CM Siddaramaiah may cash in on caste census report in run up to polls

Bengaluru, Mar 28: With chief minister Siddaramaiah keen to play the Ahinda card ahead of the 2018 assembly polls, there is a possibility of the much-awaited socio-economic caste census (SECC) data being revealed.

According to sources in the chief minister's office, the government recently decided to put the census on the back burner, following objections from senior party leaders. However, the government has been forced to rethink the decision, given that the BJP is going all out to win in Karnataka in the backdrop of its unprecedented performance in Uttar Pradesh. "We are in the process of compiling the report and it may be unveiled soon," said H Kantharaj, chairman, State Backward Classes Commission.

Chief minister Siddaramaiah, too, made his intention clear in his post-budget speech, which categorically mentioned dalits, Muslims and OBCs, the three numerically large communities in the state. He said only the Congress can protect their interests.

Why he's keen on making data public?

As there was no caste-based enumeration after 1931, numerous groups have been demanding the government make the census data public so that they could use it to seek higher representation. In such a scenario, Siddaramaiah is hoping to emerge as the protagonist in their fight for justice by facilitating intra-caste competition.

According to party strategists, the caste data can also change the way elections are fought in Karnataka. The data leaked last year projected the numbers of two politically dominant communities — Lingayats and Vokkaligas who have been traditionally supporting the BJP and JD(S) respectively — to be lower than believed. By making the figures public, the party hopes to woo Ahinda communities by promising to change the way the government has been granting reservation to various castes.

Not just caste reservation, the data has other interesting aspects that could shape political strategy and change the way party tickets are distributed. But some political experts believe making the census public will boomerang on the Congress and create social upheaval.

When the census statistics were was leaked last year, the Congress government received a lot of backlash, especially from Lingayat and Vokkaliga leaders. Many Congress legislators too had opposed it fearing the ire of major communities.

May weaken vote bank: Experts

"The census report may lead to an internal fight among Ahinda groups and weaken the traditional vote bank of Congress. Dalits, who constitute 24% of the state's population, are already fighting over reservation. Madigas, a prominent dalit sub-sect, are seeking implementation of the Justice Sadashiva Commission report while Chalavadi, Bhovia and Lambani sub-sects are opposing it," said Mahadev Prakash, a political commentator.

Political analyst Sandeep Shastri said the caste census report will have both positive and negative implications. "Figures of the nine dominant backward castes may see a sharp rise while dominant caste numbers are likely to decline steeply. The government wants to cash in on the projection of non-dominant OBCs and hope for no negative impact from dominant castes. At another level, the Congress could focus on non-dominant OBCs, keeping in mind that dominant castes are anyway not in its favour."

Udupi: Udupi became the second city on the Karnataka coast after Mangaluru to launch water rationing, a senior official said on Tuesday.

Commissioner of the Udupi City Municipal Corporation Rayappa said that the rationing system will come into force from Wednesday and will continue till the water in the reservoir reaches comfortable levels.

The dam built across the Swarna river at a place called Baje, which is the only source of water for Udupi city, recorded 3.25 meters of water as against the top level of 6.30 meters.

The decision of water rationing will be reviewed periodically until the reservoir regains its fullest levels, the official said.

The Mangaluru City Corporation resorted to water rationing on Saturday following declining water levels in the reservoir built across the Nethravati river at Thumbe.

In a fresh claim, arrested BJP leader and advocate G Devaraje Gowda has alleged that Deputy Chief Minister D K Shivakumar and four other ministers were behind exposing Prajwal Revanna’s sex scam that has brought disgrace to Janata Dal (Secular) H D Deve Gowda family. 

Devaraje Gowda has been arrested in a sexual abuse case. 

Speaking to reporters while being taken to the district prisons, in Hassan on Friday, Gowda alleged that he was offered Rs 100 crore to drag the name of H D Kumaraswamy in the Prajwal’s case. 

“D K Shivakumar had offered me Rs 100 crore to project that H D Kumaraswamy was behind the case. The offer was made through ministers N Chaluvarayaswamy, Krishna Byre Gowda, Priyank Kharge and another minister. They had even sent Rs 5 crore as advance to Bowring Club. But I did not agree. Hence, they hatched a plot to trap me,” Gowda alleged.

“It is D K Shivakumar, who collected all information from Prajwal Revanna’s former car driver Karthik and readied the pen drive. A team of four ministers were formed to handle the issue. As I did not agree to the plan. They planned to bring disrepute to the BJP, Narendra Modi and H D Kumaraswamy,” he said.

Gowda further alleged that former MLC M A Gopalaswamy of Channarayapatna was sent to him for negotiation.

“The main intention of D K Shivakumar is to bring disrepute to Modi and BJP in the case. Besides, he wanted to defame H D Kumaraswamy’s leadership in the state” he claimed. “They filed a sexual harassment and rape case against me, but found no evidence. Now, they are trying to fix me in the pen drive case” he alleged.

Mangaluru: Congress leader and five-time Belthangady MLA K Vasanth Bangera, passed away on Wednesday, at a private hospital in Bengaluru on Wednesday. He was 79.

His health condition had worsened recently, and he was shifted to Bengaluru for treatment. His body is likely to be brought to Belthangady on May 9 and will be kept for public homage, family sources said.

He has the credit of contesting from all three parties - BJP, Janata Dal and Congress. Since 1983, he had contested nine assembly elections and won five times.

Bangera had entered the Legislative Assembly by winning Belthangady constituency as a BJP candidate in 1983 against Gangadhar Gowda of the Congress.

He won had the elections again in 1985 and later joined the Janata Dal. However, he lost the election against Gangadhar Gowda of Congress in 1989.

He became an MLA once again for the third time in 1994. In the 1999 election, Bangera lost to his brother Prabhakar Bangera who contested from BJP.

In 2008, Bangera joined the Congress and won the elections for the fourth time. In 2013, he had once again won the elections against Ranjan Gowda of the BJP, but he also lost the elections to sitting MLA Harish Poonja of the BJP in 2018.

He was born to Kede Subba Poojary and Devaki. He is survived by his wife Sujitha V Bangera, and two daughters Preethitha and Binutha.
