DK all set for GP polls on May 29, dist admin assures free and fair elections

Mangaluru, May 27: Dakshina Kannada Deputy Commissioner A B Ibrahim said that in preparation of the gram panchayat elections - 2015 scheduled to be held on Friday in Dakshina Kannada and other districts in the state, various security arrangements would be in place to ensure safe, free and fair elections in the district.

Briefing mediapersons at a press conference here on Wednesday, he said that the mustering process would be held on Thursday at the designated centre in each taluk in Dakshina Kannada. In the previous Lok Sabha elections, Dakshina Kannada had the highest voter turnout in the state and the district administration wants to maintain this trend in the district, he said.

He said that the day of voting had been declared as a ‘dry’ day and sale of alcohol had been prohibited in the district on Friday.

Speaking about security arrangements during elections in Mangaluru City Police Commissionerate limits on Friday, DCP Vishnuvardhana N said that there were a total of 366 polling booths in 59 gram panchayats in the commissionerate limits, out of which 51 booths had been designated as hyper-sensitive booths and 154 booths had been designated as sensitive polling booths. A total of 59 sector mobiles had been assigned, along with installation of 20 CCTV cameras in sensitive areas, he informed.

He said that around 400-500 police personnel would be deployed in the police commissionerate limits, including 2 KSRP platoons, 4 ACPs, 118 ASIs, 220 Home Guards, 59 PSIs and 264 police constables, as precautionary measures.

DK Superintendent of Police S D Sharanappa said that there were a total of 880 polling booths in the district limits, out of which – 65 booths were in naxal-affected areas, 139 booths designated as hyper-sensitive booths and 216 had been designated as sensitive polling booths. A total of 61 sector mobiles and 15 checkposts have been assigned in the district, he said, adding that anti-naxal combing operations had been conducted in naxal-affected areas in the recent past.

He said that Anti-Naxal Force (ANF) personnel would continue to conduct combing operations until the voting process is completed. Armed police personnel will be assigned to every polling booth in naxal-affected areas on the day of polling. However, there are no particular inputs of threats from Naxal groups. Apart from ANF personnel, around 2,000-2,200 police personnel of all ranks will be deployed in the district, including KSRP personnel, Karnataka Industrial Security Force (KISF) personnel and a company from Kerala security forces, he informed.

Election Observer for Mangaluru sub-division P L Jyothindra said that several training programmes had been conducted for election observers and enumerators in view of gram panchayat polls.
Mr Ibrahim said that till date, a total of 19 instances of poll-code violations had come to the notice of the district administration, most of which concerned canvassing for votes in the name of political parties or leaders – Mangaluru taluk – 2, Bantwal taluk – 9, Belthangady taluk – 6, Puttur taluk – 1 and Sullia taluk – 2.

He said that a total of 84 symbols had been opted by the total number of candidates for the impending polls. The most sought-after symbol by ward-wise candidates is an auto-rickshaw (1045 candidates), he told mediapersons.

Holiday for schools on poll day

Padua High School, Mangaluru has been selected as the mustering, de-mustering and counting centre during the elections in Mangaluru taluk, Infant Jesus English Medium School, Modankapu in Bantwal taluk, SDM Pre-University College, Ujire in Belthangady taluk, Vivekananda English Medium High School, Thenkila Puttur in Puttur taluk and Nehru Memorial College, Sullia in Sullia taluk.

In view of the elections, Friday has been declared a holiday for government schools, Anganwadis, public sector banks and gram panchayats.

Addressed to the office of the airport authority, the missive, steeped in ominous overtones, bore the ominous signature of a terrorist faction, ominously named 'Terrorizers 111'.

The communication, disseminated in English, ominously detailed the clandestine emplacement of explosives in areas eluding facile detection, accompanied by a chilling warning of their imminent detonation. The threat, ominously looming over not only the infrastructure but also the airborne vessels, portended a catastrophic deluge of bloodshed and loss.

In response to this dire communiqué, airport authorities swiftly engaged the apparatus of law enforcement, dispatching urgent alerts to the vigilant guardians of public safety. Acting upon the dictates of higher echelons, a formal dossier of this menacing correspondence was meticulously compiled, cloaked in the veil of confidentiality to thwart any premature dissemination.

Mangaluru International Airport found itself in grim camaraderie with more than 30 counterparts under the aegis of the Airport Authority of India (AAI) and private domains, all recipients of this chilling electronic diatribe. A comprehensive net of precautionary measures was swiftly cast, fortifying the bastions of security in anticipation of any nefarious designs lurking within the shadows.

Mangaluru: Former MLC Ivan D’Souza on Monday led a delegation to the Passport Seva Kendra in Mangaluru, urging the authorities to provide basic facilities for applicants. D’Souza addressed the media, highlighting the lack of essential amenities at the Mangaluru PSK. “I have requested the authorities to provide basic facilities for people visiting the PSK.

There are no chairs for the convenience of people who arrive at the PSK. They are forced to sit or stand by the side of the road or on footpaths. Additionally, there is no parking facility, no washrooms, and water has not been provided for the public,” the Congress leader stated.

An average of 500 to 600 people from various parts of the state visit the PSK. They have to wait in the scorching heat of the sun, D’Souza mentioned, urging the govt to address these issues promptly. “Officials have agreed to find solutions to the problems faced by the people. Meanwhile, we have also demanded that the PSK be relocated to a more convenient space. We have suggested that the PSK could be moved to the old DC’s office, where there is sufficient space. If our demands are not met, we will hold a protest,” D’Souza explained.

Ashraf Kinara, vice-president of the Dakshina Kannada Waqf Advisory Committee, echoed the sentiment, stating that the authorities should either provide all basic facilities for passport applicants at the PSK or relocate the centre to a better location.

Mangaluru, May 8: The health officials in Dakshina Kannada are concerned over the increase in dengue cases in the rural areas of the district. They've seen 108 cases since January, compared to 45 last year. 

Dr. Naveen Chandra Kulal, who works on controlling diseases spread by insects, says humidity makes mosquitoes breed more.

People storing water in pots and drums during summer also make more mosquitoes, he added. 

In Lingappayyakadu village near Mulky, a survey found people store lots of water because they don't have regular drinking water. Dr. Kulal says this water becomes a place for mosquitoes to breed if containers aren't closed properly.

Dengue cases are also rising in Bengaluru, Mysuru, and other districts, he said. Even though there haven't been big groups of dengue cases in Dakshina Kannada yet, the health department is trying hard to stop it from spreading. They're doing things like teaching people how to prevent dengue and getting rid of places where mosquitoes can breed.

So far this year, Dakshina Kannada district has only had 16 cases of malaria. Dr. Kulal says many of these cases were among workers who came from other states to work on building sites.

Dr. Thimmaiah HR, who works for the health department, says if people have a fever, they should go to the nearest clinic or hospital. He also says they should get tested if they have symptoms of dengue or malaria and be careful about the hot weather.
