Doctors attacked for trying to resuscitate dying girl in Delhi hospital

New Delhi, April 22: A desperate, unsuccessful effort to save a 16-year-old girl's life led to a team of six doctors being assaulted early on Friday by a group of 25 persons accompanying the girl, who objected to their providing cardiopulmonary cerebral resuscitation. The procedure involves pressing down hard and rapidly on the chest and blowing into the patient's mouth.

The accused, residents of Turkman Gate area, allegedly attacked the doctors and vandalized the emergency ward in Lok Nayak Jai Prakash Hospital.

According to the FIR registered by chief medical officer Arvind Mohan at the IP Estate police station , the patient was brought to the emergency ward around 12.40am with fever, pain and a distended abdomen. "Clinical diagnosis was preparedy and the treatment was begun with the patient being given IV fluids and antibiotics. The blood samples were sent and the procedure and diagnosis explained to the attendants," the complainant said suddenly, she suffered cardiac arrest.

According to a source in LNJP Hospital, the doctors immediately began to provide CPCR, which involves pressing down hard and rapidly on the chest and blowing air into the patient's mouth. The doctors also removed the girl's clothes to administer an injection, but were unable to save the girl. At this, some of the people accompanying her began shouting that the doctors had misbehaved with the girl and killed her.

"The attendants - who were around 25 in number - attacked the resident doctors on duty and began to assault them. The group began to throw away medicines, broke trolleys, monitors and the telephone and vandalized the entire ward. The guards were not able to protect us. A decision to evacuate the emergency was taken as the accused had threatened to come back again in more numbers with firearms," the complainants said in the FIR. The doctors suffered minor injuries. They called for a strike on Saturday, but it was called off after the police mediated between both sides.

The police said they were informed through a PCR call and the CMO was subsequently informed too. A written complaint by the doctors was forwarded to the CMO who approached the cops. "A case under section 353 (assault or criminal force to deter public servant from discharging his duty) and 186 (obstructing public servant in discharge of public functions) of IPC has been registered and the police is investigating the matter," said Devesh Chandra Srivastava, DCP, central district.

"The accused party was accompanied by the police and brought to us. We had a talk wherein they profusely apologized for their misbehavior following which the doctors decided to call of the strike. The issue is being solved amicably," said a senior administrative officer at LNJP Hospital.

The Supreme Court Friday granted interim bail to Delhi Chief Minister Arvind Kejriwal till June 1 in the excise policy case.

The top court, however, stated that it will be passing a detailed order over the matter soon.

On Thursday, the Enforcement Directorate had opposed the move to grant interim bail to Kejriwal saying that “any special concession” to him will “amount to anathema to the rule of law and equality… thereby creating two separate classes in the country viz. ordinary people, who are bound by the rule of law as well as the laws of the country, and politicians who can seek exemption from the laws”.

The ED had arrested Kejriwal on March 21 in the excise policy case.

“The right to campaign for an election is neither a fundamental right nor a constitutional right and not even a legal right,” the ED said, maintaining that to its knowledge, “no political leader has been granted interim bail for campaigning even though he is not the contesting candidate”.

After the ED filed its affidavit, the AAP, in a press release, said, “The legal team of Delhi Chief Minister and AAP National Convenor, Shri Arvind Kejriwal, has raised strong objection to the affidavit filed by the Enforcement Directorate opposing interim bail in the Supreme Court.”

Comedian Shyam Rangeela on Tuesday that he was barred from filing his nomination papers for the 2024 Lok Sabha Elections. He intended to challenge Prime Minister Narendra Modi from the Varanasi seat by contesting as an Independent candidate.

Despite attempts to file his papers since May 10, Rangeela alleged he was denied entry to the district magistrate's office on the day Prime Minister Modi filed his nomination. He also said that he is not taking any team from Sriganganagar to contest the Lok Sabha elections in Varanasi. 

Shyam Rangeela further claimed that he has received several phone calls from Varanasi and people are willing to join him. "Winning or losing is a different matter, but I will contest the elections against the Prime Minister at any cost. I am not contesting elections to become famous, I am already very famous among the public."

The Congress party also waded into the controversy. Congress leader Surendra Rajput told news agency PTI that everyone is free to file a nomination including Prime Minister Modi. Rajput claimed that Rangeela was not getting nomination papers from the administration. 

"Everyone is free to file a nomination including PM Modi. However, other people are not allowed to file their nominations from the constituency. A YouTuber named (Shyam) Rangeela, who wished to file a nomination from Varanasi, isn’t getting nomination papers from the administration. Why PM Modi is afraid of people? Let them contest against you," he said. 

PM Modi, contesting for a third term, previously won the Varanasi seat by 4.8 lakh votes in 2019 and by 3.72 lakh votes in 2014. So far, 14 individuals, including mainstream political party candidates and independents, have filed their nominations for the Varanasi constituency.

Congress candidate Ajai Rai and Bahujan Samajwadi Party's Athar Ali Lari are among them. Rangeela, a YouTuber and mimic from Rajasthan’s Hanumangarh, rose to fame in 2017 with his act impersonating PM Modi. He has been critical of the Prime Minister and his policies, as evident in his videos.

Congress leader Sam Pitroda has stepped down from the post of Chairman of the Indian Overseas Congress and his resignation was accepted by the party. Congress leader Jairam Ramesh took to X and announced that Sam Pitroda had decided to resign from the key post "of his own accord".

Pitroda had been under fire over his controversial remark that Indians in the East resemble the Chinese while those in the South look like Africans.

"We could hold together a country as diverse as India -- where people on East look like Chinese, people on West look like Arab, people on North look like maybe White and people in South look like Africans. It doesn't matter. We are all brothers and sisters," Pitroda said during an interview with The Statesman.

The Congress immediately distanced itself from Pitroda's remarks, terming them "unacceptable".

"The analogies drawn by Mr Sam Pitroda in a podcast to illustrate India's diversity are most unfortunate and unacceptable. The Indian National Congress completely dissociates itself from these analogies," Jairam Ramesh said in a post on X.

The BJP also hit out at the Congress over Pitroda's remarks and termed them "racist and divisive".
