Post office PSKs soon to speed up issue of passports

Bengaluru, Oct 17: Here is a breather for all those who have spent long hours at the Passport Seva Kendra (PSK) for your application to be processed.

Soon Post Office Passport Seva Kendras (POPSK) will be set up in various parts of the Karnataka. The Ministry of External Affairs (MEA) is implementing the project in three phases.

The idea is to decongest PSKs and ensure citizens get passports faster. “In the first phase, they will come up in Davangere, Belagavi, Mysuru and Hassan. Successful trials have been conducted in Mysuru. Once POPSKs are operational, citizens need not visit PSKs,” Bharat Kumar Kuthati, Regional Passport Officer, told DH.

The Lalbagh Road PSK is the largest in Karnataka, handling 1,700 applications a day. The Devarabeesanahalli PSK on Marathahalli Outer Ring Road follows, handing 860 applications. The next is Hubballi PSK with 560, followed by Mangaluru (540) while Passport Seva Lahgu Kendra in Kalaburgi handles 160 applications and Mysuru POPSK attends to 130 applications. The staff at the PSKs are also limited. Looking at the rush at various PSKs, the staff is diverted.

To execute phase-1 at the earliest, places have been finalised by the postal department. The MEA is currently procuring machinery for installing them. Talks are on with Bengaluru postal circle to identify land for opening POPSKs in Bengaluru, Kuthati added.

Earlier, the General Post Office used to accept passport applications. But it was closed down after biometrics were introduced to the list. The upcoming POPSKs will have provisions to collect biometrics.

In the second phase, POPSK will come up in Raichur, Bidar, Vijayapura, Ballari, Udupi, Tumakuru and Shivamogga. In the third phase, they will come up in all district headquarters and at every 50-km distance. The MEA and the postal department had set a year’s deadline to set up all the POPSKs.

Footfall, complaints high

Even as the Lalbagh Road PSK handles the largest crowd, facilities remain neglected. Applicants complain that there is no canteen, no drinking water, toilets badly maintained and there is no parking facility.

“I spent nearly five hours at Lalbagh Road PSK processing my application, without food, water and a place to sit. I could not go out as I did not know when my application number will be called out. Chairs are limited and the area was claustrophobic. Children and senior citizens are the worst affected,” said an applicant.

When these complaints were brought to Kuthati’s notice, he said the matter will be immediately addressed. “We have outsourced provision of basic facilities to TCS, who are also handling counter A at the PSK. Providing water and maintaining the washroom is a priority and basic. No laxity will be tolerated. Canteen issue will be discussed with TCS and MEA,” he said.

Guwahati: Union Home Minister Amit Shah on Tuesday condemned the alleged sexual abuse of women involving Lok Sabha MP Prajwal Revanna, asserting that the BJP will not tolerate any insult to women.

Revanna (33) is the BJP-JD(S) alliance candidate for Hassan Lok Sabha constituency, which went to polls on April 26.

Earlier in the day, the JD(S) suspended Revanna from the party with immediate effect.

“The issue regarding Revanna that has been reported in the media is very hurtful and cannot be tolerated in any way,” Shah told a press conference here.

“The BJP’s stand is very clear; we will not tolerate any insult to ‘matri aur nari shakti’ (women empowerment),” he asserted.

Some explicit video clips allegedly involving Prajwal Revanna, the grandson of former prime minister H D Deve Gowda, were circulated in Hassan over the last few days.

The home minister said Congress has been alleging that an NDA partner’s candidate is involved in the incident, “but I just want to ask a small question - whose government is there in that state (Karnataka)?”

“The Congress is in power in Karnataka, and this matter must have come to their attention. Why has it not taken any action on it so far? We cannot take any action as law and order is a state issue,” Shah said.

Karnataka Chief Minister Siddaramaiah on Wednesday attacked the BJP over the obscene video case in Hassan district by questioning who gave the accused Prajwal Revanna a visa to go abroad. He also hit out at Union Minister Amit Shah asking why did he gave a ticket to Hassan JD(S) MP Prajwal, who is the accused in the sex scandal case. 

He alleged that former Prime Minister and JD(S) supremo H D Deve Gowda planned the escape of his grandson and Hassan MP Prajwal Revanna abroad. 

“Who gives passport and visa for travelling abroad? It’s the Centre. Can he go without the Centre’s knowledge? It was former Prime Minister H D Deve Gowda who planned and sent him abroad,” the Chief Minister said.

"Prajwal pen drives case is not related to DCM DK Shivakumar. Why did Amit Shah give a ticket to the accused of a sex scandal?" he questioned.

Siddaramaiah also wrote to Prime Minister Narendra Modi requesting him to direct the Ministry of External Affairs and Ministry of Home Affairs to cancel the Diplomatic Passport issued to Prajwal Revanna and ensure his return to face the law.

Prajwal is accused in an alleged sex scandal which is under investigation by a Special Investigation Team (SIT) constituted by the Karnataka government. He is believed to have escaped to Germany shortly after polling in the first phase of elections in the state got over on April 26, in which Prajwal was the JD(S)-BJP combine's candidate from Hassan. 

The Karnataka CM said that SIT will conduct an investigation in a transparent manner in the case.

Earlier, Siddaramaiah wrote on X, "The government has decided to form a special investigation team in connection with Prajwal Revanna's obscene video case. Obscene video clips are circulating in Hassan district, where it appears that women have been sexually assaulted."

Mangaluru, Apr 23: As an outbreak of avian flu has been reported in some districts of neighbouring Kerala, the border areas of Karnataka, including Mangaluru, have been put on high alert, officials of the Karnataka Animal Husbandry department said.

At present, the situation in Kerala is being monitored before any action can be taken, they said.

“Our Kerala counterparts have assured us that the avian flu has been contained within Alappuzha district. However, loading, booking and carrying poultry and poultry products on trains and at railway stations are still under consideration (surveillance), the officials said.

Not only railways but also road transport ferrying chicken loads from Kerala to Mangaluru are under surveillance. Mangaluru, being one of the largest consumers of chicken from Kerala, has halted chicken procurement from Kerala-based suppliers.

Sudhakar Shetty, a market functionary, stated, “The animal husbandry department of Kerala has advised containment of avian flu within a few districts in Kerala. We are closely monitoring the situation.” Despite this, the market has not experienced significant fluctuations in supply yet, as local stocks have been adequate to meet the demand for the next few days.

Demand for chicken could fall for a few days due to a series of temple festivals in coastal areas, where many consumers refrain from consuming meat-based meals until Saturday. Nevertheless, Sunday could witness a change, as consumers may desire hot chicken curry for their Sunday meals, according to the local people.

As officials in the animal husbandry department in Dakshina Kannada have raised awareness in the market about avian flu in the neighbouring state, the question arises whether prices will fall if demand decreases.

“We do not want to contribute to the hysteria surrounding avian flu until our local stock falls below the level of demand,” said Aston D’Souza, a farm owner.

Dakshina Kannada also serves as a good market for suppliers from Shivamogga, Hassan, and Chikkamagaluru.

“In case supplies dwindle due to an unlikely prolonged shutdown of Kerala supplies, we can always purchase from those districts, albeit at a slightly higher cost than Kerala stock,” Shetty said.
