NIA absolves Liaqat Shah of all terror charges levelled against him

New Delhi, Jan 24: In an embarrassment to Delhi Police, the National Investigation Agency (NIA) has given a clean chit to Liaquat Shah who had been arrested by it and labelled as a terrorist two years back.

The NIA, instead, named absconder Sabir Khan as the main accused who had allegedly planted weapons on Shah to project him as a militant of the banned Hizbul Mujahideen.

Ironically, according to chargesheet filed by NIA in a special court, the address of Khan alias 'Pathan' as mentioned in a lodge in old Delhi as well as for his SIM card was "Barrack NO. 2, Special Cell Niwas, BG 21, Lodhi Colony, New Delhi".

The NIA, while absolving Shah of terror charges, has also submitted the report to Ministry to Home Affairs seeking permission for carrying out investigations against two Delhi Police officials for allegedly "conspiring" to target Shah.

Shah was arrested by the Special Cell of Delhi Police on March 20, 2013 while he was returning from Pakistan-occupied-Kashmir to the Kashmir Valley via Nepal and he was projected as a terrorist of Hizbul Mujahideen who had come to carry out strikes in the national capital.

Jammu and Kashmir police had protested the arrest, saying Shah was returning home as per the state government's policy of allowing people, who had ex-filtrated to PoK in early 1990s, to come back.

Former Jammu and Kashmir Chief Minister Omar Abdullah, who had flagged the issue about his arrest with the Union Home Ministry, welcomed the NIA move and said "at least I am happy that truth has finally come out and I hope that security agencies do not target Kashmiris to achieve their ulterior motives."

Shah was arrested by the anti-terror Cell of Delhi Police on March 20 at Saunali border when he was crossing over with his wife and children.

To buttress its case, Special Cell had claimed that on the basis of his disclosure statement of Shah, the Special Cell also conducted a raid at Room No.304, Haji Arafat Guest House, Jama Masjid, New Delhi and recovered arms, ammunition and explosives.

The NIA contradicted the claims of the Delhi Police and said in the chargesheet that the probe "conducted by NIA has revealed that the charges against the accused (Shah) were not proved and that he was coming into India to obtain the benefit of the surrender policy of the Government of Jammu and Kashmir."

Further, NIA investigation has "revealed" that Khan was allegedly responsible for the placement of weapons and explosives in the guest house room, it said in its chargesheet.

Khan had booked the room Haji Arafat Guest House in Jama Masjid and has been missing ever since the case was shifted to NIA. He has been declared as a Proclaimed Offender by court.

A native of Gelana of Shajahpur district in Madhya Pradesh, Khan's family had expressed its inability to give his whereabouts and also told the visiting sleuths of NIA that they were fearing for his life, official sources said.

"Further investigation is being conducted to unravel the conspiracy behind the placement of weapons," he said.

Mangaluru: The Bengaluru-Mangaluru air route has recently surpassed the Mumbai route to become the busiest for Mangaluru International Airport.

According to the Directorate General of Civil Aviation’s city pairing data for March this year, 51,734 passengers travelled between Mangaluru and Bengaluru, while 50,340 passengers flew on the Mangaluru-Mumbai route.

In January and February, the Mumbai air route had the highest passenger flow with 60,306 and 52,732 passengers, respectively, compared to 53,509 and 47,530 for Bengaluru during the same months. However, the trend shifted in March, with the Bengaluru-Mangaluru route surpassing Mumbai.

An official from MIA explained, “The first reason for Bengaluru taking over Mumbai is that flights that almost fly full to Mumbai were reduced from March, after the ministry of civil aviation suggested easing air traffic congestion at Mumbai airport. The air carrier IndiGo, which used to operate four flights a day from MIA, reduced it to three. Air India Express, which operates two flights a day, has made no changes. As a result of this, Bengaluru has taken over Mumbai. A total seven flights operates per day to Bengaluru.” 

The official added that despite the reduction in flights, the Mumbai route still experiences high demand. DGCA data for 2023 shows that the Mumbai and Bengaluru sectors have experienced growth of 11.9% and 19.3%, respectively.

The Mangaluru-Mumbai sector has seen a total of 5,52,767 passengers, followed by Bengaluru with 5,52,500 passengers in the same calendar year.

With the Karnataka transport department extending the deadline for the installation of High Security Registration Plate (HSRP) twice--- in November last year and February, it is no longer planning to extend the same. The department ordered for the installation of HSRP before May 31.

The transport department through a notification in August last year, had mandated the installation on all the vehicles that were registered in the state prior to April 1, 2019. According to transport officials, there are nearly two crore vehicles that are supposed to get HSRP for their vehicles.

“As of now, the state has registered only 34 lakh HSRP installations, despite extending the deadline twice. From nearly 18 lakh installations since February, the numbers have almost doubled. However, there are still a large number of vehicles that have to opt for HSRP,” said C Mallikarjuna, Additional Commissioner for Transport (Enforcement).

“We will wait till May 31 to check for the total number of vehicles that fall in line. We are expecting HSRP installations to touch 75 lakh, after which we will consider an extension as the numbers indicate that people are falling in line and if some more time is given everyone will get it done. However, if we do not reach that number before the deadline, we will request the government not to extend the deadline but urge for an enforcement,” he said.

He also stated that a fine of Rs 500 will be imposed for the first time and if vehicle owners do not fall in line, it will be Rs 1,000 later until they have installed HSRP. “We will wait till the Model Code of Conduct ends and take the government’s opinion. We are going to request the government for strict enforcement if the HSRP installations are not satisfactory,” he added.

Bengaluru, Apr 29: HD Revanna, the father of Karnataka MP Prajwal Revanna, has accused rivals of creating a conspiracy out of "old videos", a comment that is likely to raise a bigger row over his son's alleged link to the obscene videos.

A woman yesterday filed a police case against Prajwal Revanna and his father over alleged sexual assault. Prajwal Revanna, the Janata Dal (Secular) MP and grandson of former Prime Minister HD Deve Gowda, has denied the latest allegations and also filed a police complaint over circulation of obscene videos, which he said were morphed.

Prajwal Revanna left for Germany on Saturday morning after voting in the Lok Sabha elections a day earlier.

"I know what kind of conspiracy is going on. I am not someone who'll get scared and run away. They have released something that was 4-5 years old. Expelling him from the party is left to the party high command," HD Revanna said.

When it was pointed out that an FIR has been registered against him too, he said, "There is politics, I don't want to comment. They (Congress) are in government and they will do whatever they want."

"All these things are not just today, the Deve Gowda family in the last 40 years (has been targeted by) Congress. CoD (now CID), Lokayukta probe, we have been facing for the last 40 years... I don't want to react to anything...let them take action in accordance with law," he said, adding that he hasn't spoken to Deve Gowda on the issue.

"Since the special investigation team is looking into the case, I will not react any further," HD Revanna said.

Yesterday, a first information report was filed against the father-son duo on charges of sexual harassment, intimidation and outraging the dignity of a woman.

The survivor alleged both sexually assaulted her, and when Revanna's wife was not home, he touched her inappropriately and used to sexually assault her. The complainant alleged Prajwal Revanna also misbehaved with her daughter over a video call. "My daughter blocked his number after repeated calls," the complainant said.

The latest FIR comes when Prajwal Revanna is already in the middle of a controversy after some objectionable videos went viral on social media allegedly involving him.

Prajwal Revanna is seeking a fresh term in the Lok Sabha from as a National Democratic Alliance (NDA) candidate from Hassan.
