2nd coronavirus surge grips India on 1st anniversary of lockdown

India reported its most Covid-19 cases and deaths in months on Monday, on the first anniversary of the start of a chaotic nationwide lockdown that left many people jobless and shrank the economy.

Authorities reintroduced some curbs to slow the spread of the virus, especially in Maharashtra, which accounted for nearly two-thirds of the 46,951 new infections and the majority of the 212 deaths. Some hospitals in the country's worst-affected state have begun to run short of beds.

With the biggest rise in cases since early November, India's total has surpassed 11.65 million, the highest in the world after the United States and Brazil. The increase in deaths was the largest since early January, and took the total to 159,967.

In some parts of India, most people still go out without masks and flout advice on social distancing, including politicians campaigning in four states where elections will begin later this month.
The health ministry has also warned that a huge gathering of devotees for a Hindu festival could lead to a spike in cases as people from all over the country flock to the banks of the Ganges river in the holy northern town of Haridwar.

Local authorities have said they expect 150 million visitors at the weeks-long Mahakumbh that began this month and peaks in April. The festival is held only once every 12 years, and many Hindus believe bathing in the river during this period absolves people of sins.

The surge in cases has also brought into focus India's low rate of immunisation relative to population, despite being the world's biggest maker of vaccines.

Vaccine Exports

India has administered more than 44 million doses since starting its vaccination campaign in mid-January, but wants to cover 300 million - a fifth of its 1.35 billion population - by August.
India has donated or sold more than 60 million vaccine doses to 76 countries, saying some shipments are necessary to meet contractual obligations.

As vaccine demand rises at home, top vaccine manufacturer the Serum Institute of India (SII) has delayed further shipments of the AstraZeneca shot to the United Kingdom, Brazil, Saudi Arabia and Morocco.

Gripped by a second wave of infections, some states are seeking to accelerate the vaccination drive to include younger people.

Maharashtra, India's richest state, has offered to make doses itself to ease the supply pressure on SII and vaccine developer Bharat Biotech, whose COVAXIN shot is also being used in the country's inoculation programme.

The state reported 30,535 new coronavirus infections in the past 24 hours, forcing local authorities to reopen some quarantine centres. The centres had been closed after the national daily caseload began to decline after peaking at nearly 100,000 cases a day in September.

Maharashtra, home to India's financial capital Mumbai, has been accounting for more than half of the country's total cases after the full reopening of its economy unleashed a second wave of infections late last month.

Nearly a dozen other states, including Punjab, Madhya Pradesh and Karnataka, home to the tech hub of Bengaluru, have also seen a spike in cases in the past few weeks.

Karnataka Chief Minister Siddaramaiah on Wednesday attacked the BJP over the obscene video case in Hassan district by questioning who gave the accused Prajwal Revanna a visa to go abroad. He also hit out at Union Minister Amit Shah asking why did he gave a ticket to Hassan JD(S) MP Prajwal, who is the accused in the sex scandal case. 

He alleged that former Prime Minister and JD(S) supremo H D Deve Gowda planned the escape of his grandson and Hassan MP Prajwal Revanna abroad. 

“Who gives passport and visa for travelling abroad? It’s the Centre. Can he go without the Centre’s knowledge? It was former Prime Minister H D Deve Gowda who planned and sent him abroad,” the Chief Minister said.

"Prajwal pen drives case is not related to DCM DK Shivakumar. Why did Amit Shah give a ticket to the accused of a sex scandal?" he questioned.

Siddaramaiah also wrote to Prime Minister Narendra Modi requesting him to direct the Ministry of External Affairs and Ministry of Home Affairs to cancel the Diplomatic Passport issued to Prajwal Revanna and ensure his return to face the law.

Prajwal is accused in an alleged sex scandal which is under investigation by a Special Investigation Team (SIT) constituted by the Karnataka government. He is believed to have escaped to Germany shortly after polling in the first phase of elections in the state got over on April 26, in which Prajwal was the JD(S)-BJP combine's candidate from Hassan. 

The Karnataka CM said that SIT will conduct an investigation in a transparent manner in the case.

Earlier, Siddaramaiah wrote on X, "The government has decided to form a special investigation team in connection with Prajwal Revanna's obscene video case. Obscene video clips are circulating in Hassan district, where it appears that women have been sexually assaulted."

Hassan MP and Lok Sabha election candidate of the BJP-JD(S) alliance Prajwal Revanna, who is facing an inquiry over the alleged sexual abuse of several women, said the truth will prevail.

The MP, who left the country as soon as the election to his constituency ended, has also sought seven days' time to appear before the Special Investigation Team (SIT) formed by the Karnataka government to inquire into the huge cache of about 3,000 explicit videos and photos allegedly pertaining to him, which have gone viral on social media.

“As I am not in Bangalore to attend the enquiry, I have communicated to CID Bangalore through my advocate. Truth will prevail soon,” Prajwal, grandson of former prime minister and JD(S) patriarch H D Deve Gowda, said in a post on X.

A case has been registered against MLA and former minister H D Revanna and his son Prajwal at Holenarasipura on a complaint lodged by their former cook and relative for allegedly sexually harassing her.

She also alleged that Prajwal made video calls to her daughter and spoke in an objectionable manner, which forced her to block him.

The MP who is seeking re-election from Hassan on a JD(S) ticket, shared a letter by his lawyer Arun G to the Deputy Superintendent of Police of the SIT, in which he has sought seven days' time to appear before the official because he is abroad.

Bengaluru, May 6: Arrested JD-S MLA H.D. Revanna, the son of former PM H.D. Deve Gowda, on Sunday said that there is no evidence against him in the sex video scandal kidnapping case and that it was a "conspiracy" against him.

Talking to the media, while being taken for a medical test before being produced in front of a court here, Revanna stated that a kidnapping case had been lodged against him though he does not have 'one black mark' against him in his entire career of 40 years.

"Without evidence, I have been targeted... All allegations against me are false. My arrest has been made out of ill intention," he claimed.

"The case was lodged on April 28, then, they did not have any evidence. Later, the fake evidence was created on May 2 and I was fixed," he alleged.

Home Minister Dr G. Parameshwara stated on Sunday that a Blue Corner notice has already been issued against Revanna's son and MP Prajwal Revanna, the prime accused in the sex video scandal, as he is believed to be abroad.

"The Interpol will communicate to all nations and he will be located. Once he is located, the SIT will take a call on how he should be secured and brought back to India," he added.

Revanna was arrested on Saturday on charges of kidnapping one of the victims of the sex video scandal.

Parameshwara further maintained that the arrest of Revanna has saddened JD-S leaders and if action was not taken, the SIT would be blamed too.

Meanwhile, Congress President Mallikarjun Kharge refused to comment on the alleged sex video scandal involving Prajwal Revanna.

About Revanna's arrest, he said that the SIT would initiate action as per the law. "Those indulging in such acts must be taught a lesson and justice should be given to the families of victims. No one can escape the law. No one should use this case politically," he stated.
