With no alternative, plastic continues to be menace'

Mangalore, December 20: Mangalore City Corporation seems to still have tough time combating plastic menace. Municipal Commissioner Dr Harish Kumar who has brought in ban on plastic says that talking about alternatives to plastic is rather futile because there is no alternative.

 

Addressing the mediapersons on Thursday during 'Meet the Press', an interactive session organized at Press Club, Mangalore, the Commissioner said that though  polypropylene bags are being used instead of plastic in the city, the fact remains that even this material is a form of plastic.

 

“There is no alternative for plastic and I believe there will be none for the next two centuries. But, however not imposing ban on plastic simply because there is no alternative is not a right attitude,” he said adding that he hopes the polypropylene bags will not become a major part of litter in the city because these bags are being charged highly by the vendors.

 

The Commissioner however said that in the days to come, efforts will be made by the MCC to recycle plastic. A plant to extract oil and fat from meat is also likely to come up in the future, he informed.

 

On the effectiveness of the plastic ban, Mr. Kumar said that at present there are five teams which are looking into plastic ban violations in the city. “As long as they carry out their work efficiently, the ban will be effective”, he said. However, Mr. Kumar said that the issue of plastic ban has been challenged and is presently before the court. “Two to three hearings have already been held. The court has not granted any stay so we will continue carrying out our operations. However, we will abide by the court's verdict”, he said.

 

In response to a question as to why plastic manufacturing units cannot be banned in the first place to stop plastic production, Mr. Kumar said that the ban on plastic has been imposed only in Mangalore taluk and hence plastic manufacturers still have the option of selling their products to other parts of the district and the state where the ban is not in force.

 

Door to door waste collection

 

Mr. Kumar said that the MCC is collecting Solid Waste Management Cess of Rs 30 per month towards door to door garbage collection. Some people are objecting to paying the charges at present on the grounds that they have bins to dispose waste off but the MCC is trying to convince them about the advantages of door to door garbage collection.

 

“We plan to impose a penalty of Rs 100 on those who refuse to co-operate with the MCC and in case of continuous non-cooperation, the MCC will not collect garbage from the said individuals' house,” he said.

 

At present, the Rs 30 charge is to be given to the contractors who come to collect garbage at houses. From the next financial year i.e. from April 2013 onwards, the cess would be collected by MCC along with property tax, Mr. Kumar said.

 

New Roads

 

The Commissioner said that a new concrete road near Kudroli temple at an approximate cost of Rs. 11.5 crore and another road between Mangaladevi and Pandeshwar are being laid. The roads will not have a divider in between and the street lights will be placed on either sides of the road. Cycling tracks and track for pedestrians will also feature in these roads, Mr. Kumar said.

 

Answering a query on inaction against multi-storey buildings and complexes which have accommodated shops in the basement, without providing parking space, Mr. Kumar said that most builders have taken the matter to court. “Verdicts are pending in the court of law and there is not a single case where the court has cleared a verdict in terms of illegal buildings and non-provision of parking spaces. Hence the Corporation has not taken action,” he said.

 

On the Thumbay Dam, Mr. Kumar said that by November 2013, the civil work of the new dam is expected to complete which would be followed by mechanical work and the dam is expected to become operational by December 2013. The new dam although measuring 12 metres, would hold only 7 metres of water and the city could avail water for 90 days during the absence of river inflow as against the current 45 day period, he said.

Puttur: The long-cherished dream of a government medical college in Puttur has moved a decisive step closer to reality, with the Karnataka State Finance Department granting its official approval for the construction of a new 300-bed hospital.

Puttur MLA Ashok Kumar Rai announced the crucial development to reporters on Monday, confirming that the official communication from the finance department was issued on November 27. This 300-bed facility is intended to be the cornerstone for the establishment of the government medical college, a project announced in the state budget.

