Hajj Committee invites applications for Hajj 2011

Mangalore, March 4: Announcing the Programme for Hajj-2011 (Hijra-1432), the Hajj Committee of India has called for Hajj Applications from Muslims from all over India including coastal region, who intend to undertake the holy journey and holding or applied for valid International Passport.

Hajj Application Forms for Hajj-2011 will be available with all the State Hajj Committees with effect from 16th March, 2011. The Application Forms with Hajj Guidelines for Hajj-2011 can be obtained from the State/Union Territory Haj Committee free of cost or can be downloaded from www.hajcommittee.com. Photo copies can also be used.

If any individual or organization is found charging money for the same, this may immediately be reported to the Chief Executive Officer, Hajj Committee of India, 7-A, M. R. A. Marg, (Palton Road), Mumbai-400001 directly on Fax No.022–2263 0461.

ACCOMMODATION

As per Saudi Regulations, accommodation has to be arranged for the Pilgrims in advance through the Consulate General of India, Jeddah. The per Pilgrim space entitlement is 4 sq. meters (4 meters x 1 meter). The following categories are envisaged for Hajj-2011. The Pilgrims are required to indicate their option in the Hajj Application Form. The option once exercised shall be final and irrevocable. Accommodation categories summarized as under:

NOTE :The category indicates:

(i) distance from outer periphery of Haram sharief (not Kaba) in Makkah.

(ii) No special quality/facilities in the buildings in Makkah.

(iii) No preferential treatment during the stay in Madinah Munawwarah and Mina / Arafat / Muzdalifa during Haj days.

ONE FORM, ONE QURRAH, ONE WAITING LIST

Two form system has been scrapped and one single Form (in duplicate - one remains with State Hajj Committee and one for Hajj Committee of India) is being used for Hajj-2011. The cover head shall be male only. The maximum size of the cover shall be 5 (Five) adults + 2 (two) infants only. The minimum size of cover is one. The Pilgrims are advised to submit the application duly completed along with pay-in slip of Rs.200/- per Pilgrim towards non refundable processing fee, in the respective State Hajj Committees on or before 30th April, 2011.

The maximum amount per cover is Rs.1,000/-. No processing fee for infant. Processing fee should be deposited in the Hajj Committee’s Current Bank Account No.31634038682 maintained with the State Bank of India through core banking system. (Bank pay in slip attached with Application form).

WARNING

If any applicant applies in more than one State/Union Territory or more than once in the same State/ Union Territory his/her applications will be rejected altogether and will not be considered in any State/ Union Territory.

PASSPORT/RPO RECEIPT COMPULSORY

The Kingdom of Saudi Arabia has intimated that Hajj Visa will be endorsed on International Passport only. Hence every pilgrim must have International Passport. The Pilgrims are requested to handover the Hajj Application Form with copy of valid International Passport to the concerned State/UT Hajj Committee on or before 30th April 2011.

Non passport holders must apply for passport first, obtain the receipt from Regional passport office (RPO receipt) and attach with the Hajj application form.

RESERVED CATEGORY

i)

The competent authority has decided to continue the policy to directly confirm the applications of those pilgrims whose applications have been rejected continuously for last three (3) years during Hajj 2008, 2009 and 2010. In order to get the benefit of this scheme during ensuing Hajj 2011, the applicant along with co-pilgrims has to indicate the cover number of the last three years (without which the application will be treated as fresh cover) under this category in the relevant column. The applicants who have been applying continuously since last three years will be given provisional selected status without qurrah provided they hold valid International Passport and apply for Hajj-2011 (without including any fresh applicant). Those applicants who have been selected during previous three years, but cancelled the journey on their own, will not be registered under Reserved Category and registered as fresh covers in General Category.

ii)

Applicants who were selected last year i.e. Hajj 2010 and deposited full amount but could not proceed for Hajj 2010 due to non issuance of passport / visa will also be given benefit of reserved category if applied with details of last year cover number provided they hold valid international passport and apply for Hajj 2011 without including any fresh applicant.

iii)

The applicants who were displayed on internet as confirmed but could not proceed for Hajj 2010 for want of visas will be given provisionally selected status for Hajj 2011 without qurrah provided they hold valid International Passport and apply for Hajj 2011 without including any fresh applicant in the cover.

iv)

Categories-I, II & III above will be given provisionally selected status for Hajj 2011 without qurrah subject to verification of details furnished, by the Hajj Committee of India.

