Indian expats can now provide UAE local address in passports

Dubai, Oct 28: Indian expats in the UAE and elsewhere can now provide their local address abroad to be added in their passports, Gulf News can reveal.

Siddhartha Kumar Baraily, consul, Passport and Attestation, at the Indian Consulate in Dubai said the Indian government had decided to allow its overseas citizens to add their local address in their country of residence mainly to aid those who do not have permanent or valid addresses in India.

“We understand that many people who have been staying for a long time in the UAE don’t have a valid address in India. They may add their local UAE address in their passports,” he said.

Change in address cannot be made in existing passports, the official clarified. Indian passport holders have to apply for a new passport in which the change in address can be made.

The facility can be availed by Indian expats living in both rented or self-owned accommodations. Those wishing to give their UAE address should provide certain documents as proof of residence at the time of applying for a new passport for changing the address from India to overseas.

Baraily said either the electricity and water bill [from Dewa/Sewa/Fewa] or rent agreement/title deed/tenancy contract will be accepted as proof of residence in the UAE. Changing their address may help applicants to get quick police verification from India at the time of passport renewal.

As first reported by Gulf News on Tuesday morning, police verification is now mandatory for the passport renewal of all Indian expats as per a change in the policy of India’s Ministry of External Affairs implemented since September.

However, the diplomat clarified that police verification of Indians abroad does not require verification of the address of the applicant. “This [police verification] is just to verify the identity of the applicants as Indian citizens and that there are no criminal cases registered against them since the time of the last police verification done on them,” he explained.

The mission is, however, encouraging Indians without a valid address to change their address, whether in India or locally.

Change of address in India

If applicants wish to change their address in India, any of the following documents may be accepted as proof of residence at the time of applying for a new passport for change in address:

i. Aadhaar Card/ e-Aadhaar/ Letter containing the unique Aadhaar number. [Aadhaar is India’s national identity card which has not become mandatory for Non-Resident Indians yet].

ii. Allotment letter of the government accommodation issued by the Estate Office/Public Works Department of the Central/State Government in respect of their employees

iii. Applicant’s current and valid ration card

iv. Driving licence

v. Duly certified/attested extract of the service record/book of the government employees (serving/retired) or the bona fide certificate issued by the employer in respect of serving Government employees

vi. Election Commission Photo ID card

vii. Electricity bill

viii. Employer Certificate on letterhead from reputed and widely-known companies

ix. Gas connection bill

x. Income Tax assessment order

xi. Marriage Certificate issued by the Registrar of Marriages along with address proof of spouse in respect of newly married women

xii. Parents’ passports and parents’ address proof in case of minors (if address is different)

xiii. Parents’ passports in case of minors (if address is the same)

xiv. Passport of son/ daughter in case of dependent parents (if address is the same)

xv. Passport of son/ daughter in case of dependent parents and address proof of son/ daughter (if address is different)

xvi. Photo Passbook of running Bank Account (Scheduled Public Sector Banks, Scheduled Private Sector Indian Banks and Regional Rural Banks only)

xvii. Proof of Address (POA) issued by the India Post, Department of Posts

xviii. Rent agreement

xix. Spouse’s passport copy (first and last page including family details mentioning applicant’s name as spouse of the passport holder provided the applicant’s present address matches the address mentioned in the spouse’s passport)

xx. Spouse’s passport copy (if address is different) with spouse’s address proof

xxi. Telephone (landline or post-paid mobile bill)

xxii. Water bill

Mangaluru: BJP candidate in Dakshina Kannada Capt Brijesh Chowta has received a letter from Prime Minister Narendra Modi wishing him victory in the election.

In the letter, which the BJP shared with the media, the PM has lauded Chowta’s exceptional services in the armed forces as a part of the Gorkha regiment, especially in counter-insurgency operations. Modi also has mentioned about Chowta’s efforts as an organiser of the Mangaluru Lit Fest and his dedication to preserve the cultural heritage of the region.

“I am certain that you will immensely contribute towards the welfare of people and the region of Dakshina Kannada. Through this letter, I would like to tell the people of your constituency that this is not an ordinary election. Families across India, especially the senior members, would remember the difficulties they have gone through in the last five to six decades. In the last 10 years, the quality of life of every section of society has improved, with many of these troubles removed. Yet, a lot more is still to be done and this election will be decisive in our mission to ensure a better life for everyone,” reads the letter.

The genocidal Israeli war on the Gaza Strip has entered its 200th day, with occupation forces killing more Palestinians in defiance of widespread international outcry to end the carnage.

The aggression marked its 200th day on Tuesday with no end in sight to the Israeli war that has so far killed a shocking number of Palestinians and led to a humanitarian crisis in the besieged territory.

The Gaza Health Ministry said Israeli forces have committed three "massacres" over the past 24 hours, killing at least 32 Palestinians and wounding 59 others.

The numbers, it added, bring the Palestinian death toll to more than 34,183, with at least 77,143 injured and an estimated 7,000 missing and presumed dead since early October.

More than 14,500 children and 9,500 women are among those killed, making up over 70 percent of the victims, according to health officials.

Israel waged its brutal US-backed war on the Gaza Strip on October 7 after the Palestinian Hamas resistance group carried out Operation Al-Aqsa Storm against the usurping entity in retaliation for its intensified atrocities against the Palestinian people.

Israel has been carrying out war crimes in Gaza by deliberately starving people and forcing their evacuation, as well as targeting hospitals and schools sheltering displaced Palestinians.

Despite all these atrocities, the regime has failed to achieve its declared objectives of “destroying Hamas” and finding Israeli captives held in Gaza.

Canadian Police said they have arrested three Indians they suspect were part of the alleged hit squad that had killed Hardeep Singh Nijjar, a Sikh separatist leader involved with the Khalistan movement, which calls for an independent Sikh state.

Nijjar's killing had become the epicentre of a diplomatic row between India and Canada last year after Prime Minister Justin Trudeau alleged the role of "Indian agents" in the murder. India had rejected the charge as "absurd" and "motivated".

The three arrested Indians - Karan Brar, 22, Kamalpreet Singh, 22, Karanpreet Singh, 28 - were living as non-permanent residents in Alberta for three to five years, said Superintendent Mandeep Mooker, who leads the Integrated Homicide Investigation Team. The police have also released their photos.

They have been charged with first-degree murder and conspiracy to commit murder, showed court documents.

Police said that none of the suspects were known to them earlier and they were investigating their possible ties to the Indian government.

The murder remains "very much under active investigation," Royal Canadian Mounted Police (RCMP) Assistant Commissioner David Teboul told a press conference on Friday.

"There are separate and distinct investigations ongoing into these matters, certainly not limited to the involvement of the people arrested today, and these efforts include investigating connections to the government of India," CTV News quoted him as saying.

Nijjar, a Canadian citizen who was wanted in India on various terror charges, was shot dead outside a gurdwara in Surrey on June 18, 2023. Trudeau's charge against India sparked a massive row later that year with both countries expelling diplomats of the other country.

A fresh row erupted earlier this week after separatist slogans on 'Khalistan' were raised at an event addressed by Trudeau, prompting New Delhi to summon their Deputy High Commissioner and lodge a strong protest.

On the sidelines of the event, Trudeau told reporters that Nijjar's killing had created a "problem" that he could not have ignored.

India rejected his comment and said it once again showed Canada provides political space given to separatism, extremism, and violence. "This not only impacts India-Canada relations but also encourages a climate of violence and criminality in Canada to the detriment of its own citizens," foreign ministry spokesperson Randhir Jaiswal said.