Fast-Track Implementation

The MLA outlined an aggressive timeline for the project:

•    A Detailed Project Report (DPR) for the hospital is expected to be ready within 45 days.

•    The tender process for the construction will be completed within two months.

Following the completion of the tender process, Chief Minister Siddaramaiah is scheduled to lay the foundation stone for the project.

"Setting up a medical college in Puttur is a historical decision by the Congress government in Karnataka," Rai stated. The project has an estimated budget allocation of Rs 1,000 crore for the medical college.

Focus on Medical Education Department

The MLA highlighted a key strategic move: requesting the government to implement the hospital construction through the Medical Education Department instead of the Health and Family Welfare Department. This is intended to streamline the entire process of establishing the full medical college, ensuring the facilities—including labs, operation theatres, and other necessary infrastructure—adhere to the strict guidelines set by the Medical Council of India (MCI). The proposed site for the project is in Bannur.

Rai also took the opportunity to address political criticism, stating that the government has fulfilled its promise despite "apprehensions" and "mocking and criticising" from opposition parties who had failed to take similar initiatives when they were in power. "Chief Minister Siddaramaiah has kept his word," he added.

Mangaluru, Dec 15: Educational institutions in Mangaluru that rely on the popular Mangala Stadium for their annual sports events are bracing for an inconvenience as the city's key sporting venue is set to close its gates for a significant upgrade. The stadium is expected to be unavailable for approximately two months starting from January 15, 2026.

The closure is necessitated by a proposed overhaul of the stadium's facilities, with a special focus on upgrading the synthetic track. Pradeep Dsouza, Assistant Director of the District of Youth Empowerment and Sports (DYES), Dakshina Kannada, confirmed the development.

"Experts have visited the stadium, conducted a thorough inspection, and have given the go-ahead for a complete makeover," Dsouza stated. "Funds have been allocated for the project, and we are currently awaiting the final green signal from state officials to commence the work. We anticipate that the work will likely begin in the second week of January. Consequently, we have stopped renting out the stadium to colleges and other organizations in preparation for the upgrade."

The timing presents a logistical challenge for colleges, as many schools have already concluded their sports meets.

"Colleges will now be organizing their events and will need to find alternative locations to host their sports meets," Dsouza added. He suggested a few potential venues, including the Dakshina Kannada police ground, University College grounds, Panambur grounds, Swaraj Maidan in Moodbidri, and the Mangalore University sports grounds in Konaje.

However, many institutions note that finding a comparable venue will be difficult. While the DK police ground and University College grounds are closer to the city center, they do not possess the extensive facilities and infrastructure offered by Mangala Stadium.

Dr. P Dayananda Pai - P Satisha Govt First Grade College, Carstreet, is one such institution dependent on the stadium. Principal Jayakar Bhandary expressed hope for a swift completion of the work. "We expect the work to be completed at the earliest. If not, we will be forced to look for other venues to host the sports day for our students," Bhandary said, highlighting the pressing need for the city's main sporting facility.

Mangaluru, Dec 7: A 34-year-old fruit and vegetable trader in Mangaluru has reportedly lost ₹33.1 lakh after falling victim to an online investment scam run through a fake mobile app.

Police said the scam began in September, when the victim received a link on Facebook. Clicking it connected him to a WhatsApp number, where an unidentified person introduced a high-return investment scheme and instructed him to download an app.

To build trust, the fraudster asked him to invest ₹30,000 on September 24. The trader soon received ₹34,000 as “profit,” convincing him the scheme was genuine. Over the next two months, he transferred money in multiple instalments via Google Pay and IMPS to different scanner codes and bank accounts shared by the scammers. Between September 24 and December 3, he ended up sending a total of ₹33.1 lakh.

When he later requested a refund of his investment and promised returns, the scammers demanded additional payments, claiming he needed to pay a “service tax” first. Even after he paid a small amount, no money was returned, and the scammers continued pressuring him for more.

A case has been registered at the CEN Crime Police Station.
