Karnataka crisis: Congress seeks disqualification of rebel MLAs

Bengaluru, Jul 9: Fighting to save the coalition government in Karnataka, the Congress on Tuesday sought the assembly speaker's intervention in disqualifying its rebel legislators and accused the BJP of using money power to lure its members after another MLA quit the party.

In a counter offensive after 13 MLAs resigned Saturday dealing a blow to the 13-month-old government, a delegation of Congress leaders met Speaker K R Ramesh Kumar and submitted the petition seeking, under the anti-defection law, disqualification of the rebel legislators in line with the decision taken at a meeting of the Congress Legislature Party (CLP) Tuesday.

The move comes a day after all the ministers in the Congress-JD(S) coalition government resigned, paving the way for a cabinet reshuffle to accommodate disgruntled legislators.

Even as the CLP took the decision to petition the speaker, party's Shivajinagar MLA R Roshan Baig, who was suspended recently for alleged anti-party activities, put in his papers.

"Today I have submitted my resignation from the Karnataka assembly to the speaker," Baig told reporters here, three days after 13 MLAs -- 10 of Congress and three of JD(S) -- quit from the government headed by H D Kumaraswamy.

The rebel MLAs, camping in Maharashtra, however, appeared undeterred by the Congress's disqualification move and said there was no question of them withdrawing resignations.

"There is no question of us withdrawing resignation. We have resigned voluntarily and have not indulged in any anti-party activity," Congress MLA S T Somasekhar told reporters.

Two other rebel MLAs - Ramesh Jarkiholi and Byrati Basavaraj -- also echoed similar views.

Briefing media after meeting the Speaker, state Congress president Dinesh Gundu Rao said according to the CLP decision, they submitted the petition seeking action against the MLAs "who have resigned and have joined hands with the BJP to bring down the government".

The anti-defection law applies to them, he claimed, adding further action will be taken by the Speaker. "I hope that they will be disqualified to save democracy."

The Speaker, who was expected to examine the resignations submitted by the 13 MLAs Tuesday, later said he had asked the Congress leaders to place material evidence, if any, (in support of their petition) on July 11 and on hearing them he would decide on the next course of action.

Earlier, the CLP meeting, the first after the present crisis hit the government, saw 20 MLAs, including the 11 who had tendered their resignations, being absent.

Congress sources said seven MLAs had sought permission to skip the meeting citing health grounds among other reasons.

Emerging from the meeting, CLP leader and former chief minister Siddaramaiahasked the party MLAs who had resigned to come back or face the consequences.

He alleged that these rebel MLAs have "colluded with BJP and at the behest of the BJP these people are trapped".

AICC general secretary K C Venugopal, Gundu Rao, KPCC working president Eshwar Khandre, deputy chief minister G Parameshwara among others were present at the meeting.

However, the party has decided not to seek disqualification of seven-time MLA Ramalinga Reddy, as he has made it clear he was not quitting the party, Rao said.

Congress leaders and MLAs staged a dharna in front of the Gandhi statue at Vidhana Soudha, the state secretariat, for an hour after which they submitted the petition to the Speaker.

Noting that the act of MLAs attracted provisions of the anti-defection law, Siddaramaiah said along with disqualification, "We have also requested that they should not be allowed to contest election for six years. I hope the Speaker will act according to the provisions of the act."

He alleged the BJP in an anti-democratic way has been indulging in destabilising the democratically elected governments in Karnataka and other states.

Siddaramaiah claimed ever since the coalition government was formed in Karnataka, the saffron party had been "continuously and constantly" trying to topple it.

Five times they have attempted to destabilise the government, this is their sixth attempt, they are trying to destabilise this government, he said, as he alleged that the national leaders of party including Prime Minister Narendra Modi and Home Minister Amit Shah were directly involved.

The BJP has been rejecting allegations of its involvement in the resignation of the MLAs.

Siddaramaiah also said all MLAs had been asked to attend the assembly session, starting on July 12, without fail.

The CLP meeting discussed the ongoing political developments and all the MLAs who attended have reiterated their loyalty to the party, he said.

Alleging that BJP was luring the MLAs with money, he questioned "where did the money come from? With money power and political power they are trying to destabilise the government."

"Some of our MLAs have fallen into the trap of BJP, I dont know whether they have understood the provisions of law or not, the provisions of the 10th Schedule- anti-defection law," he said.

The ruling coalition faces the threat of losing its majority if the resignations of the rebel MLAs are accepted.

The JD(S)-Congress coalition's total strength is 116 (Congress-78, JD(S)-37 and BSP-1) besides the speaker.

