Mumbai, Oct 19: TV viewership rating agency BARC India has charged Republic TV of misrepresenting its private and confidential communication, saying it has not commented on the ongoing investigation into the alleged manipulation of ratings.

In a statement, Broadcast Audience Research Council (BARC) said it was cooperating with the law enforcement agencies in their ongoing investigation in the Television Rating Points (TRP) manipulation case.

Responding to claims by Republic TV that an email from BARC gives proof of the channel not being involved in any alleged malpractices, the agency said it was "highly disappointed" with the broadcaster's actions.

"BARC India is highly disappointed with the actions of the Republic Network by disclosing private and confidential communications and misrepresenting the same.

"BARC India reiterates that it has not commented on the ongoing investigation and without prejudice to BARC India's rights, it expresses its dismay at the actions of the Republic Network," it said.

Mumbai police, on a BARC complaint, is investigating allegations of manipulation of TRP ratings. Republic TV is one of the four channels being investigated.

The BARC statement came after Republic TV disclosed what it said was an email conversation between the agency's CEO Sunil Lulla and Republic Media Network CEO Vikas Khanchandani.

As per the TV network's website, Khanchandani wrote an email to BARC on October 16, to "confirm in public domain" that the body has found no infringement by Republic.

"In response to Khanchandani's email, BARC responded on October 17, by thanking the network for their 'faith in the internal mechanisms of BARC' and said that 'if there was any disciplinary action initiated against ARG Outlier Media (Republic's owner), then BARC India would have communicated the same to you along with necessary documents for your response"," the website said.

"Thus, this e-mail proves that BARC did not allege any malpractice against the Republic Media Network," it added.

Reacting to BARC's statement, Republic TV owner Arnab Goswami told PTI, that the email of BARC confirms that the police commissioner lied. (Mumbai Police Commissioner Param Bir Singh) should immediately quit, Goswami said.

BARC did not elaborate on the exact parts of the email which makes it feel that the communication was "misrepresented".

Six people have been arrested by the police in the scam, which allegedly involves inducing homes which form the sample set whose TV viewing is monitored to ensure that certain channels get higher ratings. The ratings are a key influencer of advertiser preferences while placing commercials. The police claim this is a "multi-crore" scam.

Kevadia, Nov 26: Prime Minister Narendra Modi on Thursday pitched for 'One Nation, One Election', saying it is the need of India as polls taking place every few months impact development works.

Addressing the concluding session of the 80th All India Presiding Officers Conference via video conference, Modi also paid homage to the victims of the 26/11 Mumbai attacks and asserted that India is fighting terrorism now with new policy and new process.

Noting that it was the biggest terror strike on India, Modi said India can never forget the 26/11 Mumbai terror attacks.

On November 26, 2008, ten Lashkar-e-Taiba terrorists from Pakistan arrived through sea and opened fire, killing 166 people, including 18 security personnel, and injuring many during the 60-hour siege in Mumbai.

Pitching strongly for 'One Nation, One Election', Modi said it is not just a matter of debate, this is the need of India.

"Elections are held at different places every few months, the impact it has on development works is known to all. Therefore, it is a must to have deep study and deliberation on 'One Nation, One Election'," Modi said.

The Prime Minister also suggested a single voters' list for Lok Sabha, assembly and panchayat polls, saying separate lists are a waste of resources.

Legislature, Executive and Judiciary should work with better coordination and national interest should be the basis for every decision, Modi said.

"We must remember that when politics take over people and nation-first policies, the nation has to pay adversely in such situations," he said.

He also cited the example of delay in the completion of the Sardar Sarovar Dam, saying it kept lingering and was completed after years.

"This could have happened earlier if development was given precedence. Those who stalled it, have no repentance," he said in a clear attack on the Congress.

Underlining that there is no place for politics of untouchability, Modi cited the example of the Statue of Unity built by his government for Sardar Vallabhbhai Patel despite him not being from the BJP or the Jana Sangh.

The constitution is our guiding light to take on challenges in the 21st century and national interest should be our basis for every decision, Modi said

He called for raising awareness about the Constitution.

"Our Constitution has many features but one very special feature is the importance given to duties. Mahatma Gandhi was very keen about this. He saw a close link between rights and duties. He felt that once we perform our duties, rights will automatically be safeguarded," Modi said.

He also referred to the practice of KYC (know your customer) in the corporate world and said there should be a similar KYC drive in the form of Know Your Constitution to popularise the Constitution and its different features.

The All India Presiding Officers Conference began in 1921, and the Gujarat event marks its centenary year.

The theme for this year's conference is 'Harmonious Coordination between Legislature, Executive and Judiciary - Key to a Vibrant Democracy'.

Lucknow, Nov 24: A ‘special investigation’ launched by UP Police into allegations of allurement and forced conversion of Hindu women – which is termed as ‘love jihad’ by UP CM Yogi Adityanath – has concluded that the majority of Hindu-Muslim romance cases probed were consensual, a report carried by The Wire says.

All 22 police stations in Kanpur city were asked to report suspicious instances of Hindu-Muslim romance but only 14 cases eventually emerged, which the special investigation team probed. The SIT’s report concludes that in eight of the 14 cases, the Hindu women had either married Muslim men or been with them of their own free will. In six cases, the FIRs registered are still being investigated, though in one of those cases the accused Muslim man has been released on bail.

Kanpur Police SIT probed 14 cases in September in which Muslim men allegedly married Hindu women and forcibly converted them or had developed ‘love relations’ by deception.

In eight of the 14 cases probed, the women openly declared that their relationships with the accused were consensual and based on love. Six of these involve marriages with Muslim men, while two were confined to what the police report calls “love relations”.

One of these two women apparently told the police that she had ‘love relations’ with a Muslim man but that was because the man had promised to marry her.

In the six cases where a nikah took place, the police treated the husbands as accused but was unable to produce evidence that the women were converted forcibly.

One of the women was quoted as saying there was a love affair between her and the accused, whom she knew for a long time. Another woman told the police that she had consensually gone with the accused, made physical contacts and decided to marry him of her own free will. A third woman said that there was no pressure on her to marry the accused and she had gone to him on her own. Another woman said that she had had a nikah with the accused of her free will.

The report notes that three of the women clearly added that the allegations mentioned are false.

Of the 14 cases probed, only six have been identified by the police as ‘suspicious’. The SIT report says that the said women have “validated” the claims made by the complainants of the FIR, who are, in most cases, either the brother or father of the woman. Of these, one involves an accusation of rape, two are of marriage where the man used a false name, one is an alleged kidnapping, one is of intimidation and one of a boy romancing a girl on the telephone using a fake name.
