CFI member 'hiding' in Bengaluru arrested by Assam Police

Bengaluru, Nov 12: Assam Police Saturday said they arrested Amir Hamja, a member of Campus Front of India (CFI), the student wing of Popular Front of India (PFI), from Bengaluru.

Hamja, 27, a resident of Ananda Nagar area in western Assam's Baksa district, was absconding since the Centre imposed a ban on both PFI and CFI in September, police said adding that he was hiding in Bengaluru with some families from Tripura.

Assam Police traced and nabbed him with the help of Bengaluru police. He has been given a three-day transit remand by the Additional Chief Metropolitan Magistrate, Bengaluru.

He will be produced before the court of Chief Judicial Magistrate Guwahati on Monday.

Hamja has been booked in connection with a case registered by the Special Operations Unit of Assam Police. He has been booked under Sections of IPC and Unlawful Activities (Prevention) Act, 1967.

The police have launched a crackdown against members of PFI, CFI and other organisations, which were declared unlawful by the Ministry of Home Affairs in September.

New Delhi, Jan 20: The government on Friday made it mandatory for social media influencers to disclose their "material" interest in endorsing products and services and violations can attract strict legal action, including ban on endorsements. The regulations are part of continuing efforts to curb misleading advertisements as well protect the interests of consumers amid the expanding social influencer market which is projected to be worth around Rs 2,800 crore by 2025.

The new guidelines named 'Endorsement Know Hows -- for celebrities, influencers and virtual media influencers (Avatar or computer generated character) on social media platforms' has been issued by the Department of Consumers Affairs.

In case of violation, the penalty prescribed for misleading advertisement under the Consumer Protection Act 2019 will be applicable.

The Central Consumer Protection Authority (CCPA) can impose penalty of up to Rs 10 lakh on manufacturers, advertisers and endorsers. For subsequent offences, penalty of up to Rs 50 lakh can be imposed. The authority can prohibit endorser of a misleading ad from making any endorsement for up to 1 year and for subsequent contravention, prohibition can extend up to 3 years.

Launching these guidelines at a press conference, Consumer Affairs Secretary Rohit Kumar Singh said the guidelines have been issued under the ambit of the consumer law that provides framework for the protection of consumers against unfair trade practices and misleading advertisements.

He hoped that the guidelines would act as a deterrent for social media influencers.

"It's a very important subject. The size of social influencer market in India in 2022 was of the order of Rs 1,275 crore and by 2025, it is likely to rise to Rs 2,800 crore with a compound annual growth rate of about 19-20 per cent. The social media influencer of substance, those having good number of followers, are in excess of 1 lakh in the country," Singh said.

Stating that the social media influencing is here to stay and will only grow exponentially, he said social influencers need to behave responsibly.

"The today's guidelines are aimed at social media influencers which have material connection with the brand they want to promote on various social media platforms. This is an obligation for them to behave responsibly as far as the disclosure is concerned to the consumers.

"One of the biggest paradigm of the consumer law is the consumers right to know and this falls in that purview. Consumers should know if something is thrown at him from digital media, the person or the entity which is sponsoring it have they taken money or any form of connection they have with the brand," Singh said.

The secretary said if non-compliance takes place, there are provisions under the law for people to approach the authority to seek legal action against people who are defaulting.

"These guidelines broadly define that framework as to how social media influencers should indulge in disclosure of their relationship with the brand," the secretary said.

CCPA Chief Commissioner Nidhi Khare noted that misleading Advertisements in any form, format or medium is prohibited by law.

The new guidelines have specified who all need to disclose, when to disclose and how to disclose.

Individuals/groups who have access to an audience and the power to affect their audiences' purchasing decisions or opinions about a product, service, brand or experience, because of the influencer's/celebrity's authority, knowledge, position, or relationship with their audience will have to disclose the material connection, as per the new norm.

The disclosure should happen "when there is a material connection between an advertiser and celebrity/influencer that may affect the weight or credibility of the representation made by the celebrity/influencer", Khare said.

She said the disclosure should be in such a manner that it is "hard to miss" and should be in simple language.

The disclosures should be placed in the endorsement message in such a manner that they are clear, prominent and extremely hard to miss. Disclosures should not be mixed with a group of hashtags or links.

In endorsement in a picture, disclosures should be superimposed over the image enough for viewers to notice. In video, disclosures should be placed in the video and not just in the description and they should be made in both audio and video format.

In the case of live stream, disclosures should be displayed continuously and prominently during the entire stream.

On limited space platforms like Twitter, terms such as 'XYZAmbassador' (where XYZ is a brand) are also acceptable, she said.

The secretary said that these guidelines are being issued under the overall ambit of Consumer Protection Act and one of the main underlining principle of the law is prevention of unfair trade practice.

