RS polls: JDS accuses returning officer of collusion with ruling Cong

Bengaluru, Mar 23: The Janata Dal (Secular), which is sure of the defeat of its candidate, has demanded countermanding of election to fill four Rajya Sabha seats from Karnataka, alleging that the returning officer in 'collusion' with the ruling Congress in the state allowed two of its members to recast their vote after they 'cross-voted'.

Chief Minister Siddaramaiah, however, termed the charge as 'false', saying before casting their votes, the two MLAs realised they had made a "mistake" on the ballot paper, so they took another one for which "there is a provision in the law."

Five candidates, three from the Congress and one each from the BJP and the JDS are in the fray for the four seats.

As the poll process was underway, JDS leader and former chief minister H D Kumaraswamy claimed that two senior Congress MLAs had "cross voted" against their party's official nominees by marking for another candidate on the ballot paper. However, on the request of the ruling party's agent, the returning officer later allowed both the candidates to vote once again by issuing them a fresh ballot paper, he alleged.

"Minister Kagodu Thimmappa, who was a former speaker, and MLA Baburao Chinchansur, both of them have cross-voted in the first ballot paper, then they have shown it to their agent.

"After seeing the cross-voting the agent protested. Then the Returning Officer allowed these two voters to vote once again, the second vote," Kumaraswamy told reporters here.

Stating that the returning officer had considered the request for the second vote with the fresh ballot paper, he said: "we are protesting ...illegal voting is going on."

The observer from the Election Commission has been requested to "countermand" the election process, he added.

Four Rajya Sabha seats from Karnataka will fall vacant early next month following the retirement of sitting members.

Claiming that both Thimmappa and Chinchanasur wanted to vote against Congress candidates, Kumaraswamy alleged that the Returning Officer is "colluding" with the government.

Rejecting the charge, Siddaramaiah said: "It appears they (JDS) are desperate...they have tried everything, they had gone to the court (on seven rebel JDS MLA issue), they failed in the court, and desperately they are making these allegations." The chief minister also expressed confidence that all three Congress candidates will win the election, saying "we have enough votes on our side."

The Congress has fielded Dr L Hanumanthaiah, Dr Syed Naseer Hussain and G C Chandrasekhar.

The BJP has nominated Rajeev Chandrashekar, who was an independent Rajya Sabha member, and the JDS nominee is B M Farooq.

With their current strength in the assembly, two candidates of the Congress and one from BJP can get elected comfortably.

However, the fight will be between the third candidate of the Congress and the JDS' Farooq.

Here too, the arithmetic favours the Congress, with the party hoping for support from seven rebels JDS MLAs, who are expected to join the ruling party after the Rajya Sabha polls.

It also expects the support of MLAs from smaller parties- BR Patil (KJP), B Nagendra (independent) and Ashok Kheny (KMP), who have recently joined the Congress.

According to reports, the Congress' decision to field its third candidate came as a blow to JDS that had hoped the Congress would support its candidate, keeping in mind the larger picture of post assembly poll scenario.

Assembly elections in the state are expected in the next two months.

In the 225-member assembly (including one nominated), each candidate will require 44 votes to win a Rajya Sabha seat.

At present, the party-wise strength in the assembly is Congress-122, BJP-43, JDS-37, BSR Congress-3, KJP-2, KMP-1, independents-8, Speaker-1, nominated-1, vacant-7.

Farookh had earlier too contested from JDS during the biennial elections to fill four Rajya Sabha seats from Karnataka in June 2016 but had lost, as eight MLAs from the party voted in support of Congress candidate.

The JD(S) on Tuesday, April 30, announced that former Indian Prime Minister HD Deve Gowda's grandson Prajwal Revanna has been suspended from the party temporarily until allegations against him over sexual abuse are probed.

Revanna and his father HD Revanna, also a JD(S) MLA, were booked on Sunday by the police for sexual harassment and criminal intimidation based on a complaint from a woman, who worked in their household.

"We welcome SIT against Prajwal Revanna. We've taken a decision to recommend our party's national president to suspend him from the party till the SIT investigation is completed, " JD(S) core committee president GT Devegowda said.

Revanna currently is not in India. Opposition members raised concerns over how he was allowed to leave the country.

"A decision was already made. Tomorrow it is to be recommended at the core committee meeting in Hubballi. Because he (Prajwal) is a Member of Parliament, it has to be done from Delhi. So I had requested Deve Gowda (JD(S) National President and former PM). Neither he (Gowda) nor I were aware of this issue," party chief H D Kumaraswamy has said yesterday. "Some issues have come out, based on that it has been decided yesterday itself to suspend (him). But many were in a hurry."

