On paltry security, co-op banks lend Rs 215 cr to Hebbalkar's firm

Bengaluru, Mar 1: It is a common fact that one can’t get loans from cooperative banks if one lacks political clout. But it is not difficult if you are Lakshmi R Hebbalkar, president, Karnataka Mahila Congress.

A consortium of seven co-operative banks, with Apex Bank as the leader bank, has sanctioned a term loan of Rs 215 crore against a total security of 51 acres of industrial land worth not over Rs 1.69 crore in Savadatti taluk of Belagavi district. The huge term loan was offered to Harsha Sugars Pvt Ltd of which Lakshmi is the managing director.

The income tax department had raided the premises belonging to Lakshmi and Minister for Small Scale Industries Ramesh L Jarkiholi in January this year. The documents pertaining to Harsha Sugars were also under the scanner. A close examination of the documents relating to the businesses of Harsha Sugars, which were accessed by DH, revealed that the consortium of seven co-operative banks had sanctioned the term loan seven months after the company acquired 51 acres in Savadatti taluk.

After the purchase of the land, Harsha Sugars had got the clearance of the state high-level clearance committee headed by Chief Minister Siddaramaiah, in June 2015.

The documents show that the term loan agreement was executed between the consortium of co-operative banks and Harsha Sugars on October 13, 2015 and a supplementary deed of equitable mortgage by deposit of title deeds was executed on December 16, 2015.

In both the agreements, Harsha Sugars, a company incorporated under the Companies Act, was represented by its managing director Lakshmi R Hebbalkar and director Channaraj B Hattiholi, Lakshmi's brother.

The consortium of banks is led by Karnataka State Co-operative Apex Bank (Rs 50 crore) and six other co-operative banks which are: The South Canara District Central Co-operative Bank Kodialbail, Mangaluru (Rs 30 crore), The Bajpe Vyavasaya Seva Sahakari Bank, Bajpe, Dakshina Kannada (Rs 20 crore), The Bagalkot District Central Co-operative Bank of Bagalkot (Rs 40 crore), The Bijapur District Central Co-operative Bank of Solapur (Rs 25 crore), The Tumkur District Central Co-operative Bank, Tumakuru (Rs 25 crore) and The Kanara District Central Co-operative Bank Ltd in Sirsi Uttara Kannada district (Rs 25 crore).

Interestingly, Sri Vishwakarma Urban Credit Souharda Sahakari Niyamit of Gokak district and The Bangalore, Bangalore Rural and Ramanagar District Central Co-operative Bank, Chamarajpet, Bengaluru, which were part of the consortium in October 2015 opted out of it in the deed executed in December 2015. The two banks had sanctioned Rs 25 crore each to Harsha Sugars on September 28 and September 11 respectively.

The board of directors of Harsha Sugars had appointed Lakshmi and Hattiholi to approach the leader bank (Apex Bank) and the other banks, seeking sanction of Rs 215 crore loan to set up 5,000 TCD sugar plant with 30 MW co-gen power plant at survey number 411 at Savadatti village in Belagavi district. The lands pledged as security for the loan are in survey numbers 411/1 (4.02 acres), 411/2 (4.2 acres), 411/3 (4.1 acres), 412 (17.01 acres) and 413/1 (22.06 acres).

Hebbalkar didn’t respond to several calls made by DH?to her personal mobile phone. In response to a message texted to her phone, she replied that she would call back.

Land conversion in a jiffy

A certain Panchanagouda Basanagouda Dymanagoudar had purchased the entire 51 acres of agricultural land from different farmers in Savadatti for Rs 1 lakh per acre in December 2014. After buying the land, he filed an application with the Belagavi deputy commissioner seeking conversion of the land for industrial purpose. The application was filed on February 12, 2015 and the order sanctioning conversion was passed on February 26. In March 2015, Dymanagoudar sold the entire land to Harsha Sugars.

Generally, when a term loan is granted, it is granted for buying plant & machinery, buildings , etc by pledging the same asset. In the present case, certainly banks would have obtained hypothecation of the assets bought, in addition to mortgage of land records. Though I don't rule out the possibility of misdeeds, the allegation that loan of Rs215 Cr was granted against mortgage of land valuing only Rs1.69 Cr looks too imaginary.

Karnataka Chief Minister Siddaramaiah on Wednesday attacked the BJP over the obscene video case in Hassan district by questioning who gave the accused Prajwal Revanna a visa to go abroad. He also hit out at Union Minister Amit Shah asking why did he gave a ticket to Hassan JD(S) MP Prajwal, who is the accused in the sex scandal case. 

