Bengaluru: Ailing HMT to be recast; nearly 3k watchmakers may lose job

Bengaluru, Sep 2: Time is ticking away for thousands employees of the ailing state-run HMT, formerly Hindustan Machine Tools, as they face uncertain future due to an imminent closure of some of its loss-making watch subsidiaries despite talks of a golden handshake.

Known once as "Timekeeper of the Nation", the state-run behemoth is set to lay off 2,900 of its staff, including 1,091 from its twin-watch units and a bearing factory to turn around its fortunes with 1,600 blue collar workforce.

"As we plan to retain about 1,600 employees in other two subsidiaries after closing the three subsidiaries, we will soon offer an attractive Voluntary Retirement Scheme (VRS) to 2,900 of the total 4,500 workforce," HMT group chairman S. Girish Kumar told media persons here.

"Post-restructuring, we plan to have nine verticals, including machine tools, bio-medical equipment, tractors and watches in small quantity," Kumar said.

With the Narendra Modi government deciding in December to shut down the three loss-making subsidiaries and merge the remaining two into a holding firm, a one-time voluntary retirement scheme, estimated at around Rs.25-55 lakh for each employee, is being worked out.

But P.S. Chandrasekhar, president of the HMT Head Office Employees Association, is livid.

"This is not new. The government has been using the lure of VRS for two years but it has not delivered on it. It is neither giving VRS nor salaries for the past 17 months," Chandrasekhar told media persons.

The three subsidiaries -- HMT Watches in Bengaluru, HMT Chinar Watches at Ranibagh in Uttarakhand and HMT Bearings at Hyderabad in Telangana -- are saddled with 1,091 employees, who have not been paid salaries over the last 17 months or since April 2014.

The watch subsidiary, with 1,004 employees, has two factories in Bengaluru, one at Tumkur, 70 km from here, and another at Ranibagh. The Chinar unit, with 31 employees, has a defunct factory at Srinagar in Kashmir and an assembly unit at Jammu, while the Bearing arm has 56 employees.

During the past four years, 835 employees left the 62-year-old enterprise, availing of the liberal VRS package, based on the 2007 revised wages, as against the 1992 pay-scale, on which salaries have been paid over the last two decades.

Though some employees have availed the offer, many desire not to leave their jobs.

"I do not want VRS. I want to work until I retire. I wish to complete my service with dignity and retain my respect in society and among relatives," said K.M.

"There are 100 employees with 7-10 years of service left, 400-500 employees with less than five years and not many with less than two years. They will lose all those years of earnings. Who will give them a job at 50 years of age after availing VRS?" queried Lakshminarayana.

The other two subsidiaries -- HMT Machine Tools and HMT International -- will be restructured to support the government's "Make in India" flagship programme by rolling out more products and generating more employment, officials said.

The machine tools subsidiary, which also makes tractors, has five factories in Bengaluru, two each at Kalamassery in Kerala and Hyderabad, and one each at Ajmer in Rajasthan, at Pinjore in Haryana and at Mohali in Punjab.

The only profit-making HMT International arm was set up here in 1974 to export manufactured goods and offer consultancy in engineering and technical services from concept to commissioning on a turnkey basis.

"The restructuring exercise will also span our business portfolio, marketing and finance to turn competitive and profitable again," Kumar said.

Admitting that the company had hired more employees than it required over the years, Kumar said the company could not compete with lean and mean private firms (like Titan), thriving in the liberalisation era since 1991.

As a result, the watch subsidiary, which was churning out a whopping two million quartz and analog watches yearly till the 1990s, had an accumulated loss of Rs.2,252-crore and total liability of Rs.2,308 crore till fiscal 2012-14.

"HMT did not upgrade its technology. It is still using the same 1965 technology to make watches," said Chandrasekhar, who worked for 37 years with HMT International and is also the general secretary of the National Confederation of HMT Employees Union.

According to a source, HMT has an inventory of 80,000 watches in its warehouses at Jalahalli in Bengaluru. The company also receives institutional orders for watches in the range of 1,000-2,000 watches sometimes. Mysore University ordered nearly 1,200 watches recently.

The holding company (HMT Ltd) and its international arm, however, reported a profit of Rs.87 crore and Rs.4.5 crore, while four other arms posted a combined loss of Rs.352 crore in fiscal 2013-14.

As the company has a whopping 1,400 acres of prime lands in states where it has plants, it is approaching the ministry to clear all long-term liabilities by monetising the surplus ones and return those it leased from state governments.

"The government considers HMT as a strategic sector in view of its ambitious 'Make in India' initiative to attract global investments into the country, increase the manufacturing sector's contribution to the GDP (gross domestic product) and generate thousands of jobs," Kumar added.

Bengaluru, May 6: Arrested JD-S MLA H.D. Revanna, the son of former PM H.D. Deve Gowda, on Sunday said that there is no evidence against him in the sex video scandal kidnapping case and that it was a "conspiracy" against him.

Talking to the media, while being taken for a medical test before being produced in front of a court here, Revanna stated that a kidnapping case had been lodged against him though he does not have 'one black mark' against him in his entire career of 40 years.

"Without evidence, I have been targeted... All allegations against me are false. My arrest has been made out of ill intention," he claimed.

"The case was lodged on April 28, then, they did not have any evidence. Later, the fake evidence was created on May 2 and I was fixed," he alleged.

Home Minister Dr G. Parameshwara stated on Sunday that a Blue Corner notice has already been issued against Revanna's son and MP Prajwal Revanna, the prime accused in the sex video scandal, as he is believed to be abroad.

"The Interpol will communicate to all nations and he will be located. Once he is located, the SIT will take a call on how he should be secured and brought back to India," he added.