The following persons are not entitled to make Application for Hajj-2011:

i)

Ban on Repeaters: Those who have performed Hajj during last five years viz. Block Year 2006-II to 2010.

ii)

Any person who is found to have furnished false information and concealed the fact of having performed Hajj during last five years shall not be allowed to proceed for Haj and the amount deposited by him / her shall be forfeited. Besides, he / she may be prosecuted for making incorrect / false declaration. The restriction applies even for the performance of Hajj-e-Badal.

iii)

Those suffering from Polio, tuberculosis, congestive cardiac & respiratory ailment, acute coronary insufficiency, coronary thrombosis, mental disorder, infectious leprosy, AIDS or any other communicable disability or handicap.

iv)

Ladies not accompanied by Sharai Mehram.

v)

Female Pilgrims in the advanced stage of pregnancy on the date of departure of Haj flight.

vi)

Persons who are crippled, handicapped, lunatic or otherwise physically incapacitated or suffering from amputation of legs.

vii)

Those who do not have the mental and physical health to perform the pilgrimage.

Incomplete Application is liable to be rejected.

The Application Form should be submitted through your State/Union Territory Hajj Committee only. Details of address of the concerned State/Union Territory Hajj Committees are given in the guidelines. Application directly sent to Hajj Committee of India, Mumbai should not be entertained. If any applicant sends or submits the application directly to Hajj Committee of India his/her application will not be considered and will be treated as invalid application. Hajj Committee of India will not return these applications either to the applicant or forward to the concerned State/Union Territory Hajj Committees.

QURRAH

i

Haj Committee of India after obtaining details about total number of application received by the State Haj Committee shall decide about holding Qurrah (Lottery), if necessary. The computerized Qurrah shall be held by the State Haj Committee on date fixed by the Haj Committee of India, Mumbai.

ii

The seats are allotted to the States proportionate to the Muslim Population based on the Census of 2001. If any State Haj Committee receives less applications than the quota, the remaining seats will be surrendered in favour of Haj Committee of India and would be utilized for confirmation of seats of the other States, where the applications have been received in excess of the Quota.

iii

Out of the total seats allotted to the State Haj Committees, the applications of those Pilgrims, who have been registered under Reserved Categories will be given provisionally selected status, without holding Qurrah (draw of lots), during Haj 1432 (H) – 2011. This selection without Qurrah will be applicable to only those States where Qurrah was conducted in the year 2008, 2009 and 2010. If the number of applications received in Reserved Categories by the State/Union Territory Haj Committee is less than final quota till the closing date, the balance seats will be made available for the General Category Pilgrims and the State/Union Territory Haj Committees shall hold Qurrah of such seats on the date fixed by the Haj Committee of India. However, if the numbers of Reserved Category applications are more than the Quota allotted to a particular State/Union Territory, in that case State/Union Territory Haj Committee shall hold Qurrah for reserved category Pilgrims only, on the fixed date by the Haj Committee of India. No fresh applications under General Category can be entertained in that state.

Original Passport submission- Last Date: 15.6.2011

Provisional selection of success in Qurrah (Lottery) system shall be communicated to the intending Pilgrims by the respective State Haj Committees. The selection of pilgrims by Qurrah is purely provisional. The selected Pilgrims after Qurrah shall submit original Passport with photograph stapled on 1st page and copy of pay in slip for Rs.31,000/- to concerned State/Union Territory Haj Committee on or before 15th June 2011.

All Passports to be submitted together

Submission of passports in parts shall not be accepted under any circumstances. All passports of the pilgrims in a cover should be handed over for processing together failing which seats of those who have not submitted passport shall be cancelled without further intimation to the pilgrims and shall be allotted to the wait-listed Haj Applications. Upon receipt of Haj application forms/pay in slip and passports from State/Union Territory Haj Committee, the status of the pilgrim shall be confirmed by the HCOI after due verification. Once cancellation marked will not be revoked on any ground.

Waiting list

The waiting list will be drawn state-wise of all the remaining Pilgrims. Waiting list will be confirmed as per WL number generated by computer system against cancellation or if any additional quota is released and release of waiting list will be done by State Haj Committees. Jumping of Waiting List is not allowed in the system. The competent authority has to certify the WL release on paper and countersigned by State Haj Committee Chairman. The reason for jumping should be recorded in the system also. Cancellations received from the state will be utilized in the same state to confirm the waiting list.

Standard Baggage

The Haj Committee of India desires to introduce standard baggage system for the Pilgrims from Haj – 2011.The details of specifications are mentioned in the Haj Application and guidelines. Further modalities will be announced separately.

Faster refund system

Photo copy of cancelled blank cheque may be attached along with Haj Application Form by the applicant which will enable faster processing of refund, if any, through RTGS (Optional).

Bulk SMS System

Head of cover must furnish two active mobile numbers in the Haj Application Form which should be active till the completion of Haj Season 2011. Information will be sent through SMS on these numbers from time to time

Udupi: The pontiffs of Sri Paryaya Puttige Mutt, the sacred seat of Jagadguru Shrimad Madhvacharya Moola Samsthanam, have submitted a proposal to the Prime Minister seeking comprehensive development for Udupi district. 

