Grievance meetings failed in addressing Dalits' problems in DK: SC-ST panel chief

Mangaluru, June 22: Karnataka State Schedule Castes and Schedule Tribes Commission chairperson Basanna K Chalavadi said that several problems faced by people belonging to SC/ST communities had come to his notice in Dakshina Kannada district and expressed surprise to find such problems even after grievance meetings were held on a regular basis in the district.

Speaking after hearing grievances at the grievance meeting held at the deputy commissioner’s office here on Monday, he said that it was unfortunate that the practice of charging donations and collecting extra fees from students belonging to SC/ST communities existed in the district and he would look into the matter.

He said that he would notify the deputy commissioner to determine how much of DC Manna land was available in the district and how much had been distributed to beneficiaries. He said that he would also take serious cognizance of the lack of facilities for students in SC/ST hostels and rectify the matter.

In the grievance meeting, several SC/ST community leaders and representatives expressed grievances on issues such as delay in construction of Ambedkar Bhavan, DC Manna land for depressed classes, denial of opportunities through fake caste certificates and collection of extra fees and donations from SC/ST students in privately-run colleges in the city.

A Dalit representative complained that extra fees and donations had been collected from several students by privately-run colleges during admissions although the norm called for providing education free of cost to SC/ST and other backward students.

Another representative Devdas said that the delay in construction of an Ambedkar Bhavan in the district should be seriously considered and urged that the foundation stone should be laid as soon as possible.

Dalit leader Shekhar from Belthangady taluk alleged that the police had filed a chargesheet against Vittal Malekudiya for alleged links with naxalites, although no proper evidence had been found in this regard. The police have included false evidence in the chargesheet and have falsely implicated an innocent person, he said, urging a thorough investigation in this regard and justice to the accused.

He also complained that Malekudiya families residing in a remote village in Charmadi ghats faced difficulty since the only road leading to their village was privately owned and they had to seek permission to travel on the road.

S P Anand pointed out the lack of accommodation and facilities for students SC/ST hostels in the district. He urged that SC/ST grievance meetings chaired by Deputy Commissioner should be held monthly.

Sadashiv from Bagalkote district, residing in Dakshina Kannada temporarily for his work, grieved that he had been falsely implicated by his neighbours and the police in an assault case pertaining to Kavoor police station limits without proper investigation, despite protesting his innocence.

Another representative urged the commission to issue a directive to hold SC/ST grievance meetings twice a year in each gram panchayat and once a month in each police station, to address the grievances of SC/ST communities.

Mr Chalavadi said that he would try to resolve all grievances in a constitutional manner and would not hesitate to take strict action when dereliction of duty was noted among officials. Show cause notices will be served to officials and action would be taken against them where SC/ST grants were found to be misused, he said, adding that around 2036 complaints related to land disputes, atrocities, misuse of SC/ST grants and fake caste certificates had been received by the state commission, out of which most were still pending.

A meeting was also held to review the progress of various schemes taken up with the SC/ST grants at the deputy commissioner’s office.

Mangaluru, Dec 16: The Mangaluru City police have significantly escalated their campaign against drug trafficking, arresting 25 individuals and booking 12 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act between November 30 and December 13. The crackdown resulted in the seizure of a substantial quantity of illicit substances, including 685.6 grams of MDMA and 1.5 kg of ganja.

The success of this recent drive has been significantly boosted by the city’s innovative, QR code-based anonymous reporting system.

"The anonymous reporting system has received an encouraging response. Several recent arrests were made based on inputs received through this system, helping police tighten the noose around drug peddlers," said the City Police Commissioner.

The latest arrests contribute to a robust year-to-date record, underscoring the police's relentless commitment to combating the drug menace.

Up to December 14 this year, the police have registered a total of 107 cases of drug peddling, leading to the arrest of 219 peddlers. Furthermore, they have booked 562 cases of drug consumption, resulting in the arrest of 671 individuals.

The scale of the seizure for the year reflects the magnitude of the problem being tackled: police have seized 320.6 kg of ganja worth ₹88.7 lakh and 1.4 kg of MDMA valued at ₹1.2 crore. Other significant seizures include hydro-weed ganja worth ₹94.7 lakh and cocaine worth ₹1.9 lakh, among others.

The Commissioner emphasized a policy of rigorous enforcement: "We ensure that peddlers are caught red-handed so that they cannot later dispute the case or claim innocence."

To counter the rising trend of substance abuse among youth, the Mangaluru City police have rolled out uniform guidelines for random drug testing across educational institutions.

As part of the drive, tests were conducted in approximately 100 institutions, screening an estimated 5,500 to 6,000 students in the first phase. 20 students tested positive for drug consumption during the initial screening.

Students who tested positive have been provided counselling and are scheduled for re-testing in the second quarter. The testing will also be expanded to students not covered in the first phase. In a move to ensure strict implementation, police personnel were deployed in mufti in some institutions. Reiterating a zero-tolerance stance, the Commissioner confirmed that random testing will continue, and colleges have also been instructed to conduct drug tests at the time of admission to deter substance abuse from an early stage.

Mangaluru, Dec 2: Mangaluru International Airport responded to a medical emergency late on Monday night. Air India Express flight IX 522, travelling from Riyadh to Thiruvananthapuram, was diverted to Mangaluru Airport after a passenger in his late 30s experienced a medical emergency on board.

The Airport’s Operations Control Centre received an alert regarding the passenger’s health condition. The airport activated its emergency response protocol, mobilising the airport medical team and coordinating with stakeholders including CISF, immigration, and customs. 

Upon landing, airport medical personnel attended to the passenger, assessed his condition, and arranged to shift him to a local tertiary-care hospital for further treatment. The passenger’s relatives accompanied the passenger, who incidentally received necessary medical care on board, which helped stabilise the situation.

Following the handling of the emergency, the flight departed for Thiruvananthapuram at 2:05 am on Tuesday.

"We appreciate the cooperation of all parties involved, and this incident reaffirms our ongoing commitment to prioritising passenger safety and readiness to respond to unforeseen emergencies with professionalism and care," the Airport spokesperson said.
