Patna, Oct 22: Bharatiya Janata Party (BJP) on Thursday released its manifesto for three-phased Bihar elections and promised that after the approval of the coronavirus vaccine from ICMR, every person in the State will get vaccinated free of cost.

"In the fight against coronavirus, the NDA government has set an example in the country. It is our resolution that as soon as the vaccine will be approved by the Indian Council of Medical Research (ICMR), every person in the State will be vaccinated," the manifesto said.

Union Finance Minister and BJP leader Nirmala Sitharaman released the party's manifesto.

"As soon as COVID-19 vaccine will be available for production at a mass scale every person in Bihar will get free vaccination. This is the first promise mentioned in our poll manifesto," Sitharaman said.

The senior BJP leader said that Bihar is one State where all citizens are politically sensitive and well informed.

"They know and understand the promises a party makes. If anyone raises questions on our manifesto, we can answer them with confidence as we fulfill what we promised," she added.

Sitharaman said that Gross Domestic Product (GDP) in Bihar has seen a sharp rise under the National Democratic Alliance (NDA) rule, it has grown from 3 per cent to 11.3 per cent in the State in the last 15 years of NDA govt and not during the 15 years of jungle raj.

"It was made possible because our government gave priority to good governance for people. Only 34 per cent eligible got pucca house in Lala Yadav's 15 years tenure. But in the last 15 years, 96 per cent of eligible people got the pucca house," she said.

Appealing to all voters in the State to vote for NDA and make it win, Sitharaman said, "Nitish Kumar will be the Chief Minister of Bihar for the next 5 years. Under his rule, Bihar will become a progressive and developed state of India."

The election document was unveiled by Union Finance minister Nirmala Sitharaman and senior leaders Bhupender Yadav, Nityanand Rai, Ashwini Choubey, and Pramod Kumar. Union minister and Patna Sahib MP Ravi Shankar Prasad and other BJP leaders were also present at the event.

The manifesto comes a day before Prime Minister Narendra Modi hits the campaign trail. The BJP's manifesto speaks about the Prime Minister's vision of making 'Atmanirbhar Bihar'.

New Delhi, Nov 23:Petrol price on Monday was hiked by 7 paise per litre and diesel by 18 paise for the fourth straight day as the international oil rates broke a nearly two-month-long hiatus in price revision.

Petrol price in Delhi on Monday was hiked to Rs 81.53 a litre from Rs 81.46 per litre, according to a price notification from oil marketing companies.

Similarly, diesel prices rose to Rs 71.25 a litre in Delhi from a level of Rs 71.07 a litre on Sunday.

State-owned fuel retailers started raising fuel prices from Friday.

In four days, petrol price has gone up by 47 paise and diesel rates have risen by 79 paise per litre.

Petrol prices had been static since September 22, and diesel rates hadn't changed since October 2.

Though retail pricing of petrol and diesel has been deregulated and oil marketing companies were following a daily price revision formula, the same was suspended for almost two months to prevent volatility in international oil markets from impacting fuel prices regularly during the pandemic.

But with crude on the boil again on news of a successful coronavirus vaccine launch soon, the OMCs have finally resorted to price increase again to cover for their under recovery on the sale of two petroleum products.

The benchmark Brent crude has crossed $45 a barrel on Intercontinental Exchange (ICE). It has remained at over $43 a barrel for most part of November.

The OMCs need almost 40 paise per litre increase in retail price of petrol and diesel to cover for $1 increase in crude. Going by this yardstick, product prices would have to be increased by upto Rs 2 per litre to cover under recovery on its sale.

Other (proposed) provisions include making it mandatory for kin of the person being forced to convert to other faith for the purpose of marriage to file a complaint.

"The Madhya Pradesh government is working on bringing 'Dharma Swatantrya Bill' 2020 in the state assembly with a provision for five-year rigorous imprisonment for luring a person through fraud and forcing marriage by religious conversion by making it a cognisable and non-bailable offence. Such incidents are on the rise, which you call 'love jihad'," the home minister told reporters.

The bill will also have a provision to declare such marriages null and void, the minister said.

Besides, those assisting in such acts will be made co-accused, he added.

"It will be compulsory for family members of the person who is forced to convert for marriage, including his/her parents, brothers and sisters, to file a complaint on the matter," Mishra said.

It will be mandatory for the person who is being converted for marriage, and religious persons involved, to inform district magistrate concerned a month in advance about their decision, the minister said.

The bill will be tabled in the next session of the Legislative Assembly, he added.