Proposal for International Airport

A key request is the establishment of an international airport. Highlighting that around 1,000 acres of land are available and suitable, the pontiffs noted that the existing Mangalore Airport provides limited international connectivity. They suggested the airport be developed under a Public-Private Partnership (PPP) or as a Greenfield Airport to boost trade, education, healthcare, and spiritual tourism.

Metro and Rapid Transit Connectivity

The proposal also calls for Metro Rail or Rapid Transit between Mangaluru and Udupi. The 55 km coastal stretch experiences heavy daily commuter traffic, causing congestion. The district administration is ready to prepare an initial project report for a Mass Rapid Transit corridor and requested inclusion under national urban mobility programmes to ensure safe, green, and time-efficient regional transport.

Port and Coastal Development

The pontiffs urged the development of an international-standard port with a cruise terminal along Udupi’s coast. They also requested fast-tracking of pending coastal tourism projects and revising Coastal Regulation Zone (CRZ) norms to encourage sustainable infrastructure and hospitality investment.

IT, AI and Technological Infrastructure

Support was sought for an IT and AI Innovation Park with incubation facilities under Digital India and Startup India initiatives. The proposal also emphasized the need for strengthened data security and cloud computing infrastructure to boost India’s technological independence.

Sports and Education Initiatives

The pontiffs requested national sports status for Kambala, along with financial and infrastructure support. They also sought the establishment of an AIIMS in Udupi, a new IIT campus, and approval for an IIM to promote higher education in the district.

Representation to the Prime Minister

Sri Sugunendra Tirtha Pontiff and Sri Sushrendra Tirtha Swamiji represented the pontiffs in submitting the comprehensive development proposal to the Prime Minister during his recent visit.

Puttur: The long-cherished dream of a government medical college in Puttur has moved a decisive step closer to reality, with the Karnataka State Finance Department granting its official approval for the construction of a new 300-bed hospital.

Puttur MLA Ashok Kumar Rai announced the crucial development to reporters on Monday, confirming that the official communication from the finance department was issued on November 27. This 300-bed facility is intended to be the cornerstone for the establishment of the government medical college, a project announced in the state budget.

Fast-Track Implementation

The MLA outlined an aggressive timeline for the project:

•    A Detailed Project Report (DPR) for the hospital is expected to be ready within 45 days.

•    The tender process for the construction will be completed within two months.

Following the completion of the tender process, Chief Minister Siddaramaiah is scheduled to lay the foundation stone for the project.

"Setting up a medical college in Puttur is a historical decision by the Congress government in Karnataka," Rai stated. The project has an estimated budget allocation of Rs 1,000 crore for the medical college.

Focus on Medical Education Department

The MLA highlighted a key strategic move: requesting the government to implement the hospital construction through the Medical Education Department instead of the Health and Family Welfare Department. This is intended to streamline the entire process of establishing the full medical college, ensuring the facilities—including labs, operation theatres, and other necessary infrastructure—adhere to the strict guidelines set by the Medical Council of India (MCI). The proposed site for the project is in Bannur.

Rai also took the opportunity to address political criticism, stating that the government has fulfilled its promise despite "apprehensions" and "mocking and criticising" from opposition parties who had failed to take similar initiatives when they were in power. "Chief Minister Siddaramaiah has kept his word," he added.

Mangaluru, Nov 26: Mangaluru East police have registered a case following a sophisticated online fraud where a 57-year-old local resident was allegedly cheated out of ₹13.4 lakh after being targeted on Facebook.

The scam began in February when the complainant, while browsing Facebook reels, was contacted by a woman identifying herself as "Lillian Mary George" from London. After establishing a chat relationship, the woman claimed she would visit India in November and bring a significant sum of money.

The trap was sprung on November 15, when the victim received a call from a woman named "Sonali Gupta," who claimed Lillian had arrived at Mumbai International Airport but was detained by customs. The fraudsters convinced the man that Lillian was carrying £25,000 (about ₹26 lakh) in traveller’s cheques and 1 kg of gold (valued at around ₹30 lakh).

Under the pretense of clearing these items, the victim was asked to make numerous online transfers between November 15 and 18 for various bogus charges, including:

•    "Pounds exchange registration"
•    "Customs declaration issues"
•    "Discount charges"
•    "Money-laundering charges"

Believing the fictitious story, the complainant transferred the cumulative sum of ₹13.4 lakh to various bank accounts provided by the fraudsters. He realised he was cheated when the culprits later promised a refund within two days but stopped answering his calls. The Mangaluru East police are now investigating the case, which highlights the continuing threat of transnational cyber fraud using social engineering and promises of fictitious wealth.
