Whither Secularism: Democratic Society and Minority Rights

We are living in times where the social norms, the values of Constitution have been violated times and over again. The increasing atrocities on dalits, the lynchings of minorities in the name of Cow-Beef have changed the social equations in a drastic way during last few years. This in a way is part of the ascendance of a politics of communalism which believes in narrow, sectarian religious identity as its defining point. This may get further worsened with the big mandate for Modi in 2019 elections. In the aftermath of elections leading to his return to power, Modi in his victory speech made certain observations which are very disturbing on one hand and also give an idea of shape of things to come.

He stated that this election campaign has unmasked the deceitful claims of secularists and that said that now they can’t mislead the country. As per him secularism as a mask has been destroyed in these elections and that secularism was a cover for minority appeasement. He states that minorities have been deceived and cheated by the parties claiming to be secular.

This statement is not just in the euphoria of victory. For communalism it has been a deeper agenda to do away with the practice of secularism. It is true that there had been aberrations and weaknesses in the practice of this concept, with fallacies like the reversal of Shah Bano judgment or opening the gates of Babri mosque for Shilanyas. The assertion that minorities have been appeased is a total lie. The reports of Gopal Singh Commission, Rangnath Mishra Commission and Sachar Committee tell us about the worsening plight of the Muslim minorities. Some fundamentalist elements within Muslim community have been promoted but the Muslim community as a whole has on one hand been economically marginalized and on the other been subjected to social insecurity. Going beyond the obvious one need to understand as to why the shortfalls in the practice of secularism have dogged our nation?

Secularism has been defined and interpreted a various ways. In Indian context ‘Sarva Dharma Sambhave’ has been the major interpretation. Also that state will not interfere in the maters of religion and religion (clergy) will not dictate and state policy has been the major understanding of this concept, secularism, which is core and integral part of the concept of democracy. Some examples of this are in order. In the wake of demand for renovation of Somnath Temple, Gandhi said that Hindu community is capable of building its own temple. While his disciple Nehru did follow Gandhi’s path in times to come. Same Nehru later called the dams, industries and universities as temples of Modern India.

Gandhi in his own way puts it up brilliantly when he says, “Religion and state will be separate. I swear by my religion, I will die for it. But it is my personal affair. The state has nothing to with it. The state will look after your secular welfare…”

Social scientist Rajiv Bhargava points out that secularism “…combats not just discrimination and other worse forms of inter-religious domination such as exclusion, oppression and humiliation. It is equally opposed to intra-religious domination, i.e. the domination (of women, Dalits, dissenters) within every religious community”

Secularism did not have smooth march in India. It came up with the rising classes during colonial period. The classes which came up with the changes like industrialization, communication and modern education. They called the process of comprehensive change as ‘India as a nation in the making’. The streams like those represented by Bhagat Singh, Ambedkar and Gandhi made it the foundation of their political ideology and struggle for better society. They stood for Indian nationalism. While the declining classes of Landlords and kings shaken by the changes in social fabric and loss of their earlier hegemony came up with communal politics. This communal politics in turn had a bifurcation, Muslim communalism and Hindu communalism. They dreamt of Muslim Nation and Hindu nation respectively. As Professor Bipan Chandra points out Communalism regards a community of one religion as a nation. In India it went through different phases of mild, moderate and extreme communalism. Its understanding is that people of one religion have similar interests, which in turn are different from those of other religion, and so the religious communities are made to pitch against each other. This politics regards the ‘other’ community as a threat to its’ own self. At the same time the intra societal hierarchies are put under the carpet, as the deeper agenda of these groups is to maintain those hierarchies of caste and gender.

One of the weaknesses of practice of secularism in India has been the tremendous opposition from communalism which has been on a rise. While in Pakistan, Muslim communalism was strong right from the beginning; in India it has become stronger during last four decades or so. Its strength has been founded on the polarization, which is an outcome of communal violence. Its issues are those of identity issues like Ram Temple, Love Jihad, Ghar wapsi and Holy cow-beef. It is this communalism which has stood as a counter to the secular ethos of the country; it is this which is the major obstacle for secularism being properly implemented. There are many factors which have been conducive to and helping in the promotion of divisive politics of communalism, one of them being the non completion of secularization process, the process whereby the power of landlord-clergy duo is abolished in a society marching towards democracy.

In India, due to colonial rule, the national movement had to direct its energy primarily against the colonial rulers, while the landlords-kings, to be later joined by some elite-middle classes, continued on the margins, giving the life breath to communalism, leading to partition of the country among other negative phenomenon in the society. Surely India’s plurality and diversity, though currently under cloud, will not let the secular values being eclipsed by the sectarian politics, which is currently on the prowl.

Bengaluru: Voting was underway on Friday in the first phase of Lok Sabha polls in 14 constituencies in Karnataka. Polling began at 7 am and will end at 6 pm.

A total of 247 candidates -- 226 men and 21 women -- are in the fray for the first phase covering most of the southern and coastal districts, where more than 2.88 crore voters are eligible to exercise their franchise in 30,602 polling stations.

The Congress and BJP are locking horns on the electoral battleground again in less than a year. This election is witnessing a straight fight between the ruling Congress and the BJP-JD(S) combine unlike the Assembly elections in May last year which witnessed a triangular contest among the three parties.

The state has a total of 28 Lok Sabha constituencies. The second phase of polling in the remaining 14 seats is on May 7.

In the first phase, while the Congress is contesting in all 14 seats, BJP has fielded nominees in 11 and its alliance partner JD(S), which joined the National Democratic Alliance in (NDA) in September last year, in three -- Hassan, Mandya and Kolar.