Prajwal, 33, represents the BJP-JD(S) alliance in the Lok Sabha election in Hassan, which happened on Friday.

Kumaraswamy alleged that Congress was manipulating facts to destroy the image of his family amid the controversy over the 'obscene' video case against his nephew Prajwal.

"We are not going to protect him, we will take severe action but the government's responsibility is more," Kumaraswamy said.

"This is the manipulation of Congress to destroy the image of our family. What is the role of Dewegowda Ji or me? We are not responsible for all those things. This is the individual issue of Prajwal Revanna. I am not in contact with him (Prajwal). It is the responsibility of the government to bring him before the law. Morally we have decided to make some decisions," Kumaraswamy told reporters on Tuesday.

Prajwal Revanna sex scandal

The state government under CM Siddaramaiah has formed a Special Investigation Team to look into the matter. In recent days, certain explicit video clips purportedly featuring Prajwal have circulated in Hassan.

In response, Revanna stated his willingness to cooperate with any investigation regarding the allegations of sexual abuse against his son and himself. He affirmed their readiness to accept any legal consequences if the accusations are substantiated.

Prajwal's father HD Revanna said that his son would appear for an SIT probe whenever he is asked to.

A case of sexual harassment and stalking was registered on Sunday against HD Revanna and Prajwal Revanna at Holenarasipur police station based on a complaint by their cook.

The complainant said she is a relative of Revanna's wife Bhavani.

She claimed that four months into her employment, Revanna began sexually harassing her, while his son Prajwal engaged in video calls with her daughter, engaging in "vulgar conversations."

She also alleged that there is a threat to her life as well as other members of her family.

Mangaluru, May 3: The Mangaluru City Corporation will resort to water rationing from May 5 as the Thumbe vented dam, which supplies drinking water to the city, is facing a shortage in water storage.

Instead of daily supply, water will be supplied on alternate days, the Executive Engineer (Water Supply) at the corporation said in a release.

The release said that water will be supplied to Mangaluru City North on May 5. There will be no water supply to Mangaluru City North on May 6. Instead water will be supplied to Mangaluru City South on May 6. Likewise the supply on alternate days will continue.

The inflow in the Netravathi has stopped, the release said, requesting people to cooperate with the corporation and not waste water for washing vehicles and other purposes.

An engineer at the corporation said that water level at the dam stood at 4.27 m on Wednesday against the full storage level of 6 m. If water is supplied daily to the entire city (Mangaluru City North and Mangaluru City South) the existing storage will last only for 16 days, the engineer said. Hence the decision to supply water on alternate days has been taken to supply water till May-end.

Several women, believed to be victims of Prajwal Revanna, have left their homes in Karnataka's Hassan district over the last ten days, according to media reports.

These departures reportedly come amid fear and stigma after their identities became public due to the circulating video clips showing the women who were allegedly sexually assaulted by Prajwal Revanna.

"The entire district is in H D Revanna’s control. You speak ill about them and chances are high that it will reach them, because the family and the party have a large following," a shopkeeper in Hagare - 20 km from Hassan – was quoted as saying by the news paper. 

Hassan is the bastion of the JD(S) supremo Deve Gowda, and Prajwal, his grandson, is the sitting MP.

The family of the woman whose complaint was the basis of the first FIR against Prajwal has now left their home, the publication reported, citing a neighbour who said, "The woman worked at Revanna’s house as a house help. Some of her videos started to circulate and then, her house was seen locked. We don’t know when she left."

Notably, a former Zilla Panchayat member has also filed a rape case against Prajwal, and in that village many women who worked for the party formerly are now incommunicado, a JD(S) leader told the publication. "We noticed many of the party women deleting their photos with Prajwal on social media. In some instances, men are questioning their wives about their association with the MP. It is shattering the lives of many women in the district," he said.

The local leader added that the former Zilla Panchayat member was there on April 24, but no one had seen the family since the videos came out.

The case is currently being probed by an SIT team and when they reached the Revanna residence, party workers were reportedly heard talking about the women. "I know this woman, she lived close to our residence and was very active in JD(S) activities. Her house is locked… she has small children," one said, as per IE.

Another shopkeeper added, "It was really wrong to reveal the faces of the women. I know some of them, and they have gone into hiding. We don’t know whether they can return."

He noted that it is impossible to survive in Hassan while fighting a case against the Revanna family.

While Prajwal's father, H D Revanna is in SIT custody, a Blue Corner notice has been issued against the sitting MP.
