with its good work would replace the BJP.

If Modi does 'good work', no one will talk about AAP but people will not accept the attempts to decimate his party, which is working for the people, Kejriwal said.

“The Prime Minister says he fights against corruption but is inducting thieves and dacoits into his party. A leader who he described as one involved in a Rs 70,000 crore scam was inducted into the party ten days after Modi made the charges. If you want to fight corruption, learn from Kejriwal,” he said, citing instances of sacking and arrests of AAP ministers in Delhi and Punjab.

Warning that Opposition leaders like Mamata Banerjee, Tejashwi Yadav, NK Stalin and Uddhav Thackeray will be jailed by Narendra Modi if BJP wins, he said his arrest was meant to be a message to the country that if Kejriwal can be taken into custody, then anybody can be.

“People need to know, his mission's name is 'One Nation, One Leader'. To achieve this, there are two ways. One is to jail all Opposition leaders and the second is to sideline all leaders in BJP if they win. They have already sidelined L K Advani, Murli Manohar Joshi, Sumitra Mahajan, Shivraj Singh Chouhan who brought BJP back to power in Madhya Pradesh, Vasundhara Raje, ML Khattar…” Kejriwal said.

“Who is next in line? It is Yogi Adityanath. Take it in writing from me, if BJP wins, the UP Chief Minister will be changed in two months...He wants to crush democracy in this country. I am fighting against it," he said.

Referring to questions on who will be I.N.D.I.A. bloc's Prime Ministerial candidate, he said he has a counter question as Modi is turning 75 next September and he himself has set the retirement rule in the party.

“Now my question is who is BJP's Prime Ministerial candidate? If they can form the government, Yogi Adityanath will be first sidelined and then Amit Shah will be made the Prime Minister. Modiji is not seeking votes for him but for Amit Shah. Who will fulfil Modi's guarantees? Will Amit Shah fulfil it? I don't think they are going to form a government. But those who are going to vote for BJP should know that they are voting for Amit Shah,” he said.

Insisting that I.N.D.I.A. bloc will form the next government and that AAP will be part of it, Kejriwal promised full statehood for Delhi in such a dispensation. Emphasising that he did not resign when he was arrested because Modi had scripted it to finish off the party, he said he wanted to show that if democracy was jailed, it would run from jail.

Hubballi, May 17: Karnataka Police have arrested the killer, Vishwa, also known as Girish, in the sensational Anjali Ambigera murder case, police said on Friday.

Preliminary investigations reveal that Vishwa was a habitual thief who exploited innocent young women. The accused is also a drunkard and was caught while attempting to commit theft. He was also part of a gang which stole bikes.

The accused targeted gullible young women, enacting a drama of love and playing the emotional card to forcefully extort gold, silver, and cash from them. When Anjali did not agree to any of his attempts to rob her and outrightly rejected his offer to go with him to Mysuru city, he brutally killed her.

The police had formed two teams to hunt down the killer. One of the teams was searching in the south Karnataka region, and another team, which launched a hunt in Davanagere, nabbed him. The accused was arrested by the police on Thursday.

The police could not catch him sooner as the killer did not carry a mobile phone and did not use his phone for 15 days, before murdering Anjali. The jurisdictional Bendigeri Police were aware of the killer's history, but even after the complaint by the girl’s family, they showed "utter negligence".

The 24-year-old Vishwa entered Anjali Ambigera's (20) residence at 5.30 A.M. on Wednesday and stabbed the young woman multiple times before she could react. Vishwa dragged Anjali Ambigera all over the house, kicking and stabbing her. Later, he pushed her into the kitchen where he stabbed her repeatedly.

Despite efforts by Anjali’s grandmother and two sisters to stop the attacker, he killed her and managed to flee. The incident occurred in the Veerapura Oni area within the jurisdiction of the Bendigeri Police Station.

Vishwa had been blackmailing Anjali and pressurising her to accompany him to Mysuru without informing her parents. The incident which took place close on the heels of MCA student Neha Hiremath’s brutal murder by the jilted lover has raised concern over the safety of women all across the state.

The BJP had demanded the resignation of Home Minister G. Parameshwara while the Congress leaders have also demanded that the Hubballi-Dharwad Police Commissioner Renuka Sukumar should be transferred for failing to sensitise the police force regarding issues of women’s safety.