Besides the three, the segments where elections are being held on Friday are: Udupi-Chikmagalur, Dakshina Kannada, Chitradurga, Tumkur, Mysore, Chamarajanagar, Bangalore Rural, Bangalore North, Bangalore Central, Bangalore South and Chikkballapur.

According to Election Commission, 1.4 lakh polling officials are on duty for the first phase. Besides them, 5,000 micro-observers, 50,000 civil police personnel, and 65 companies of Central Paramilitary Force and State Armed Police force of other States have been deployed for security. All the 2,829 polling stations of Bangalore Rural parliamentary constituency are being webcast.

"This is as per the request of our returning officers and observers; so we have given more than double the Central paramilitary force for Bangalore Rural constituency. Seven companies of Central paramilitary forces have been inducted at the constituency since April 22," Karnataka Chief Electoral Officer Manoj Kumar Meena has said.

In fact, out of the total 30,602 polling stations in the first phase, 19,701 are webcast, and 1,370 covered via CCTVs, he had added. Chikkaballapur has a maximum number of 29 candidates, followed by 24 in Bangalore Central, and Dakshina Kannada has the least number at nine.

JD(S) leader H D Kumaraswamy from Mandya, his brother-in-law and noted cardiologist C N Manjunath from Bangalore Rural on a BJP ticket against Deputy CM D K Shivakumar's brother and MP D K Suresh of Congress, and erstwhile Mysuru royal family scion Yaduveer Krishnadatta Chamaraja Wadiyar from Mysore, from the BJP, are among the prominent candidates in the fray in the first phase.

Also in the contest are BJP MP Tejasvi Surya from Bangalore South pitted against Minister Ramalinga Reddy's daughter Sowmya Reddy of Congress, and Union Minister Shobha Karandlaje on BJP ticket from Bangalore North against former Indian Institute of Management Bangalore professor M V Rajeev Gowda of Congress.

Mangaluru/Udupi: The Dakshina Kannada and Udupi-Chikmagalur Lok Sabha constituencies recorded a tentative voter turnout of 77.4% and 76.1% respectively until 6 pm on Friday. In the 2019 polls, Dakshina Kannada recorded 77.9%, while Udupi recorded a 75.8% voter turnout.

The DK Lok Sabha constituency recorded a poll percentage of 71.8% at 5 pm. Among the constituencies, Sullia recorded a maximum of 78.4%, followed by Belthangady at 75.6%, Puttur at 75.2%, Bantwal at 73.7%, Mangalore at 73.5%, Mangalore City North at 69.8%, and Mangalore City South at 61.8%.

Urban apathy continued, with Mangalore City South recording the lowest polling percentage.

Meanwhile, Banjarumale, a remote village in Belthangady taluk, recorded 100% polling with all 111 voters showing up two hours before polling ended at 6pm.

Another interior polling station at Elaneer in the same taluk recorded 82% polling at 4 pm. The booth has 471 voters. The district has a total of 18,18,127 voters, with 9,30,928 females, 8,87,122 men, and 77 transgender individuals.

A good number of people turned out to vote during the early hours. Voters are bearing the scorching sun while stepping out to exercise their franchise as heat wave is sweeping through the state. 

The polling process remained largely peaceful, with long queues observed at polling stations from 7 am onwards in several polling stations. However, technical glitches caused delays at a polling station in Karopady, and at St. Xavier School Bejai, where polling was reportedly delayed by nearly two hours.

Polling staff at a booth near the Mulki police station mistakenly marked the wrong finger with ink during voting. They reportedly applied ink to the index finger of the right hand. According to sources, at least 50 individuals had their index finger of the right hand inked. Deputy Commissioner Mullai Mulihan clarified, "The matter was promptly addressed by the sector office. This error affected 8-9 voters"

A total of 18.18 lakh voters in the Dakshina Kannada Lok Sabha constituency and 15.85 lakh in Udupi-Chikmagalur hold the power to determine the fate of candidates competing for their respective segments. The polling process is currently underway across 1,876 booths in Dakshina Kannada and 1,842 polling stations in the Udupi-Chikmagalur segment.

In Dakshina Kannada, a closely contested battle is anticipated between Captain Brijesh Chowta representing the BJP and Padmaraj R Poojary from the Congress. Meanwhile, in the Udupi-Chikmagalur constituency, Kota Shrinivas Poojary of the BJP and K Jayaprakash Hegde of the Congress are the prominent contenders.

Mangaluru, May 4: The Mangaluru International Airport was besieged with a harrowing message of terror recently, when an email, purportedly from malevolent elements, menacingly declared the planting of bombs within the airport premises. 

Addressed to the office of the airport authority, the missive, steeped in ominous overtones, bore the ominous signature of a terrorist faction, ominously named 'Terrorizers 111'.

The communication, disseminated in English, ominously detailed the clandestine emplacement of explosives in areas eluding facile detection, accompanied by a chilling warning of their imminent detonation. The threat, ominously looming over not only the infrastructure but also the airborne vessels, portended a catastrophic deluge of bloodshed and loss.

In response to this dire communiqué, airport authorities swiftly engaged the apparatus of law enforcement, dispatching urgent alerts to the vigilant guardians of public safety. Acting upon the dictates of higher echelons, a formal dossier of this menacing correspondence was meticulously compiled, cloaked in the veil of confidentiality to thwart any premature dissemination.

Mangaluru International Airport found itself in grim camaraderie with more than 30 counterparts under the aegis of the Airport Authority of India (AAI) and private domains, all recipients of this chilling electronic diatribe. A comprehensive net of precautionary measures was swiftly cast, fortifying the bastions of security in anticipation of any nefarious designs lurking within the shadows.
