New Delhi, Sept 29: Bypolls to one Lok Sabha and 56 assembly seats will be held on November 3 and 7, the Election Commission said on Tuesday.

The votes will be counted on November 10.

While bypolls to 54 assembly seats will take place on November 3, by-elections for one Lok Sabha seat in Bihar and two assembly seats in Manipur will be held on November 7, the Commission said.

Before announcing the schedule, the poll panel had issued a separate statement on Tuesday to announce that it has decided not to hold assembly bypolls in seven seats across Kerala, Tamil Nadu, Assam and West Bengal "at this stage" after specific request from the states.

Shanghai, Oct 26: China reported the highest number of asymptomatic COVID-19 cases in nearly seven months, following a mass infection of an unknown origin in the northwestern Xinjiang region.

Xinjiang health authorities found 137 asymptomatic cases on Sunday amid a testing drive for the 4.75 million people in the Kashgar area triggered by an asymptomatic infection in a 17-year-old female garment factory worker reported on Saturday. It was not clear how she was infected, though all of the new cases were linked to the garment factory.

The woman’s case was discovered during routine testing but it was not clear why she was subject to such testing, Chinese media reported quoting health officials.

Contact tracing work to locate the origin of the outbreak is ongoing, the reports said.

A total of 20 new confirmed and 161 new asymptomatic cases were reported in the mainland on Oct. 25, China’s National Health Commission said in a statement.

The number of new symptomless infections was the highest since China began publishing daily counts starting from those reported on March 31.

More than 2.84 million people in the Kashgar area had already been tested for COVID-19 as of Sunday afternoon and the rest expect to be completed by Tuesday. The scale and speed of the testing is in line with those seen during other outbreaks including the most recent one in Qingdao earlier this month.

Though the number of new COVID-19 cases are down sharply in mainland China from the peaks seen in February, Beijing is wary of another wave of infections and maintains mass and rapid testing capabilities.

The total number of confirmed COVID-19 cases in mainland China to date now stands at 85,810, while the death toll remained unchanged at 4,634.

Hyderabad, Oct 14: A man is seen being swept away by the rampaging floodwater in a dramatic visual that has emerged from Hyderabad, one of the worst affected districts in Telangana that has been witnessing heavy rain for the last three days. It is not clear whether the man has been rescued.

In the dramatic video shot in Barkas, near Falaknuma, the man is seen being swept away by the strong currents of the rainwater as efforts are made to save him. The man tries to grab hold of a pole that comes in the path but fails as he is pushed by the strong currents. Two people standing at an elevated path are seen watching helplessly amid screams by locals who try to save the man. A tyre tube -- possibly thrown to save him from drowning -- is also seen being swept away in the currents.

Dramatic visuals of vehicles being swept away by strong currents of rainwater have also emerged from Hyderabad. Many areas in the state capital have received 20 cm rains in the last 24 hours, news agency ANI reported quoting Telangana Chief Secretary Somesh Kumar.

Fifteen people, including a two-month-old, have died in rain-related incident in Hyderabad in last 24 hours. Nine people died after a compound wall collapsed and fell on 10 houses due to heavy rain late last night.

The weather department, in its latest forecast -- valid from 8.30 am on October 14 till 8.30 am on October 15, has predicted heavy to very heavy rain at isolated places over Telangana.

The rains were triggered by a deep depression over the west-central Bay of Bengal leading to heavy rains across several districts of Telangana, according to the weather department.

The depression over western parts of Telangana, the weather department has predicted, will move west northwestwards and gradually weaken into a well-marked, low-pressure area in the next 12 hours."Depression over western parts of Telangana near latitude 17.7degN and longitude 78.1degE, about 50 km west of Hyderabad (Telangana) is a potential cause of the sudden outpour of rainwater in the city and surrounding areas. This depression will move west northwestwards and gradually weaken into a well-marked, low-pressure area in the next 12 hours," according to the IMD.

Dinesh Karthik has handed over the Kolkata Knight Riders captaincy to Eoin Morgan midway through IPL 2020. Karthik said the decision would help him focus on his batting more. Knight Riders are currently fourth on the points table, with four wins in seven matches.

"We are fortunate to have leaders such as DK who has always put the team first, "Knight Riders CEO Venky Mysore said in a statement. "It takes a lot of courage for someone like him to take a decision such as this.

"While we were surprised by his decision, we are respectful of his wishes. We are also fortunate that Eoin Morgan, the 2019 World Cup-winning captain, who has been the vice captain, is willing to lead the side going forward. DK and Eoin have worked brilliantly together during this tournament and although Eoin takes over as captain, this is effectively a role swap and we expect that this transition will work in a seamless manner."

Morgan, who led the England ODI team to a World Cup win in 2019, was bought by the Knight Riders for INR 5.25 crore at the December 2019 auction. After seven league games, Morgan is second on the list of most runs for the Knight Riders this season, hitting 175 runs at an average of 35. Karthik has scored 108 runs at an average of 15.42.

Karthik was earmarked as a leader after they parted ways with Gautam Gambhir after the 2017 season. The Knight Riders bought him for INR 7.4 crores ahead of the 2018 season, where they finished fourth. Last year, they failed to make the playoffs.
