Mr D'Souza, who visited the kendra on Friday, said in a statement that there was a delay in issuing passports.
People and local organisations had brought to his notice that the office was seeking about a month and half for processing documents and issuing passports and that applications were being rejected for trivial reasons.
He said the Mangalore office had only four officers from the External Affairs Ministry, whereas it should have nine of them. It was able to sanction only 300 passport applications in addition to 50 applications of senior citizens and other categories. Mr. D'Souza said the vacant posts should be filled forthwith.
He said he would take a delegation from Mangalore to the Regional Office Passport Office in Bangalore to press for the demand.
Mr. D'Souza said the local officials had promised him that office would be extended to the first floor in the next week so that people get facilities such as arrangements for seating, drinking water, and a washroom.
They would no longer need to stand in queue outside the office, he was told.
The MLC said the officials had promised him that applicants would not be sent away.
