Modi govt’s failure to create jobs may lead to chaos: Raghuram Rajan

New Delhi, Sep 10: Raghuram Rajan, former governor of the Reserve Bank of India, has warned that increasing joblessness after Prime Minister Narendra Modi came to power may lead to social chaos.

Speaking at his book launch, Rajan stressed on boosting growth to provide enough jobs for what will be the world’s biggest workforce.

"Remember that we have what we call the population dividend. A million new people entering the labor force every month," Rajan said. "If we don’t provide these jobs that are required, you have a million dissatisfied entrants. And that could create a lot of social mischief."

Rajan is right in this aspect. India will have the world’s biggest labor force by 2027 and the millennial generation is crucial to anchor one of the fastest paces of economic growth. However, fresh employment opportunities are scarce and the administration has lagged in training workers to help them survive the threat of automation.

Modi’s jobs record is even poorer than that of the much-maligned Congress government that he has replaced. India needs to create as many as a million new jobs every month just to keep up with the growing population.

Under Modi, just over 10,000 jobs a month are being created instead, according to government figures from 2015.

The scale of this failure is enormous -- especially since it will add to an angry army of already underemployed young Indians.

Questions are increasing about Modi’s ability to fulfill his 10-million-jobs-a-year campaign pledge with less than two years to go before he faces re-election. Few were surprised when he overhauled his cabinet, replacing Skill Development Minister Rajiv Pratap Rudy with Oil Minister Dharmendra Pradhan and Labor Minister Bandaru Dattatreya with Junior finance minister Santosh Kumar Gangwar.

“There’s been a complete failure when it comes to jobs creation and skilling," Nilanjan Mukhopadhyay, a political analyst and author of a biography on Modi, told Bloomberg. "The reshuffle is a clear indicator that Modi is aware of the political risks this can create in 2019."

Chief Economic Adviser Arvind Subramanian also underscores Modi government's predicament in the second edition of the Economic Survey 2016-17 — the lack of reliable jobs data.

"The debate on the measurement issues on employment and unemployment estimates has been ongoing for some time. The lack of reliable estimates on employment in recent years has impeded its measurement and thereby the Government faces challenges in adopting appropriate policy interventions," Subramanian writes.

Creating more jobs was Modi's important poll promise. In the 2019 election, he will be answerable on that count. But if the government neither knows the extent of unemployment nor takes adequate steps to create more jobs, Modi will not be invincible.

Mangaluru: The Mangaluru CEN police have arrested a 23-year-old man for allegedly posting provocative and misleading content on an Instagram page named “mr_a_titude”, targeting the Bajpe police.

Mangaluru Commissioner of Police Sudheer Kumar Reddy C H identified the arrested as Abhishek M, a resident of Katipalla in Mangaluru.

A case has been registered at the Bajpe Police Station under Sections 353(1)(c), 353(2), 56, and 57 read with Section 189 of the Bharatiya Nyaya Sanhita (BNS) in connection with the post.

According to police, the accused uploaded a photograph of a hotel on the Instagram page and alleged that accused persons in a murder case under the Bajpe police jurisdiction were being given “royal treatment” by the police, including being served beef meals daily from the hotel.

The post further accused the police of supporting criminals, misusing their authority, and betraying public trust. Police said the content was provocative in nature and aimed at inciting public outrage against the police.

Following the post, a case was registered at the Bajpe police station, and further investigation was transferred to the CEN police station.

Police records indicate that the accused has a criminal history, with multiple cases registered against him, including murder, attempt to murder, assault, and robbery at the Surathkal Police Station, and one case at the Kaup Police Station.

The Commissioner said the accused was traced and arrested using technical evidence.

Udupi, Dec 15: What was meant to be a post-pilgrimage gathering turned tragic in Padukere village of Brahmavar taluk, Udupi district, late Sunday night, when a clash among youths escalated into a fatal assault, leaving one man dead.

The victim has been identified as 30-year-old Santosh Mogaveera, a resident of Padukere.

According to preliminary information, the incident took place during a late-night drinking party involving a group of local youths who had recently returned after completing their pilgrimage to the Sabarimala shrine. An argument reportedly broke out among the group and soon escalated into a violent confrontation.

During the ensuing brawl, Santosh Mogaveera was allegedly assaulted and collapsed at the spot after sustaining serious injuries. He was rushed by local residents to a private hospital in Brahmavar, where doctors declared him dead.

On receiving information, senior police officials, including Brahmavar Circle Inspector Gopikrishna, Kota Police Sub-Inspector Praveen Kumar T, Station ASI Manthesh Jabagoudar, and head constables Pradeep and Ashok, visited the spot and conducted an inspection.

Police have taken four youths into custody in connection with the incident. A case has been registered at the Kota police station, and further investigation is underway to ascertain the exact sequence of events leading to the death.
