Trump to Overhaul Immigration System to Filter Who Is Allowed Into US

Washington, May 16: U.S. President Donald Trump will outline on Thursday a plan to harden border security and overhaul the legal immigration system to favour applicants who speak English, are well-educated and have job offers, senior administration officials said.

Trump's immigration proposal, the product largely of senior advisers Jared Kushner and Stephen Miller and economic aide Kevin Hassett, is an effort to rally Republicans on an issue that has often divided them.

While its chances of approval by Congress seem distant, the plan will give Republicans an outline they can say they favour as Trump and lawmakers look toward the November 2020 presidential and congressional elections, where immigration will likely be a key issue.

For decades, U.S. immigration laws have given priority to family-based immigration, and about two-thirds of all people granted green cards each year have family ties to people in the United States.

Trump's plan would keep legal immigration steady at 1.1 million people a year, but family-based immigration would account for only a third of that. Instead, high-skilled people with jobs would be given priority, and could bring with them their spouses and children, the officials told reporters at a White House briefing on Wednesday.

It would harden the border by building more of Trump's coveted southern border wall and improve inspections of goods and people at ports of entry to fight drug smuggling. It would propose an increase in fees collected at the border to pay for border security infrastructure.

"Our goal in the short term is to make sure that we are laying out what the president's policy is in terms of what he's looking for from immigration reform, and we would like to see if we could get the Republican Party to come together on these two pillars, which we think is a very, very logical, very mainstream point of view," said one official.

Trump will present an overview of the plan, with details of the "very large document" to be released in coming weeks, the official said.

Shift To Skilled Workers

It does not address some of the hot-button issues in the immigration debate, such as what to do about the surge of people crossing the southern border from Mexico.

Nor does it deal with the "Dreamer" children of immigrants in the country illegally or immigrants in the country under Temporary Protected Status, both of whom are priorities of Democratic lawmakers. The plan also does not include provisions to help farmers and other seasonal employers obtain more guest workers.

Instead, Kushner and others looked at the legal migration systems of Canada, Japan, Australia and New Zealand for clues on how to shift U.S. policy more toward attracting skilled workers and less on uniting extended families.

After studying the systems of the other countries, they found that 12% of migration to the United States was based on employment and skill, compared with 63% for Canada, 57% for New Zealand, 68% for Australia and 52% for Japan.

By giving a preference to immigrants proficient in English and with degrees or training and job offers, the officials said the plan would allow 57% of green cards, which grant permanent legal residency, to be based on employment.

Trump will propose ending the diversity lottery system, which offers applicants from countries with low immigration rates the chance to move to the United States.

The plan also proposes changes to the asylum process, which the Trump administration says is abused. It would result in 10 percent of green cards being given to immigration for humanitarian reasons, down from 22 percent currently.

Senate Judiciary Chairman Lindsey Graham proposed legislation on Wednesday to deal with the surge of migrants from Central America at the southern U.S. border, changes the administration officials described as needed to address the immediate crisis.

Mangaluru, May 12: In a shocking development, a group of pilgrims which had travelled from Mangaluru International Airport to Saudi Arabia earlier this month, to perform Umrah has alleged that 26,432 Saudi Riyals, which were kept in a bag, have been stolen. 

In a complaint submitted to the Bajpe Police, Soukath Banu, wife of Ahmed Iqbal of Ajyad Tours and Travels, said that her husband, Ahmed Iqbal, along with 35 members, planned and scheduled to perform the Umrah and were travelling from Mangaluru International Airport (MIA) via Mumbai to Jeddah. 

Soukath Banu had given Ahmed Iqbal 2,000 Saudi Riyals for performing Umrah and other expenses. The group members were also told to bring Saudi Riyals to meet their expenses.

In her plaint, Soukath stated that the group had left for Jeddah on an IndiGo flight via Mumbai, and their return ticket to India was booked for May 13. 

At the airport, she said that 26,432 Saudi Riyals were collected in total, and they decided to keep them in baggage that had a lock. Accordingly, it was kept in the bag of Mohammad Badruddin Kadambar. The airport staff had even questioned what he had kept in the bag. 

The group reached Jeddah on May 1. To their surprise, Kadambar found that the baggage lock was broken open, the zip was damaged, and cash was stolen upon reaching Jeddah.

