Panel appointed by Modi govt proposes new Hajj policy without subsidy

A committee of experts appointed by the Prime Minister Narendra Modi-led union government to examine the India’s Hajj policy has now drafted a proposal which includes abolishing subsidy for the pilgrims and allowing women devotees above 45 to travel in a group of at least four without a male.

The proposed Hajj Policy 2018-22, by a panel headed by former secretary Afzal Amanullah, also recommends bringing down the number of embarkation points (EPs) from which pilgrims can take flights to Saudi Arabia from the present 21 to nine.

The draft was submitted to Union minority affairs minister Mukhtar Abbas Naqvi in Mumbai on Saturday.

“The 2018 Hajj pilgrimage will be in line with the new Hajj policy. It is a better policy, looking at the facilities proposed. It will be a transparent, people-friendly policy. It will ensure safety and security of pilgrims,” Naqvi said.

The policy has been drafted in light of a 2012 Supreme Court order asking the Centre to abolish the Haj subsidy gradually by 2022, sources in the ministry said.

“The highlight of the policy is abolishing the subsidy. Besides, it proposes another major reform – of allowing women aged above 45 to undertake journey without male Mehram in a group of four,” a ministry source said.

Till now, women devotees could not travel without a male Mehram. The term Mehram refers to a male a woman cannot marry at anytime in her life (i.e. father, brother or son etc).

Women aged below 45, however, will have to be accompanied by male Mehrams, according to the policy.

It proposes to increase the quota for Mehrams from 200 to 500.

Sources said the report will be examined in the ministry and shared with all concerned for implementation of the accepted recommendations from Hajj 2018 onwards.

The cut in funds meant for subsidy will be used for educational empowerment and welfare of Muslims, a source in the ministry said.

The policy suggests sending pilgrims by ship, relatively less expensive than flights. The policy says the Saudi government will be consulted regarding Hajj travel by ship and thereafter floating an EOI (expression of interest) to gauge the market for such travel.

According to the policy, the nine embarkation points will be Delhi, Lucknow, Kolkata, Ahmedabad, Mumbai, Chennai, Hyderabad, Bengaluru and Cochin. It also proposes to build suitable Hajj houses at these places “to which states and districts will be tagged properly”.

“EPs are being reduced keeping in mind ship journeys. It proposes inviting global expressions of interest from vessel owners having a capacity of 4,000 plus passengers... Even if 10 such trips are made to Saudi Arabia, 40,000 to 50,000 pilgrims can easily be ferried,” the source added.

The proposed policy aims at rationalising distribution of the Hajj quota between the Hajj Committee of India and private tour operators in the ratio of 70:30 for the next five years. It also stresses on breaking the cartel of contractors with a transparent bidding process.

India has an annual Hajj quota of 1.70 lakh devotees. The policy also proposes to ensure the stay of all Indian Hajj pilgrims in Saudi Arabia within Mina.

Mangaluru: Dakshina Kannada Deputy Commissioner (DC) Mullai Muhilan MP said that election for the South West Teachers and Graduates constituencies will be held on June 3.

The notification for the same will be issued on May 9. The last date for filing nominations is May 16. The nominations must be submitted to Regional Commissioner in Mysuru and the last date for withdrawal of nomination is May 17.

The counting of votes will be held on June 6.

As of December 30, 2023 there are 6753 voters in DK district in the South West Teachers Constituency out of which 4520 are women. On the other hand, there are 16,869 graduate voters in the district for the South West graduates constituency.

The voters can submit their application for enrollment in electoral list of the South West Teachers and graduates constituency till May 6. The applications can be submitted at Mangaluru City Corporation or all the taluk offices.

Bulk applications can be submitted by Bar Association, Doctors association, Chartered Accountants Association, registered engineers association for the graduates constituency.

Those who are graduates prior to November 11, 2020 can enroll for voters list in the graduates constituency  by submitting Form 18 along with photo copy of marks card, Aadhaar card, voters' identity card and residential address.

For getting oneself enrolled in the teachers constituency voters, an individual should be teaching for minimum three years prior to November 1, 2023 in high school or higher educational institutions.

For the teachers constituency, educational institutions can submit applications in bulk. If wrong details are furnished in these applications, then they will be punishable under Section 31 of Representation of People Act, warned the DC.

In response to this dire communiqué, airport authorities swiftly engaged the apparatus of law enforcement, dispatching urgent alerts to the vigilant guardians of public safety. Acting upon the dictates of higher echelons, a formal dossier of this menacing correspondence was meticulously compiled, cloaked in the veil of confidentiality to thwart any premature dissemination.

Mangaluru International Airport found itself in grim camaraderie with more than 30 counterparts under the aegis of the Airport Authority of India (AAI) and private domains, all recipients of this chilling electronic diatribe. A comprehensive net of precautionary measures was swiftly cast, fortifying the bastions of security in anticipation of any nefarious designs lurking within the shadows.

New Delhi, May 5: Actor-turned-politician Kangana Ranaut intended to target an opposition leader but mistakenly ended up attacking her BJP colleague instead. 

A similarity in names - Tejashwi and Tejasvi - was behind Ms Ranaut's fumble. "There's a party of spoilt princes... whether it's Rahul Gandhi who wants to grow potatoes on the Moon, or Tejasvi Surya who does hooliganism and eats fish," she had said.

RJD leader and former Bihar deputy Chief Minister Tejashwi Yadav was supposed to be the original target of her diatribe as one of his videos where he was seen eating fish became a major flashpoint between the BJP and the opposition recently.

Tejasvi Surya, incorrectly referred to by Ms Ranaut during an election rally yesterday, is BJP's Lok Sabha candidate from Bengaluru South constituency in Karnataka.

Meanwhile, Mr Yadav has responded to a clip of Kangana Ranaut's statement. "Ye mohtarma kaun hai?" (Who is this lady?), he posted on X.

Kangana Ranaut has been verbally bashing the Congress party since the BJP fielded her as their Lok Sabha candidate from Himachal Pradesh's Mandi. Congress leaders Vikramaditya Singh - her opponent in Mandi - and Rahul Gandhi have been the main targets on her dartboard.

While addressing a public rally in the Sundernagar area of Mandi Parliamentary Constituency yesterday, Ms Ranaut took a jibe at Mr Singh and Mr Gandhi over dynasty politics and said that both of them have a magic stick for development and talk only about non-practical things.

The Congress hit back saying the 37-year-old actor should first check the facts about her party leaders and speak about dynastic politics. National Media Coordinator for the Congress, Amrit Kaur, also questioned her qualifications on which she got a BJP ticket from Mandi.

The Mandi Lok Sabha constituency will go to polls on June 1, in the seventh phase of the 2024 Lok Sabha elections.
