He was speaking at a dharna in front of the Clock Tower here organised by the Udupi Block Congress Committee to protest against increase in rail fares and other alleged anti-people measures of the BJP-led National Democratic Alliance government.
He said that on the first day after taking charge as prime minister, Mr Modi told a meeting of secretaries that they could take whatever steps needed to be taken in their ministries and inform him. This showed that Mr. Modi did not trust his Council of Ministers. The officials were meant only to advice and decisions were to be taken by the ministers.
The BJP had criticised every measure taken by the Congress-led United Progressive Alliance (UPA) government. But now, the NDA government was taking measures which would only inflame inflation, saying they had been decided by the UPA government.
“If you only want to implement the decisions of the previous government, then a change of guard was not required at the Centre,” said Mr Fernandes.
