Rain continues in parts of Karnataka; flood situation eases in coastal region

Bengaluru/Udupi, Sept 22: Even though rains continued, the flood situation eased up in coastal, southern and central districts on Tuesday disrupting normal life, an official said.

Kodagu, Shivamogga, Hassan and Chikkamagaluru received 74 mm of rainfall during the last seven days against the normal of 39 mm for the same period, according to Karnataka State Natural Disaster Monitoring Centre (KSNDMC).

The four districts have received 228 mm of rains for the period of September 1 to 20 against the normal of 114 mm for the same period.

Bhagamandala and surrounding regions in Kodagu – the catchment area for the Cauvery – continued to be battered by heavy rain as a result of which the volume of water in the river increased. The district received 64.19 mm of rainfall for the 24 hour period as against 66.75 mm of rain received on Sunday. Bhagamandala that bore the brunt of nature’s fury last month resulting in a major landslip, continued to receive rains for the third consecutive day.

The district administration was on its toes for the last 48 hours clearing roads blocked by fallen trees and uprooted electricity poles.

The outflow of water from the Harangi reservoir rose to the rate of 11,854 cusecs. The rate of inflow into the Krishnaraja Sagar (KRS) reservoir in the downstream region also increased during the last 48 hours. The water level in the dam was at 124.52 feet against the full reservoir level (FRL) of 124.8 feet. The outflow was increased to 50,000 cusecs from 40,000 cusecs on Tuesday.

Similarly, the inflow into the Kabini reservoir in HD Kote in Mysuru district was at the rate of 28,906 cusecs and the outflow at 35,000 cusecs. The water level in the reservoir was 2283.09 feet against the FRL of 2,284 feet.

Meanwhile, life in parts of the Malnad region continued to be hit by heavy rains. Landslips have occurred at Charmadi Ghat, where travellers had a tough time negotiating deep curves. Continuous rainfall also formed many waterfalls along Charmadi Ghat, prompting travellers to take a break for photos. Rivers are flowing in spate and the inflow at the reservoir has been on the rise.

The rain continued to lash different parts of Chikkamagaluru on Tuesday. The gusty wind uprooted several trees in the Malnad area.

A huge tree, which was uprooted, fell on the road at Kelagooru near Kottigehara blocking the vehicular movement. In Mathikatte, the roof of a house was damaged after a tree fell on it.

Meanwhile, there was a brief respite in the heavy rains that struck Udupi district. But floodwater has still not completely receded in many parts of the district and the full picture of the damages is yet to be known. The Udupi district administration on Monday ordered the temporary closure of Mala-Kudremukh Ghat (NH 169) connecting Karkala with Sringeri/Kudremukh for two days.

A temporary magisterial order issued by the Deputy Commissioner of Udupi Jagadeesh said the ghat section had been witnessing landslips and tree falling since Saturday night following heavy rains. the DC said, adding no one was injured.

Since rain was continuing to pour and there was every chance of fresh landslips and tree falls, the road would be closed till Tuesday midnight, he said.

Meanwhile, district administration estimated suffered loses of more than Rs 100 crores in 2 days.

The district administration has started taking action against spreading of infectious diseases in flood-affected areas.

In many parts of Udupi district, it started raining again from Monday evening.

In Dakshina Kannada district, 32 houses and nearly 199.2 hectares of agricultural land were damaged.

The meteorological department has forecasted heavy rainfall over the next four days. Red, Orange and Yellow alert has been issued for September 22, 23 and 24 respectively in all the three coastal districts.

Mangaluru: In the wake of complaints regarding middlemen menace, sleuths of Lokayukta on Friday, March 15, conducted a raid at the Mangaluru Urban Development Authority. 

The Lokayukta team found unaccounted money and several files, which were not disposed of for a long period.

Lokayukta SP CA Simon said that the Lokayukta has received complaints that middlemen have been interfering in the MUDA office, and files pertaining to the public are not being cleared on time.

A raid that commenced in the evening on March 13, lasted for 18 hours. During the raid, Lokayukta officials found cash in a bag in MUDA office, and also with officials and others. MUDA officials could not inform the source of money found in their office, the SP said.

