64-yr-old Medical Council of India abolished; National Medical Commission comes into existence

New Delhi, Sept 25: The National Medical Commission (NMC), in place of the Medical Council of India (MCI), as the country's apex regulator of medical education and profession has come into existence from Friday.

With the NMC coming into being, the Board of Governors (BoG) which superseded the MCI on September 26, 2018, to perform its functions, has been dissolved and the nearly 64-year-old Indian Medical Council Act abolished.

Former head of the All India Institute of Medical Sciences ENT department, Dr Suresh Chandra Sharma has been appointed as chairman for a period of three years with effect from Friday, while Rakesh Kumar Vats, who was Secretary General in the Board of Governors of the MCI, is the secretary of the commission.

The NMC Act, which seeks to usher in mega reforms in the medical education sector, received the assent of the president on August 8, 2019 and was published the same day.

The Act provided for setting up of an NMC in place of the scam-tainted Medical Council of India.

The four autonomous boards under the NMC Act -- the Under-Graduate Medical Education Board (UGMEB), Post-Graduate Medical Education Board (PGMEB), Medical Assessment and Rating Board and the Ethics and Medical Registration Board -- have also been constituted and comes into existence from Friday, according to the notifications issued by Nipun Vinayak, Joint Secretary in the Ministry of Health on Thursday.

"In pursuance of the provisions of sub-section (1) of the section 60 of the National Medical Commission Act, 2019, the Indian Medical Council Act, 1956 is hereby repealed with effect from the 25th day of September, 2020.

"The Board of Governors appointed under section 3A of the Indian Medical Council Act, 1956 in supersession of the Medical Council of India constituted under sub-section (1) of section 3 of the said Act shall stand dissolved," one of the notifications read.

The NMC comprises a chairman, 10 ex-officio members and 22 part-time members.

The ex-officio members include presidents of the four autonomous boards.

"In pursuance of the provisions...of the National Medical Commission Act, 2019 , the central government hereby constitutes the National Medical Commission," another notification read.

"Now, therefore, in exercise of the powers...the central government hereby notifies that all the remaining provisions of the National Medical Commission Act, 2019, shall come into force with effect from the 25th day of September, 2020," another one read.

Dr Sharma, was on January 2, appointed the chairman of the NMC after the Appointments Committee of the Cabinet approved his appointment for a period of three years.

"Under sub-section (2) of section 4, the Chairperson of the National Medical Commission (Dr Suresh Chandra Sharma) is appointed for a period of three years with effect from September 25," according to a notification said.

Vats, the Secretary General in the Board of Governors of the MCI,was appointed as the secretary of the commission for a similar term on January 2

Bengaluru: The results of the first examination for the 2nd Pre-University (PU) students were out Wednesday, registering an increase of six percentage points.

The results will be announced in colleges at around 3 pm today. Results were made available online at 11 am. Students can visit www.karresults.nic.in to check their scores.

A total of 6. 81 lakh candidates appeared for the examination and 5.52 lakh students passed. The overall pass percentage is 81.15 %. 305212 girls and 247478 boys passed the exam. The pass percentages of girls and boys are 84.87% and 76.98% respectively.

Medha D of NMKRV PU College, Bengaluru, emerged as the topper in the Arts stream by scoring 596 for 600.

In the Commerce stream, Gnanavi M from Vidyanidhi Independent PU College, Tumkur, topped the list by scoring 597 out of 600. In Science, the topper is A Vidyalakshmi of Vidyanikethan Science PU College, Hubballi, with 598.

Karnataka School Examination and Assessment Board chairperson N Manjushree said the second exam will be held between April 29 and May 16. Students can apply for revaluation, she specified.

The Karnataka 12th examination was conducted from March 1, 2024, to March 22, 2024, at various exam centres in the state. 

According to officials, around 7 lakh students have appeared for Karnataka Class 12 board examination this year.

New Delhi, Apr 12: India on Friday asked its citizens not to travel to Iran or Israel amid escalating tensions between the two countries following a strike on the Iranian consulate in Syria 11 days ago.

Iran blamed Israel for the strike and there have been fears that Tehran may launch an attack on Israel soon.

In an advisory, the Ministry of External Affairs (MEA) also urged the Indians residing in Iran and Israel to exercise utmost precautions about their safety and restrict their movements to minimum.

“In view of the prevailing situation in the region, all Indians are advised not to travel to Iran or Israel till further notice,” it said.

“All those who are currently residing in Iran or Israel are requested to get in touch with Indian Embassies there and register themselves,” the MEA said.

“They are also requested to observe utmost precautions about their safety and restrict their movements to the minimum,” it added.

Mysuru, Apr 13: Karnataka Chief Minister Siddaramaiah said that Prime Minister Narendra Modi, who will be visiting Mysuru on Sunday, is welcome in the state.

"Let him come and go. He is the PM. But he should tell people about what he has done to the people of Karnataka. Let him answer about the injustice done by the Union Government towards the state in terms of giving tax share, not releasing drought relief funds yet and also about the unemployment issue," he said.

The Chief Minister was speaking to media people near his residence at Sharadadevi Nagar in Mysuru on Saturday.

Reacting to a question on BJP's slogan, 'Teesri Baar Modi Sarkar, Ab Ki Baar Char Sau Paar' (Modi government for the third time with over 400 seats), CM Siddaramaiah said, "This slogan is only a strategy to divert the minds of people. Because, according to me, the NDA will not get an absolute majority/simple majority this time in the Parliament elections."

"I.N.D.I.A. bloc and the parties which are against BJP will get a majority in the Lok Sabha polls," he said.

Responding to the statement of BJP leaders that 'even if B R Ambedkar comes, the Indian Constitution cannot be changed', Siddaramaiah said, "BJP is always against the Indian Constitution. Savarkar and the second Chief of RSS M S Golwalkar both opposed the Indian Constitution written by Baba Saheb B R Ambedkar on January 26, 1950."

"When BJP MP Ananth Kumar Hegde spoke about changing the Indian Constitution twice, why wasn't he punished? Why wasn't he suspended from the party? Why didn't they drop him from the cabinet?"

"Hegde was not given a ticket for the LS polls, as he had not done any work in the five years and was only active for the last three-four months of his term. The reason Hegde was not given a ticket was because BJP had realised that he would lose the elections, and not because of his statement related to the Constitution" the Chief Minister said.

Meanwhile, regarding the nabbing of the two key suspects in the Rameshwaram Cafe blast case in Bengaluru, Siddaramaiah said, "I thank the National Investigation Agency (NIA) and also the Karnataka police for tracing and arresting the accused in the case, in Kolkata."

"They will be brought to Bengaluru and further information related to the case will be known after their interrogation," he said.
