Habitual cyber offenders to be brought under Goonda Act

Bangalore, Aug 4: Habitual cyber offenders will be booked under the amended Goonda Act, which was passed by the state legislature last week, Home Minister K J George said today.

In a recent case, police have said they were considering invoking the amended Goonda Act against a right-wing activist who had launched verbal attacks on women and posted alleged inflammatory remarks against a minority community on Facebook.

V R Bhat, the accused, was arrested on August 2. In a complaint filed with police, a woman has alleged that Bhat, in his reply to her Facebook post, made the objectionable remarks. Another complaint by a woman journalist alleged that Bhat made inflammatory remarks against a minority community.

The Act includes "acid attackers, bootleggers, depredator of environment and digital offenders", George told reporters.

The Act also covers drug offenders, gamblers, goondas, immoral traffic offenders, land-grabbers, money launderers, sexual predators and video or audio pirates, he said.

The government decided to bring sexual offences under the Goonda Act following a public outcry against increasing rapes across the state, including the one at a public school in Bangalore, George said.

Government had assured the legislature that it would try to amend the Goonda Act to bring sexual offenders under it when the Opposition BJP created a ruckus over the alleged gang rape of a six-year-old student at Vibgyor High school here.

George also said the government has set up an expert committee headed by former Law Minister M C Nanaiah to suggest amendments to the law related to sexual assault cases and enhancement of punishment for the crime.

The committee will submit its report along with its recommendations in next three months, George said.

Spurt in the incidents of sexual assault on women and children and ruckus inside and outside legislature forced government to form the committee, the Minister said.

"The committee comprises legislators, representatives of various organisations and legal experts," he said.

Brushing aside the reports that a clean chit has been given to skating instructor Mustafa in the 6-year-old girl rape case at Vigyor High School, George said "Nowhere our officers have told that arrested person (Mustafa) is innocent. Still investigation is going on."

He said "it is left to the investigating officer to arrest somebody for interrogation, and till we chargesheet people, investigation will go on. We have to find out who is really guilty and who is not."

To a query, George said Chairman of the school, Rustom Kerawalla, is accountable for the crime as he did not bring the incident to the notice of victim's parents and police.

"It is not a blind case. Already, investigation is going on very seriously and we will investigate, and guilty will be punished," he added.

Mangaluru police have arrested a 27-year-old NRI on his return from Saudi Arabia in connection with an Instagram post allegedly containing derogatory and provocative remarks about the Hindu religion, officials said on Monday.

The accused, Abdul Khader Nehad, a resident of Ulaibettu in Mangaluru, was working in Saudi Arabia when the post was uploaded, police said.

A suo motu case was registered at the Bajpe police station on October 11 after an allegedly offensive post circulated from the Instagram account ‘team_sdpi_2025’. Police said the content was flagged for being provocative and derogatory in nature.

During the investigation, technical analysis traced the Instagram post to Nehad, who was residing abroad at the time, a senior police officer said. Based on these findings, a Look Out Circular (LOC) was issued against him.

On December 14, Nehad arrived from Saudi Arabia at Calicut International Airport in Kerala, where he was taken into custody on arrival. Police said further investigation is underway.

Mangaluru: Public transport in Mangaluru is set for a state-led transformation as the government moves to deploy 100 new electric govt buses to replace unreliable private services. The initiative aims to provide a dependable alternative to private operators who have been frequently "cutting trips," leaving thousands of commuters stranded.

The announcement was made by Deputy Commissioner and MCC Administrator Darshan HV during a public phone-in session. The move specifically targets routes where private bus service has become erratic, ensuring that citizens no longer have to rely on a fluctuating private sector for their daily commute.

Restoring the Govt Presence

The transport crisis was brought to the forefront by Ramayya, a resident of Bajal, who highlighted a growing trend of private buses skipping morning and night trips. With the previous KSRTC (govt) services discontinued, residents have been left without a fallback option.

To fix this, the DC confirmed that the PM-eBus Sewa Scheme will bring 100 government-owned electric buses to the city:

•    Phased Deployment: The first 50 of the new 100 government buses are scheduled to arrive by March 2026.

•    State Infrastructure: Two new government depots, including one at Mudipu, are being prepared for operations.

•    Recruitment: The state has already begun training a new batch of government bus drivers to ensure the fleet is operational the moment it arrives.

Mangaluru: In a significant step to curb online hate and intimidation, Mangaluru City Police have registered a suo motu case against multiple Instagram accounts accused of circulating alleged provocative and threatening content.

While monitoring social media activity on Tuesday, Kankanady Town PSI Anitha Nikkam identified the Instagram handle ‘team_targetttt_900’ for posting a hate message alongside images of lethal weapons. Another account, ‘team_nagara_900’, allegedly shared a threatening post targeting activist Bharath Kumdelu, tagging additional pages such as KARAVALI-OFFICIAL.

Several other accounts — including ‘immu_bhai.fan’, ‘target_boy_900’, ‘kings_of_manglore’, ‘team_target_boys.900’, ‘arshad_mangalore’, ‘target_ka19_ullal’, ‘team_target__’, ‘troll_tigersz_900’, ‘tr_group_900’, and ‘team_target_900’ — are also under scrutiny for spreading similar inflammatory material, police said.

Authorities have urged citizens, especially young social media users, to report suspicious pages and avoid engaging with groups that glorify violence or threaten individuals. Online hate can quickly escalate into real-world harm, and police stress that sharing or promoting such content can attract legal consequences.