He alleged that former Prime Minister and JD(S) supremo H D Deve Gowda planned the escape of his grandson and Hassan MP Prajwal Revanna abroad. 

“Who gives passport and visa for travelling abroad? It’s the Centre. Can he go without the Centre’s knowledge? It was former Prime Minister H D Deve Gowda who planned and sent him abroad,” the Chief Minister said.

"Prajwal pen drives case is not related to DCM DK Shivakumar. Why did Amit Shah give a ticket to the accused of a sex scandal?" he questioned.

Siddaramaiah also wrote to Prime Minister Narendra Modi requesting him to direct the Ministry of External Affairs and Ministry of Home Affairs to cancel the Diplomatic Passport issued to Prajwal Revanna and ensure his return to face the law.

Prajwal is accused in an alleged sex scandal which is under investigation by a Special Investigation Team (SIT) constituted by the Karnataka government. He is believed to have escaped to Germany shortly after polling in the first phase of elections in the state got over on April 26, in which Prajwal was the JD(S)-BJP combine's candidate from Hassan. 

The Karnataka CM said that SIT will conduct an investigation in a transparent manner in the case.

Earlier, Siddaramaiah wrote on X, "The government has decided to form a special investigation team in connection with Prajwal Revanna's obscene video case. Obscene video clips are circulating in Hassan district, where it appears that women have been sexually assaulted."

Mangaluru, May 8: The health officials in Dakshina Kannada are concerned over the increase in dengue cases in the rural areas of the district. They've seen 108 cases since January, compared to 45 last year. 

Dr. Naveen Chandra Kulal, who works on controlling diseases spread by insects, says humidity makes mosquitoes breed more.

People storing water in pots and drums during summer also make more mosquitoes, he added. 

In Lingappayyakadu village near Mulky, a survey found people store lots of water because they don't have regular drinking water. Dr. Kulal says this water becomes a place for mosquitoes to breed if containers aren't closed properly.

Dengue cases are also rising in Bengaluru, Mysuru, and other districts, he said. Even though there haven't been big groups of dengue cases in Dakshina Kannada yet, the health department is trying hard to stop it from spreading. They're doing things like teaching people how to prevent dengue and getting rid of places where mosquitoes can breed.

So far this year, Dakshina Kannada district has only had 16 cases of malaria. Dr. Kulal says many of these cases were among workers who came from other states to work on building sites.

Dr. Thimmaiah HR, who works for the health department, says if people have a fever, they should go to the nearest clinic or hospital. He also says they should get tested if they have symptoms of dengue or malaria and be careful about the hot weather.

Bengaluru: Former Prime Minister H D Deve Gowda on Wednesday slammed Rahul Gandhi’s "wealth redistribution promise", stating that only someone with no practical knowledge can speak like that.

 “He is dreaming of a revolution. By talking about wealth redistribution, Rahul Gandhi has insulted and humiliated two Congress Prime Ministers who brought market reforms and increased the wealth of the nation,” he added, recalling the contribution of P V Narasimha Rao and Manmohan Singh in economic liberalisation.

Accusing Gandhi of indirectly trying to say that what the two Congress Prime Ministers did was wrong, Gowda said, "He (Rahul Gandhi) has torn up their economic reforms like he had torn up an ordinance (which sought to overturn the rule that disqualifies convicted MPs and MLAs) issued by (the then) Manmohan Singh (government)."

The 90-year-old JD(S) supremo ridiculed the Congress manifesto claiming that only a party that is sure of never coming to power can make as many promises.

“The Congress has promised so many things in its manifesto. The only party that is very sure of never coming to power will promise so much,” Gowda said at a press conference here.

He said the Congress wants to turn this country 'upside down' and the promises made by it indicated that it wants to come to power 'at any cost'.

“Rahul Gandhi wants to do a wealth survey and distribute the wealth. Does he think he is a mass leader,” Deve Gowda said.

Picking up points from the Congress manifesto ‘Nyay Patra’, Gowda said Rahul Gandhi wants to 'give 30 lakh new central government jobs and run this country'.

“There are only 40 lakh sanctioned jobs. How can he create 30 lakh more jobs overnight? How much will he pay these people? Where will he employ them,” he asked.

“Only someone with no practical knowledge can speak like this. (P) Chidambaram was the manifesto committee chairman. Does he agree with Rahul Gandhi’s immature economic ideas,” Gowda said.