DCP (Law and Order) Sidharth Goyal said that following the complaint, one round of CCTV checks was conducted at the MIA along with the CISF personnel. The loading at the MIA was intact.

Further checks have to be carried out at Mumbai and Jeddah Airport as the victim found out that cash was missing only when they got the bag at the final destination, he added.

Mangaluru: Disgruntled BJP leader and former MLA K Raghupathi Bhat, who is contesting the legislative council election as an independent candidate from the South West Graduates constituency, said the BJP has adopted the “godfather culture” of the Congress.

Bhat told reporters here on Saturday, that he has not tried to appease any senior BJP leaders to get a party ticket to contest the MLC poll.

“I am contesting and seeking votes based on my achievements. My contesting may have a negative impact on the BJP. However, I want to go back to the BJP after winning this election,” Bhat said, and refused to answer the actual reason for the denial of a BJP ticket to him.

“I have no idea who played from behind that I was denied a ticket for the MLC poll.

Earlier, the BJP had a culture of selecting candidates for MLA and MLC polls by seeking the opinion of party workers at the booth level, followed by discussions at mandal and district levels.

Now the situation is such that even if one person’s name was sent from the state, the final list will be different. The godfather culture of the Congress has stretched into our party too. Only those who appease leaders get a ticket in the BJP. However, I have not appeased any leader. I believe in the support of party workers, and with this confidence I am contesting the election,” Bhat said.

To a query, Bhat said that he has not contacted by BJP leaders after deciding to contest the MLC poll.

“I have already requested all leaders that I should get the party’s Form B to contest the MLC poll from the South West Graduates constituency. I have told them that I am also contesting as an independent candidate on behalf of the BJP. The ultimate aim of my contesting the election is that senior leaders should know the injustice that honest party workers are facing in the BJP,” he said.

In a humanitarian move, Spain has refused entry to a ship carrying arms from India’s Chennai to Israel to dock at one of its ports, its Foreign Minister José Manuel Albares has said.

The Denmark-flagged cargo ship Marianne Danica sailed from Chennai on April 8 when people in Gaza were observing Ramadan fasting, and was headed to the port of Haifa in Israel, according to maritime tracking portals and Spanish media.

Spain has been extremely critical of the rising civilian casualties due to the Israeli offensive in Gaza and, along with Belgium, has suspended arms exports licenses to Tel Aviv. 

Spokesperson of the Ministry of External Affairs Randhir Jaiswal, at the weekly press conference, only said that they have seen the report of the ship and will revert with more information.

Meanwhile, a source said, “Investigation will reveal if the items on board were cleared for export and if the end user is the same as reported by The Guardian because there are items that are not banned for exports.”

Speaking to reporters in Brussels on Thursday on the issue, Mr. Albares had said, “This is the first time we have done this because it is the first time we have detected a ship carrying a shipment of arms to Israel that wants to call at a Spanish port.”

“This will be a consistent policy with any ship carrying arms to Israel that wants to call at Spanish ports. The Foreign Ministry will systematically reject such stopovers for one obvious reason: the Middle East does not need more weapons, it needs more peace,” he stated.

The ship was carrying 27 tonnes of explosives according to local reports. It was to make a port call at Cartegena in Spain.
In February, Mr. Albares said that they had suspended arms export licences to Israel since October 7, which he said made them “realise” the importance of a “fair and lasting solution” to the Palestinian cause.

The incident comes amid an ongoing row between Spanish Prime Minister Pedro Sánchez’s party and his coalition partners over another ship, Borkum, that was due to dock at Cartegena port on Friday over allegations that it was carrying arms meant for Israel. However, the Spanish government has said that the arms it is ferrying are meant for the Czech Republic.

Belgium had suspended two arms export licences to Israel.

“We welcome the decision of the Spanish government to deny the transit authorisation of the vessel Marianne Danica, in accordance with Tratado (treaty) on Arms Trade and Spanish law,” Amnesty International Spain said on social media platform ‘X’.

The timing also coincides with the Israeli ground offensive inside Rafah. According to the UN Agency for Palestinian Refugees (UNRWA) at least 6,30,000 Palestinians have been forced out of Rafah since the launch of the incursion on May 7.