With the support of the two independents, who Monday resigned from the ministry, the BJP has 107 MLAs in the 224-member House, where the half-way mark is 113.

If the resignations of the 14 MLAs are accepted, the coalition's tally will be reduced to 102. The speaker also has a vote.

It is shome to our country that people elected by public as MLA and MP are selling their faith, trust and patriotism for the sake of money.  It seems as if they contest only with the intention of grabbing ministerial position to loot maximum possible wealth.   It is also shame that there is no law for disqualifying such opportunists.   Politicians are not interested in passing such bill to avoid jumping from one party to another based on the situation.  There is law for public but no law for politicians.  There is age restriction for public but no age limit for these opportunists and traitors.   Few MLAs in Karnataka have put themselves on sale and BJP is buying them for crores of rupees (which they have collected from industrialists agreeing for returning with interest).   This is a high time to introduce Bill in parliament to disqualify the opportunists for shifting from one party to another and also any party who is doing horseriding should also be disqualified.   Public should reject such opportunist leaders and should kick on their ass if they approach begging for vote next time.  Such opportunists should be stripped and marched in public making them sit on donkey.     If any MLA is resigning he should be disqualified from the POst and should not be allowed to jump to another party.   Shame on you opportunists for betraying us.   You are after money.  Shit on your face.  You are not human being.  Animals are better than you.   YOu are betraying the nation and constitution.   You have no right to be MLA or MP.

Bengaluru, May 18: JD(S) patriarch HD Deve Gowda, who turned 92 on Saturday, broke his silence on the sexual abuse charges leveled against his grandson and MP Prajwal Revanna. He stated that he has no objection to the action taken against him if found guilty. However, he mentioned that the cases against his son, JD(S) MLA HD Revanna, who is facing charges of sexual harassment and kidnapping of a woman, were 'created'. He refrained from further commenting as the matter is sub judice.

Recently, Gowda announced his decision not to celebrate his birthday and requested well-wishers and party workers to wish him from wherever they are.

"... I don't want to comment on things that are going on in the court regarding Revanna. Prajwal Revanna has gone abroad. Regarding that, Kumaraswamy (Gowda's other son and state JD(S) chief) has, on behalf of our family, said it is the duty of the government to take action in accordance with the law of the land," Gowda said.

Addressing reporters, the former PM said, "There are several people connected to these sexual abuse cases. I don't want to mention anyone's names. Kumaraswamy has stated that those involved in this matter should face action, and the affected women should get justice and compensation."

"There is no objection from us to taking action against Prajwal. But people have come to know the facts about the allegations made against Revanna, how the case has been created. In one case, he has been granted bail, and in another case, the judgment is expected day after tomorrow... I don't want to comment on it," he said, concurring with Kumaraswamy's statement that if found guilty, no one should be spared.

Prajwal (33) is facing charges of multiple instances of sexually abusing women. The scandal has sparked a political storm with the ruling Congress and BJP-JD(S) engaged in a slugfest.

Prajwal reportedly left for Germany on April 27 and is still at large. An Interpol Blue Corner Notice has been issued against him in an effort to bring him back.

He was the BJP-JD(S) alliance's joint candidate from the Hassan Lok Sabha segment, which went to polls on April 26.

Meanwhile, Gowda's 66-year-old son, Revanna, a former Minister, has been granted interim anticipatory bail from a court here in a sexual harassment case in which his son Prajwal is also an accused.

Asked whether there was a conspiracy to defame and politically scuttle his family, Gowda said, "It is true... considering all that has happened, several people are involved. I won't mention names. Kumaraswamy will address what action needs to be taken."

Responding to a query on BJP leader and advocate G Devaraje Gowda's allegations that Deputy Chief Minister DK Shivakumar is behind the circulation of a pen drive containing explicit videos involving Prajwal Revanna, Gowda said Kumaraswamy will respond to all of this.

"We have seen in the media what Devaraje Gowda has said. Kumaraswamy, as the party's state President, has been actively responding to all this. He will speak. I won't at this point. I had campaigned for the Lok Sabha polls. On June 4, after the Lok Sabha poll results are announced, I will meet with you (media)," he added.

Gowda also appealed to media persons campaigning near his house to end it. "I also appeal to your owners."

Madikeri: A 15-year-old was bludgeoned to death and the accused fled with her severed head at Mutlu village in Somwarpet of Kodagu district on Thursday late night, hours after her SSLC examination result was declared.  

The victim has been identified as US Meena, a 10th grade student of Surlabbi High School. She had passed the SSLC examination and her school attained 100% results. 