"There are many ways in which unfair trading practices take place, one of the important unfair trading practice is the menace of misleading advertisements, by trying to sell something which is not exactly as it is being portrayed in the ad.

"While it has been ably handled in the conventional media -- which is TV, print and radio, the social and digital media platforms are turning out to be different ball game," Singh said.

Lt Cdr Disha Amrith, an observer with the Navy’s Dornier 228 maritime patrol aircraft, will lead the naval contingent of 144 sailors at the Republic Day parade on January 26.

Addressing the media, the woman officer said it is a proud moment for her to be leading the naval contingent and that it was her dream to do so since she was a National Corps Cadet.

“We have worked very hard and are hopeful to win the best marching contingent,” Lt Cdr Amrith, who is a trained computer science engineer from Mangaluru, said.

At present, the officer is posted in Andaman and Nicobar Island.

“I always wanted to join the forces and being part of NCC was an effort to know the forces closely. I got an amazing opportunity in the Navy and my time here has made me stronger,” she said.

While the Army is yet to unveil its marching contingent and tableau details, Squadron Leader Sindhu Reddy— a Mi-17 pilot—will be the contingent commander for IAF and the tableau theme is the ‘Indian Air Force: Power Beyond Boundaries’.

There will be 45,000 spectators in the Republic Day event this year, as compared to over a lakh in pre-Covid-19 years.

Navy officers said that the force’s tableau being paraded at the Republic Day parade is in pursuance of the Navy Week theme of Indian Navy-Combat Ready, Credible, Cohesive and Future Proof – and will highlight Nari Shakti.

The tableau is designed with an aim to showcase the multi-dimensional capabilities of the Navy as well as highlight key indigenously designed and built inductions under Atmanirbhar Bharat. Lt Cdr Inderjeet Chauhan will be the tableau commander.

The tableau will showcase a woman aircrew of Dornier aircraft (flying overhead) highlighting the all-women crew of a surveillance sortie undertaken last year, the ‘Make in India’ initiatives of Navy and model of the new indigenous Nilgiri class ship with a Dhruv helicopter deploying marine commandos as well as three models of autonomous unmanned systems being developed indigenously under IDEX-Sprint Challenge.

The brass band of the Indian Navy with 80 musicians will be led by M Antony Raj, MCPO Musician Second Class, playing the Navy song ‘Jai Bharti’.

The week-long celebrations will start on January 23, the birth anniversary of Netaji Subhas Chandra Bose, and culminate on January 30, which is observed as Martyrs’ Day.

The Navy’s vintage IL38 SD will fly overhead Kartavya Path—earlier known as Rajpath—as part of a 50 aircraft-strong flypast on Republic Day.

Mysuru, Jan 23: Two boys lost their lives in two separate incidents of wild beast attacks in Mysuru district of Karnataka in 24 hours.

Manju, a 19-year-old tribal was killed in a tiger attack at Balle in D.B. Kuppe range of Nagarahole National Park, which falls under Mysuru district on Sunday. 

The victim was relieving himself when the tiger attacked him from the rear. Senior officials of the Forest Department said the incident took place late in the afternoon and additional staff have been deployed to monitor the area.

Camera traps too will be installed to ascertain the tiger’s identity and movements but it was unlikely that the tiger would be captured as the hamlet is inside the forest.

But sources said elephants are being deployed to comb the area and the objective was to drive it deep within the forests away from the hamlet.

Leopard attack

Meanwhile, an 11-year-old boy was killed in a leopard attack at Horalahalli in T Narasipura taluk of Mysuru district on Saturday night, the second such incident in 48 hours in the taluk.

Jayanth, a Class 5 student of a government school, was dragged to a bush while he was returning home from a shop. A search was launched for the missing boy, whose mauled body was found late in the night.

This is the fourth death in leopard attack in the last three months in T Narasipura taluk. 

It may be mentioned that 60-year-old Siddamma was killed in a leopard attack at Kannaayakanahalli around on January 19, 22-year-old Meghana was killed at S Kebbehundi on December 2 and 22-year-old Manjunath at Ukkalagere, near Mallikarjunaswamy hill on October 31.

Incidents of human-animal conflicts are on the rise in Mysuru-Kodagu belt and has been attributed to increase in wildlife population besides habitat disturbance due to anthropogenic pressures. There are also issues related to resettlement of tribal hamlets due to paucity of land abutting the tiger reserve.

Chief Minister Basavaraj Bommai instructed forest department officials to form special squads to trap the big cats. "We have taken the leopard attacks in T Narasipura taluk seriously. I have instructed Chief conservator of Forest, Mysuru Circle, to form special squads involving the best of forest officials from other districts also. Officials will also take up awareness campaigns to ensure that people do not leave their houses in the night," he said.
