Union Minister inaugurates ESIC sub-regional office in Mangalore

Mangalore, Oct 24: Union Minister of State for Labour and Employment Kodikunnil Suresh on Wednesday said the enhancement of wage ceiling for coverage of employees under the Employees State Insurance (ESI) Act would be notified soon. The wage ceiling for availing benefits under ESI would be enhanced from salary range of Rs. 15,000 to Rs. 25,000, he said.

He was speaking after inaugurating the sub-regional office of Employees' State Insurance Corporation at Sanghanikethan in the city.

He said that the regional office would cater the need of insured persons and employees of this area.

He said that central government has brought out many welfare schemes and projects for the welfare of industrial workers of Karnataka State.

He said ESIC has started its two Medical Colleges in Rajajinagar in Bangalore and Gulbarga.

P T Parameshwara Naik, Minister of State for Labour (Independent Charge), Government of Karnataka presided over the function.

He also appreciated the initiatives of Union Ministry of Labour and Employment for bringing many ESIC Medical institutions in Karnataka State.

About the Sub-regional office, Mangalore

Mangalore with a total area of 132.4 sq km is the main port city of Karnataka State situated to the west of the capital city Bangalore, with a population of approximately 4.5 lakhs. Many major and minor industries including shipping industries are functioning here.

The ESI Scheme was first implemented in Mangalore with effect from 21st June 1962. Gradually the Scheme is extended to other centres based on the progress achieved with regards to implementation and also coverage of the factories / establishments under the purview of the ESI Scheme. The ESI Corporation decided to set-up a Sub-Regional Office at Mangalore to ease the difficulties of employers and the Insured Persons. This office exercises jurisdiction over 12 centres spread in Dakshina Kannada and Udupi Districts. Around 2000 factories / establishments have been covered under ESI Scheme and around 2,20,000 insured persons are getting the benefit under the Scheme.

Administrative set up of ESIC in Karnataka

The newly set up Sub-Regional Office, Mangalore is functioning from a rented building. Three Branch Offices namely Baikampapdy, Udupi and Mangalore come under the jurisdiction of Sub-Regional Office, Mangalore.

A 100 bedded ESI Hospital, sufficiently equipped, is functioning at Mangalore since 1979. 9 ESI Dispensaries working in different areas are attached to this Hospital. In order to help the patients and the insured persons to visit ESI Hospital, a mini bus shuttle service is arranged to pick up/drop the patients from ESI Dispensaries to ESI Hospital and vice-versa. Tie-up arrangements have also been made with 6 reputed private hospitals for super specialty service.

The ESI Corporation has set up 6 Sub-Regional Offices in the State of Karnataka. Hubli (1998), Bangalore-South (Bommasandra), (July 2009), Bangalore-North (Peenya) (from April 2009), Mysore (2012) and very recently Gulbarga Divisional Office has been upgraded to Sub-Regional Office since July 2013 and now, Mangalore in 2013.

ESI scheme in India

The Employees' State Insurance Act was promulgated in the year 1948. The ESI Scheme today stands implemented at over 810 centers in 30 States and Union Territories. The Act applies to over 6.66 lakhs factories and establishments across the country, benefitting about 1.86 crores family units of workers. As of now, the total beneficiary population of ESI Scheme stands over 7.21 crores. The ESI Corporation has, so far, set up 151 Hospitals including 34 Model Hospitals, 1372/91 Dispensaries/ISM Units, 812 Branch Offices/Pay Offices and 61 Regional/Sub-Regional and Divisional Offices.

Udupi, Dec 15: What was meant to be a post-pilgrimage gathering turned tragic in Padukere village of Brahmavar taluk, Udupi district, late Sunday night, when a clash among youths escalated into a fatal assault, leaving one man dead.

The victim has been identified as 30-year-old Santosh Mogaveera, a resident of Padukere.

According to preliminary information, the incident took place during a late-night drinking party involving a group of local youths who had recently returned after completing their pilgrimage to the Sabarimala shrine. An argument reportedly broke out among the group and soon escalated into a violent confrontation.

During the ensuing brawl, Santosh Mogaveera was allegedly assaulted and collapsed at the spot after sustaining serious injuries. He was rushed by local residents to a private hospital in Brahmavar, where doctors declared him dead.

On receiving information, senior police officials, including Brahmavar Circle Inspector Gopikrishna, Kota Police Sub-Inspector Praveen Kumar T, Station ASI Manthesh Jabagoudar, and head constables Pradeep and Ashok, visited the spot and conducted an inspection.

Police have taken four youths into custody in connection with the incident. A case has been registered at the Kota police station, and further investigation is underway to ascertain the exact sequence of events leading to the death.

Mangaluru, Dec 16: The Mangaluru City police have significantly escalated their campaign against drug trafficking, arresting 25 individuals and booking 12 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act between November 30 and December 13. The crackdown resulted in the seizure of a substantial quantity of illicit substances, including 685.6 grams of MDMA and 1.5 kg of ganja.

The success of this recent drive has been significantly boosted by the city’s innovative, QR code-based anonymous reporting system.

"The anonymous reporting system has received an encouraging response. Several recent arrests were made based on inputs received through this system, helping police tighten the noose around drug peddlers," said the City Police Commissioner.

The latest arrests contribute to a robust year-to-date record, underscoring the police's relentless commitment to combating the drug menace.

Up to December 14 this year, the police have registered a total of 107 cases of drug peddling, leading to the arrest of 219 peddlers. Furthermore, they have booked 562 cases of drug consumption, resulting in the arrest of 671 individuals.

The scale of the seizure for the year reflects the magnitude of the problem being tackled: police have seized 320.6 kg of ganja worth ₹88.7 lakh and 1.4 kg of MDMA valued at ₹1.2 crore. Other significant seizures include hydro-weed ganja worth ₹94.7 lakh and cocaine worth ₹1.9 lakh, among others.

The Commissioner emphasized a policy of rigorous enforcement: "We ensure that peddlers are caught red-handed so that they cannot later dispute the case or claim innocence."

To counter the rising trend of substance abuse among youth, the Mangaluru City police have rolled out uniform guidelines for random drug testing across educational institutions.

As part of the drive, tests were conducted in approximately 100 institutions, screening an estimated 5,500 to 6,000 students in the first phase. 20 students tested positive for drug consumption during the initial screening.

Students who tested positive have been provided counselling and are scheduled for re-testing in the second quarter. The testing will also be expanded to students not covered in the first phase. In a move to ensure strict implementation, police personnel were deployed in mufti in some institutions. Reiterating a zero-tolerance stance, the Commissioner confirmed that random testing will continue, and colleges have also been instructed to conduct drug tests at the time of admission to deter substance abuse from an early stage.
