
Addressing a news conference at Circuit House here on Saturday, he said that every educational institution must have a grievance cell for female employees and students of the institution to voice their complaints and grievances. The cell, headed by a senior female faculty, must consist of the principal and female student representatives of the college council. These cells must be able to provide protection to the complainants.
“Complaints must be reviewed by the cell once in a week and in case of serious complaints, the police must be informed. Steps must be taken to see to it that students reach home safely from their respective centres of learning,” he said asserting the importance of providing more attention to safety of women in college campuses and hostels.
“Complaint boxes should be made available in campuses to see to it that no student fails to complain owing to hesitation or fear,” he said.
He said that a meeting of all the Vice-Chancellors of universities, and senior higher education officials will be held in the coming week (on 31st or 5th) to discuss about bringing significant changes in the education system. Moral and value education should be imparted at least one day a week to students in schools and colleges by resource persons or principals to guide the youth on the right path, he said.
Condemning the gang rape and subsequent death of the paramedical student, he said that it was a severe blow to the conscience of the entire nation. Such a heinous crime is unfortunate and condemnable. The increasing number of rape cases in the country shows the kind of respect women are being given. This is the right time to make stringent laws for such cases. There is a need for extensive discussion on the matter, and there needs to be changes in the judiciary and legal system as well. The accused in the case of Delhi gang rape should be strictly punished within six months.