However, she was brutally murdered by accused Prakash (32), a resident of the village. The police have launched a search operation to find the suspect, said Kodagu SP K Ramarajan 

It is said that the minor girl's engagement with the suspect was thwarted by officials from Women and Child Development department on May 9, and later officials had even convinced her parents of not to marry the minor girl.

However, the suspect barged into her house in the night and allegedly kidnapped her. Later, he took her to an area near the periphery of the forest and murdered her after which he fled with her severed head.

Victim's mother too has suffered injuries and is admitted to a hospital for treatment. The reason for the murder will be known after the probing officials have inquired the victim's mother, said the SP.

Bengaluru: JD(S) leader H D Kumaraswamy has claimed that 25,000 pen drives with videos of women being sexually abused allegedly by his nephew, Lok Sabha election candidate Prajwal Revanna, were distributed before polls, and accused Chief Minister Siddaramaiah and his deputy D K Shivakumar of a conspiracy.

The former chief minister also sought to discredit the Special Investigation Team (SIT) formed by the Congress government on April 28 to probe the charges against Prajwal of sexually abusing several women after videos allegedly involving him started making the rounds on social media.

"It is not a Special Investigation Team but 'Siddaramaiah Investigation Team' and 'Shivakumar Investigation Team'," the JD(S) second-in-command, who is the son of party supremo and former prime minister H D Deve Gowda, said.

MLA H D Revanna and his son and Hassan MP Prajwal have been booked for allegedly molesting their cook. In another case, Revanna has been booked and arrested for allegedly kidnapping a woman who was allegedly sexually assaulted by Prajwal. A case of rape has also been registered against Prajwal.

Addressing a press conference here, Kumaraswamy said the pen drives were circulated by police officers who were "threatened to do it".

“It (pen drive carrying videos) was released in Bengaluru Rural constituency (where the Congress candidate in the Lok Sabha elections is D K Suresh, who is the brother of Shivakumar). This was an April 21 development. On April 22, Poornachandra, our polling agent, gave a complaint to the District Deputy Commissioner, who is the Returning Officer,” the JD(S) leader said.

“Poornachandra received a message at 8 pm on April 21 asking people to 'follow a WhatsApp channel to see Prajwal Revanna’s sleaze video'. There was a message on this WhatsApp channel, 'Countdown for the release of Prajwal’s sleaze videos'," Kumaraswamy further said.

According to Kumaraswamy, one Naveen Gowda had sent the message about the "countdown".

In his complaint to the Deputy Commissioner and the Superintendent of Police of Hassan district, Poornachandra has named five people including Naveen Gowda, Karthik Gowda (Revanna’s driver), Chethan and Puttaraju alias Putty, he said.

It has been more than a fortnight since the complaint made on April 21 but no action has been taken against these five people, Kumaraswamy said and demanded that they should first be arrested for "mortgaging the modesty" of women in the videos.

Kumaraswamy alleged that 25,000 pen drives were distributed in the entire state, and cited a report in a regional daily to support his claim.

“My question here is why no action was taken. If someone posts something on social media, immediately houses are searched and the person is made to sit in the police station. Why no action was taken against these five people despite a complaint?” he asked.

"Chief Minister Siddaramaiah had confidently said that all the three JD(S) candidates in the Lok Sabha elections will be defeated," Kumaraswamy said, adding, "It raises doubts about the involvement of many people."

On April 25, Karnataka State Commission for Women Chairperson Nagalakshmi Chowdhary wrote to Siddaramaiah demanding an SIT probe into the tapes where Prajwal is allegedly seen sexually abusing several women. The same night, the CM gave his nod and ordered the formation of a SIT, Kumaraswamy said.

“In that letter, Nagalakshmi Chowdhary did not mention the name of Prajwal or Revanna but the chief minister called it ‘Prajwal Revanna’s explicit videos’ in his post on X when he announced the formation of SIT. This shows how the conspiracy was hatched,” the JD(S) leader claimed.

He also alleged that the first complaint "framing" his brother H D Revanna and nephew Prajwal was typed on a computer in Bengaluru and was sent to Holenarasipura, which is represented in the Karnataka Legislative Assembly by Revanna, on April 28.

“It’s not a Special Investigation Team but there are two teams within it – one is ‘Siddaramaiah Investigation Team’ and another one is ‘Shivakumar Investigation Team’,” he charged.

He said the ‘convenor’ of the 'pen drive story', Karthik Gowda should be traced first and brought before the people.

“Going through the conspiracies, one can doubt the intention behind the investigation because more than protecting the women victims, you are limiting the scope of the probe only to defame people,” Kumaraswamy further alleged.

He underlined that he was not trying to protect anyone. “I have said that in this case I will not protect anyone doing wrong. Stringent punishment should be given to the person involved in this crime as per the law of land."