Revanna was arrested on Saturday on charges of kidnapping one of the victims of the sex video scandal.

Parameshwara further maintained that the arrest of Revanna has saddened JD-S leaders and if action was not taken, the SIT would be blamed too.

Meanwhile, Congress President Mallikarjun Kharge refused to comment on the alleged sex video scandal involving Prajwal Revanna.

About Revanna's arrest, he said that the SIT would initiate action as per the law. "Those indulging in such acts must be taught a lesson and justice should be given to the families of victims. No one can escape the law. No one should use this case politically," he stated.

The JD(S) on Tuesday, April 30, announced that former Indian Prime Minister HD Deve Gowda's grandson Prajwal Revanna has been suspended from the party temporarily until allegations against him over sexual abuse are probed.

Revanna and his father HD Revanna, also a JD(S) MLA, were booked on Sunday by the police for sexual harassment and criminal intimidation based on a complaint from a woman, who worked in their household.

"We welcome SIT against Prajwal Revanna. We've taken a decision to recommend our party's national president to suspend him from the party till the SIT investigation is completed, " JD(S) core committee president GT Devegowda said.

Revanna currently is not in India. Opposition members raised concerns over how he was allowed to leave the country.

"A decision was already made. Tomorrow it is to be recommended at the core committee meeting in Hubballi. Because he (Prajwal) is a Member of Parliament, it has to be done from Delhi. So I had requested Deve Gowda (JD(S) National President and former PM). Neither he (Gowda) nor I were aware of this issue," party chief H D Kumaraswamy has said yesterday. "Some issues have come out, based on that it has been decided yesterday itself to suspend (him). But many were in a hurry."

Prajwal, 33, represents the BJP-JD(S) alliance in the Lok Sabha election in Hassan, which happened on Friday.

Kumaraswamy alleged that Congress was manipulating facts to destroy the image of his family amid the controversy over the 'obscene' video case against his nephew Prajwal.

"We are not going to protect him, we will take severe action but the government's responsibility is more," Kumaraswamy said.

"This is the manipulation of Congress to destroy the image of our family. What is the role of Dewegowda Ji or me? We are not responsible for all those things. This is the individual issue of Prajwal Revanna. I am not in contact with him (Prajwal). It is the responsibility of the government to bring him before the law. Morally we have decided to make some decisions," Kumaraswamy told reporters on Tuesday.

The state government under CM Siddaramaiah has formed a Special Investigation Team to look into the matter. In recent days, certain explicit video clips purportedly featuring Prajwal have circulated in Hassan.

In response, Revanna stated his willingness to cooperate with any investigation regarding the allegations of sexual abuse against his son and himself. He affirmed their readiness to accept any legal consequences if the accusations are substantiated.

Prajwal's father HD Revanna said that his son would appear for an SIT probe whenever he is asked to.

A case of sexual harassment and stalking was registered on Sunday against HD Revanna and Prajwal Revanna at Holenarasipur police station based on a complaint by their cook.

The complainant said she is a relative of Revanna's wife Bhavani.

She claimed that four months into her employment, Revanna began sexually harassing her, while his son Prajwal engaged in video calls with her daughter, engaging in "vulgar conversations."

She also alleged that there is a threat to her life as well as other members of her family.

Bengaluru: A red alert denoting severe heat wave has been issued for six districts of Karnataka by the Karnataka State Natural Disaster Monitoring Centre (KSNDMC), as temperatures are likely to cross 46 degrees Celsius.

Bagalkote, Belagavi, Dharwad, Gadag, Haveri and Koppal districts will see temperatures ranging from 40 to 46 degrees Celsius between May 1 and May 9, according to KSNDMC.

The monitoring centre also pointed out that when comparing the maximum temperature recorded in Karnataka in the past seven years – between 2017 and 2024 – April 30, 2024 recorded the highest, 45.6 degrees Celsius.

Meanwhile, in a statement released by the India Meteorological Department in Bengaluru, the trough/wind discontinuity from southeast Madhya Pradesh to South Interior Karnataka (SIK), across Vidarbha, Marathawada and North Interior Karnataka (NIK) extending up to 1.5km above mean sea level persists.

But as per IMD, the department issued a severe heat (red) alert only when the actual maximum temperature crosses 47 degrees Celsius.

The maximum temperatures are likely to continue and also be around 40 to 46 degrees Celsius over parts of NIK districts, such as Raichur, Kalaburgi, Yadgir, Bellary and Vijayapura districts till May 6, the natural disaster management centre said on social media platform X.

The remaining NIK districts, most of the SIK districts and Dakshina Kannada district are likely to experience maximum temperature between 40 and 44 degrees Celsius, it added.

Parts of Kodagu, Udupi, Hassan, Shivamogga, Chikkamagaluru and parts of Uttara Kannada districts are likely to experience between 33 and 40 degrees Celsius till May 6, according to the centre.

From May 7, maximum temperatures are likely to come down by 2 to 3 degrees Celsius across the state, according to KSNDMC.

Meanwhile, as per realised rainfall across the state data by KSNDMC, while isolated rains were observed in six districts -- Haveri, Dharwad, Gadag, Vijayapura, Shivamogga and Uttara Kannada -- dry/negligible rains were received in 25 districts, including Bengaluru rural and urban on April 30.

Maximum rainfall of 35mm was recorded at Bhogavi in Haveri district.

As per the cumulative date of rainfall from January 1 to April 30, only coastal Karnataka recorded an excess of 59% rainfall from usual, while the rest of Karnataka had deficit rainfall ranging from 13% to 80%, said a press release by KSNDMC, which compiles the data from telemetric rain gauge locations established by it across the state.
