Students' safety: CCTV mandatory in schools, buses

Bangalore, Jul 27: The City police on Saturday issued guidelines which made it mandatory for managements to install CCTV cameras and GPS device in school buses and appoint floor vigilance officers (FVOs) to ensure safety of students.

The police set August 31 as the deadline for implementation.

The police released nine guidelines in the wake of bitter criticism over handling of the rape of a six-year-old girl by a skating instructor in Vibgyor High at Marathahalli in the City on July 2.Releasing the guidelines, City Police Commissioner M?N?Reddi said: “We will initiate action under IPC?section 188 (disobedience to order duly promulgated by public servant) if the schools, including pre-nursery, nursery and primary, fail to comply with the guidelines.”

He said the deadline is August 14 for Vibgyor High. “The management of Vibgyor High has claimed that many of the guidelines are already in place and has promised to implement others by August 14,” the commissioner said.

He said specific directions have been given to Vibgyor High. The management has been directed to appoint three FVOs, repair defunct CCTV cameras, install additional cameras and appoint 97 security personnel.

According to the new guidelines, the buses or other vehicles owned by private players and operated for schools must have Global Positioning System (GPS) device and Closed Circuit Television (CCTV) cameras. Such vehicles should not ferry more number of students than that prescribed by the Transport Department.

The managements should verify driving licences of drivers and get more information about their antecedents from the police. A male and a woman staff should accompany students till they reach their doorsteps. CCTV cameras should be installed in the schools, too.

Floor vigilance officers

Another important guideline is the mandatory appointment of FVO for every floor, including ground floor and top floor. The guideline is important as it is alleged that the girl was raped in a dark room by the skating instructor at Vibgyor High.

“If possible, a woman or senior woman staff should be appointed as FVO. A glass cabin should be set up for them so that they could monitor activities taking place in all directions. The FVO should monitor movement of suspicious persons and take action,” the guidelines said.

Emergency contact

Henceforth, parents should give a specific cellphone number for contacting during emergencies. The teacher should respond only to calls or messages originating from such numbers.

Reddi said the rules have been issued under Sections 65 (D) and 70 of Karnataka Police Act which provide the commissioner with special powers to issue them.

Sources said the police may not insist on government schools to implement the guidelines as they may not have the necessary resources. “They will require a lot of clearances from the government, which is a time-consuming process,” said a senior police officer.

It was not immediately known as to what the private schools will do. It is expected to be a major burden on the managements and they might pass it on to the students.

A 91-year-old woman passed away minutes after casting her vote in Karnataka's Hunsur on Friday, April 26. Hunsur comes under Mysuru Lok Sabha constituency. Despite her advanced age, Puttamma exercised her democratic right.

Voting held on Friday in 14 constituencies in Karnataka. Polling began at 7 am and will ended at 6 pm.

Chende artiste Manohar dies

Chende artiste Manohar (58) died of cardiac arrest after exercising his franchise in Kodagu district.

He had cast his vote at B Shettigeri polling station in Ponnampet taluk. Later, Chende artiste Manohar (58) reportedly collapsed after coming out of the polling booth. Though he was rushed to hospital, doctors declared him brought dead.

Ponnampet Tahsildar Mohankumar said “Manohar had come out of the polling booth and collapsed 200 metres away from the booth.

For the uninitiated, Chende (also known as Chenda) is a cylindrical percussion instrument widely used in cultural events in Tulu Nadu of Karnataka and Tamil Nadu in India.

Mangaluru, May 3: The Mangaluru City Corporation will resort to water rationing from May 5 as the Thumbe vented dam, which supplies drinking water to the city, is facing a shortage in water storage.

Instead of daily supply, water will be supplied on alternate days, the Executive Engineer (Water Supply) at the corporation said in a release.

The release said that water will be supplied to Mangaluru City North on May 5. There will be no water supply to Mangaluru City North on May 6. Instead water will be supplied to Mangaluru City South on May 6. Likewise the supply on alternate days will continue.

The inflow in the Netravathi has stopped, the release said, requesting people to cooperate with the corporation and not waste water for washing vehicles and other purposes.

An engineer at the corporation said that water level at the dam stood at 4.27 m on Wednesday against the full storage level of 6 m. If water is supplied daily to the entire city (Mangaluru City North and Mangaluru City South) the existing storage will last only for 16 days, the engineer said. Hence the decision to supply water on alternate days has been taken to supply water till May-end.

Guwahati: Union Home Minister Amit Shah on Tuesday condemned the alleged sexual abuse of women involving Lok Sabha MP Prajwal Revanna, asserting that the BJP will not tolerate any insult to women.

Revanna (33) is the BJP-JD(S) alliance candidate for Hassan Lok Sabha constituency, which went to polls on April 26.

Earlier in the day, the JD(S) suspended Revanna from the party with immediate effect.

“The issue regarding Revanna that has been reported in the media is very hurtful and cannot be tolerated in any way,” Shah told a press conference here.

“The BJP’s stand is very clear; we will not tolerate any insult to ‘matri aur nari shakti’ (women empowerment),” he asserted.

Some explicit video clips allegedly involving Prajwal Revanna, the grandson of former prime minister H D Deve Gowda, were circulated in Hassan over the last few days.

The home minister said Congress has been alleging that an NDA partner’s candidate is involved in the incident, “but I just want to ask a small question - whose government is there in that state (Karnataka)?”

“The Congress is in power in Karnataka, and this matter must have come to their attention. Why has it not taken any action on it so far? We cannot take any action as law and order is a state issue,” Shah said.