Further, he said that many people gathered at the MUDA office during the Lokayukta raid, and have raised complaints about the harassment at the urban development authority. “We have gathered evidence for MUDA officials carrying out file disposal processes through brokers on phone calls. The investigation on the MUDA network will be continued,” he said.

Mangaluru, Mar 28: Dakshina Kannada deputy commissioner Mullai Muhilan MP has warned the individuals and political parties against the poll code violations during private events. 
 
“Private events such as marriages, birthdays, housewarming ceremonies, and other non-political programmes do not require any permission. However, one should ensure that there is no violation of the model code of conduct (MCC) at these functions. Permission is needed if the events are attended by politicians or candidates,” the DC said. 

He said that these gatherings will be under the surveillance of MCC teams, as there are chances of luring voters by campaigning and supplying food, said the DC. The district has 38,386 new voters, of which, 19,619 are men.

He said that the notification of election in Dakshina Kannada Lok Sabha constituency will be issued soon, and the filing of nominations will be held between 11 am and 3 pm till April 4. 

Only five persons, including the candidate, will be allowed to enter the returning officer’s chamber to submit the nominations. A facilitation centre will be opened at the DC’s office. 

The expenditure of the candidate will be counted from the day the candidate files the nomination.

The DC said that the district is not an expenditure-sensitive constituency. Assistant expenditure observers and expenditure observers will monitor the expenditure of the candidates. An expenditure book will be provided to the candidate to record expenditure incurred, he explained.

Further, he said that no election materials can be printed without the name and address of the publishers, and the number of copies printed. Separate permission should be availed for procession prior to the submission of nomination papers from the ARO office, through the single-window system.

Bengaluru: The Vokkaliga heartland of the old Mysuru region consisting of several southern districts will be the testing ground for the recently forged BJP-JD(S) alliance in Karnataka in the Lok Sabha polls.

The ruling Congress will now look to consolidate its gains that it made in the assembly elections in May last year when it made inroads into the strongholds of the regional party headed by former Prime Minister H D Deve Gowda in these districts.

In the 2019 Pariamentary elections, the Congress and JD(S) fought together but secured only one seat each in the state. The BJP bagged 25 out of the total 28 Lok Sabha seats.

The Congress and JD(S) win, in fact, came in the old Mysuru region -- Bangalore Rural and Hassan, respectively, while Mandya seat went to an independent backed by the BJP.

This time, the JD(S) has an alliance with BJP. According to sources, the JD(S) is likely to be alloted Hassan, Mandya and Kolar seats in the region, from where Deve Gowda's party draws its strength from in Karnataka.

The JD(S) is now looking to bounce back after the drubbing it received in the May assembly polls.

The Congress and JD(S) are considered to be traditional rivals in the region, where the BJP has also been improving its vote-share.

The BJP-JD(S) alliance hopes to counter the Congress' surge in the region, determined to consolidate Vokkaliga votes in their favour and banking on the Modi charisma. Both parties also hope to gain from each other with this alliance.

The Congress is hoping to further its prospects and continue its dominance in the region, with the help of its strong local leadership and riding on its five guarantee schemes.

Both Chief Minister Siddaramaiah and Congress state President D K Shivakumar, who is also the Deputy Chief Minister come from this region, and so does JD(S) patriarch Deve Gowda and his son H D Kumaraswamy, a former CM and that party's state President.

According to a political analyst, 'coordination among local leaders and transfer of votes between the parties are going to be key for the BJP-JD(S) alliance to click.' Lack of trust between sizeable workers and leaders of both parties on the ground had proved to be counterproductive for Congress and JD(S) combine in the 2019 Lok Sabha polls, resulting in their rout and helping the BJP.

Both Congress and BJP have announced candidates for some seats in the region for the 2024 polls.

The Congress has re-nominated D K Suresh, brother of Shivakumar, from Bangalore Rural.

Interestingly, the BJP has fielded the scion of the erstwhile Mysuru royal family Yaduveer Krishnadatta Chamaraja Wadiyar from Mysore and noted cardiac surgeon and Deve Gowda's son-in-law, Dr C N Manjunath, from Bangalore Rural.

In Karnataka, the Lok Sabha elections will be held in two phases on April 26 and May 7.
